Job Summary EMCOR Government Services is seeking a Program Manager (PM) to lead our contract operations supporting a major customer in the intelligence community located in Springfield, Virgi nia. The PM leads a team of dedicated and talented professionals in delivering a wide range of base operations support services (BOS) - such as installation and facility operations, maintenance and repair; workforce and security support; logistics support; and, project management, as well as others - for a 2.5 million square foot state -of -the -art headquarters building, adjacent customer buildings and over 100 small satellite sites located throughout the Washington Capitol Region (NCR) #EGS #LI-NS1 *** This position is contingent upon contract award. *** Essential Duties and Responsibilities include, but are not limited to: Serves as the primary point of contact for this program, available 24/7/365, who is responsible for work performance and program profit/loss and is the EGS on-site authority for all program-related issues. Oversees contract performance of all aspects of contract scope that includes: Workforce and Security Support Logistics Support Services Environmental, Safety and Occupational Health (ESOH) Support Engineering, Construction and Operations Support Project Management Installation and Facility Operations, Maintenance and Repair Grounds Maintenance Custodial Services Oversees site operations, work schedules, and subcontractors and ensures work meets service demands, objectives, and quality and safety requirements. Establishes and maintains an effective relationship with the customer to achieve a mutually beneficial business relationship. Meets regularly with the customer, vendors and subcontractor partners to discuss operations, performance, project work, schedule, and budget. When required, develops and implements corrective plans of action and milestones designed to return service and performance levels per contract requirements. Develops and submits status and performance reports and evaluations to the customer and to higher EGS authority. Maintains good order and discipline among the staff and takes corrective action when necessary to address issues or concerns. Oversee all aspects of project staffing, performance evaluations, and disciplinary issues - for both EGS staff and that of subcontract partners - with the goal of always achieving full staffing. Security Clearance Requirement: This position requires an Active Top Secret/Sensitive Compartmented Information (TS/SCI) Clearance Qualifications Industry recognized certification in Program and/or Project of Facility Management (e.g. Project Management Professional (PMP), Program Management Professional (PgMP), Certified Facility Manager (CFM), etc.). A bachelor’s degree from an accredited university in Facility Management, Construction Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural), or another related field. A minimum of 15 years of experience in managing complex building and facilities operations, including a minimum of 5 years of experience managing a contract of similar complexity and scope. Qualifications: Current Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility. Must possess and consistently lead with a Mission First, People Always mindset. Professional certification in one or more fields of Industrial Hygiene, Safety or Environmental Engineering is required (e.g., for Industrial Hygiene - Certified Industrial Hygienist (CIH); for Safety - Certified Safety Professional (CSP); and/or for Environmental Engineering - Professional Engineer (PE)). A minimum of 10 years of experience in the development and application of ESOH principles; at least 3 years managing an ESOH program of similar size, scope and complexity for BOS contracts. Demonstrated knowledge of ESOH guidelines (e.g. 29 CFR 1910, 29 CFR 1926, etc.) and experience with ESOH operations in U.S. Government facilities. Demonstrated knowledge and experience in the development, maintenance and reporting of ESOH metrics. Knowledge and experience with the ARCHIBUS and MAXIMO Computerized Maintenance Management System (CMMS) is desired. Highly developed leadership, management, supervisory, interpersonal, analytical and communication (oral and written) skills. Demonstrated ability to lead in a diverse and dynamic environment with short-notice tasking and under high-pressure situations. Demonstrated personnel management experience with both organic and subcontractor staff. Demonstrated experience working with labor unions and/or managing service employees working under the Service Contract Act. Strong technical knowledge of facilities maintenance and operations is desired. A bachelor’s degree from an accredited university in Environmental Science, Health, Safety, Engineering (Civil, Environmental), or another related field is desired. Project Management Professional (PMP) desired, or equivalent specialized experience with Project Management tools and techniques (e.g., Program Management Professional (PgMP).
