    Key/Essential Functions & Responsibilities

    Maintains an active caseload of up to 20 – 25 individuals referred for START Services and provides systemic consultation based on assessment and outreach findings, using ecomaps and providing consultation to systems/teams as needed using best practices, escalating concerns accordingly to supervisor and/or Clinical or Medical Director.Conducts regular outreach visits to each individual’s home, day and/or vocational settings as applicable to complete evaluations and assessments on an as needed or regular basis though in-person and/or telehealth visits, as required based on level of support needed, activity level and/or project scope (e.g. tier).  Assists with referrals for consultation and treatment as needed, including screening for enrollment in START, completion of intake assessments across assigned region(s) consistent with applicable timelines and/or referrals to clinical team, Medical or Clinical Director or Resource Center, as appropriate.Ensures the coordination of support meetings and crisis plan development for individuals served through START, using the START Action Plan for planning and strategizing; provides information and results to and coordinates responses with Medical and/or Clinical Director, as needed, appropriately escalating concerns to START clinical team.Develops Comprehensive Service Evaluations, Cross-Systems Crisis Prevention and Intervention Plans, intake/assessments, intervention and outcome plans for START Therapeutic Coaching Program, Resource Center admissions/discharges and any other applicable documentation of services provided. Participates in recurring consultation, staff and other meetings with START leadership, clinical team and START Therapeutic Coaching program. Provides on-call support on a regularly scheduled, rotational basis as part of START team.Completes and maintains all applicable documentation, paperwork and/or records on a timely basis including resolution of concerns and reporting of incidents.Accurately enters all required data into START Information Reporting System and other appropriate systems, as required by state, on a timely and contemporaneous basis.Conducts regular outreach with community partners to maintain linkages and relationships.Develops materials and presents at Clinical Education Team Meetings as assigned by the director or designee.Participates in the Center for START Services National Network, which brings together projects from across North America through an online resource center, conference calls, select study groups and a meeting at an annual conference and/or other START events, as recommended. Completes and maintains all necessary trainings based on assigned program/region to ensure compliance with YAI policies, NCSS and applicable state regulatory agency (e.g. OPWDD, DDS) requirements, including obtaining and maintaining START Coordinator certification.Complies with all Federal, State, Local and other relevant regulatory agency requirements, including the Health Insurance Portability and Accountability Act (HIPAA).Performs all other duties as assigned.

    Salary: $80,000

    Minimum Qualification Requirements including education, experience, licensure/certification, etc. and essential physical capabilities (e.g., lifting, assisting lifting, standing, etc.)

    Master’s degree in Mental Health, Psychology, Counseling, Social Work or other Human Service field; and At least two (2) years of experience working with the I/DD population and/or behavioral health needs; orSatisfactory combination of education, experience and/or training as authorized by START/NCSS and/or appropriate State regulatory agency (e.g. OPWDD, etc.); however, all START Coordinators must have at least a bachelor’s degree in human services discipline.  Successful completion of START Coordinator Certification training within 12 months of appointment, including demonstration of competencies in all associated areas. Ability to provide on-call coverage for crisis services on a regularly recurring basis, as designated by START leadership in assigned region beyond regular work hours including weekdays, weekends, evenings and/or overnight on a 24/7 basis, as required.Ability to travel regularly across assigned region(s) to conduct in-person assessments, evaluations and visits as required by caseload and to occasionally travel across other regions within state of operations and/or to other states as needed for NCSS meetings or events.Ability to work with complex systems and an interest in the population is essential.Exceptional interpersonal and problem-solving skills.  Independent and organized with strong communication and writing skills.Highly flexible personality type and willingness to take initiative.

    Key/Essential Functions & Responsibilities

    Provides overall direction and management of day-to-day school operations and for education, clinical, student support and transition services offered by school, ensuring consistency in application of policies, practices and procedures and creating a structure of consistent and transparent communication with staff.

    Consistently articulates and promotes YAI and school missions and goals, providing leadership and guidance to staff and ensuring student well-being through safe and appropriate supports and educational services in line with agency philosophy, department practices and Federal, State, Local and other applicable regulatory requirements by appropriately trained, certified, licensed and/or other qualified staff.

    Ensures collaboration between all departments to support provision of quality educational and support services that conform to best practices and applicable standards engaging students with comprehensive, individualized instruction with a multisensory approach, which aids in the development of life skills and empowers students to achieve their highest levels of independence.

    Regularly evaluates and monitors educational, therapeutic and operational needs, identifying unmet needs, trends, inefficiencies and opportunities and collaborates with applicable school leadership to propose specific recommendations and/or escalates to Chief of Education to develop solutions and implement revisions to correct issues or deficiencies.

    Works collaboratively with YAI Senior Leadership Team (SLT) and school’s Board of Trustees to further the mission and vision of school, including to identify and cultivate a diverse Board that links the school to stakeholders and facilitates valuable relationships and resources for the school and communicates school-related matters to the Board, as directed by Chief of Education.

    Oversees and directs regular cycles of long-range strategic planning for assigned school including leading planning related to all aspects of school operations, physical facilities, educational and related services and annual goal setting in conjunction with the Chief of Education, SLT and/or Board, presenting recommendations and coordinating with applicable parties and stakeholders to implement or introduce updates, changes and/or new services.

    Collaborates with Chief of Education and applicable school leadership to plan, develop and implement operating procedures and systems to address new or changing needs, regulatory or other requirements, develop annual academic and therapeutic goals, ensure appropriate classroom and other supports and/or to otherwise enhance educational or other services.

    Leads the development and implementation of changes or enhancements to educational programs, related services and/or supports, working with applicable school leadership to ensure smooth transitions with clear communication and appropriate supports and resources for staff, students and circles of support.

    Develops and manages the school’s budgets in collaboration with Chief of Education and oversees management of budgets, ensuring that departments are operating within budgetary guidelines, providing oversight of all financial and educational systems and ensuring accuracy and timeliness of billing/documentation, to support financial and program performance objectives.

    Actively participates in the development and implementation of recruitment and engagement initiatives to attract and retain highly qualified staff schoolwide in collaboration with applicable leadership and Human Resources; manages, nurtures and develops talent to ensure effective utilization of resources and continually assesses and makes recommendations regarding future staffing and workforce development needs.

    Provides overall supervision, training, professional development and administrative management of school leadership team including regular supervision, impact discussions, feedback and annual reviews and supports operational needs and planning for school, as well as overall performance management of school staff.

    Regularly monitors day-to-day operations and appropriateness of overall workforce, fiscal and system management by leadership, empowering them to take action and responsibility to address operational, planning and staffing needs and supports school leadership with securing appropriate resources and addressing related needs.

    Communicates with parents and circles of support and participates student-specific meetings as needed in collaboration with or in place of applicable leadership, ensuring parents are appropriately involved in their child’s activities and progress and collaborating regarding admissions and exmissions, when needed.

    Ensures leadership team are appropriately managing and/or submitting changes in Workday for staff status, work hour, promotions/demotions, transfers and/or other adjustments and reviewing/approving timekeeping records to support accurate payroll processing in a timely manner.

    Regularly monitors student cases with school leadership team, ensuring appropriate support for parents and legal teams through IEP meetings and hearings, including comprehensive, accurate and complete supporting documentation for presentation in court; participates in hearings or provides support and/or guidance for cases, as needed. 

    Reports concerns with physical facilities and technology to ensure safe, secure and operational order, collaborating with school leadership team, YAI support departments and/or external parties as needed to support coordination and implementation of facility-related initiatives.

    Plans and facilitates regular school leadership meetings to remain informed and discuss coordination of services, address operational or other concerns and needs and/or to provide or receive updates; coordinates schoolwide meetings and announcements, as needed.

    Develops professional, empathetic relationships with families, service providers and/or community members and advocates for persons with disabilities to local government and community, fostering interagency collaboration and communication between relevant supports and ensuring the development and maintenance of partnerships with external organizations to facilitate volunteer, internship and student teaching arrangements by school leadership team.

    Participates in the establishment and oversight of measures and controls to ensure compliance, ethical and quality standards and to manage and mitigate risk and conducts reviews and/or audits to ensure compliant and safe operations, implementing corrective actions in collaboration with YAI Compliance and Quality and other support departments, as needed.

    Stays abreast of applicable Federal, State, Local, regulatory and agency regulations, maintaining awareness of changes and remains current with trends in special education; participates in agency or education-related or other committees, conferences and/or seminars. 

    Represents the organization by participating in internal meetings and events and participates in events with external entities such as educational organizations, conferences, etc.

    Complies with and ensures that staff complies with all Federal, State, Local and other relevant regulatory agency requirements, including the Health Insurance Portability and Accountability Act (HIPAA) and ensures cooperation with appropriate entities in any inspection, inquiry or investigation.

    Minimum Qualification Requirements including education, experience, licensure/certification, etc. and essential physical capabilities (e.g. lifting, assisting lifting, standing, etc.)

    Master’s degree in Special Education or a related discipline; and

    Current professional certification as a classroom teacher in any discipline issued by the New York State Education Department; and

    Holds or obtains within five (5) years of appointment, certification and registration as a School Building Leader or equivalent permanent certificate issued by the New York State Education Department and maintains for duration of assignment; and

    Ten (10) years of experience in special education including classroom teaching and/or providing related services to students with disabilities between the ages of 3 – 22 years, which includes or is supplemented by at least five (5) years of experience as a supervisor of professional staff; or

    Satisfactory equivalent combination of education, experience and/or training; however, all candidates must hold or obtain School Building Leader certification as described above.

    Ability to report on-site to school on a regular basis and to travel across New York City metropolitan area to visit headquarters, schools, attend meetings and/or conferences, as needed or requested. 

    Extensive knowledge of applicable Federal, State, Local and oversight agency regulations, including New York State Education Department (NYSED) and NYC Department of Education (DOE).

    Key/Essential Functions & Responsibilities

    Responsible for overseeing all revenue from residential, day and clinical programs for YAI and its affiliate agencies in New York, New Jersey and California.

    Oversees the day-to-day operations of the revenue cycle, ensuring adherence to policies and procedures.

    Ensures the operating effectiveness of the revenue cycle from the point of service capture through cash collections.

    Conducts detailed assessments of all revenue cycle-related operational processes, procedures and systems, including all applicable regulatory/oversight agency, state, local or other billing, collection and/or reimbursement requirements across all states of operation and service lines and evaluates the effectiveness, determining opportunities to improve effectiveness, efficiency and cash flow.

    Leads the redesign and enhancement of revenue cycle operations, making recommendations for and prioritizing plans and implementation of the most impactful changes to drive overall efficiency, improvements and cash flow. 

    Collaborates with senior leadership across the organization to scope and carry out process improvements including IT, Operations, Compliance and Finance. 

    Directly supervises Finance and Operations teams responsible for billing and collections, providing guidance and monitoring staff productivity and performance using established metrics.

    Monitors accounts receivable and cash collections activity to ensure metrics are within benchmarks and initiates appropriate corrective measures, as needed.

    Ensures all billing systems are functional in categories such as dictionary files, data elements, interface and mapping, payor specificity, claims file transmission and electronic remittance posting.

    Works with accounting team and enables related accounting functions such as accounts receivable valuation, bad debt determinations, payments posting and reconciliation to bank statements.  

    Stays abreast of relevant Federal and State regulations and government and commercial payor regulations for I/DD program billing across all states of operation, as well as medical services provided in clinic.

    Ensures handling of protected health information in a manner consistent with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and maintains knowledge of related requirements.

    Performs all other duties, as assigned.

    Bachelor’s degree in Business, Accounting, Healthcare Administration or related field; and

    Ten (10) years of progressively responsible industry experience, including or supplemented by at least five (5) years of experience managing revenue cycle operations for a healthcare organization similar in size and implementing large-scale revenue cycle enhancements, including process optimization and automation; or

    Satisfactory equivalent combination of education, experience and/or training.

    Knowledge of receivables software, billing platforms and Electronic Health Record (EHR) systems and thorough understanding of accounts receivables process.

    Strong written and oral communication skills, with the ability to build strong collaborative partnerships and relationships, effectively influencing at all levels across the organization.

    Detail oriented and highly organized with strong critical thinking and analytical skills.

    Key/Essential Functions & Responsibilities

    Researches, conducts outreach to and builds relationships with prospective employers to gain commitments to consider and potentially employ YAI's employment training participants.

    Maintains relationships with existing employer partners through active stewardship to support continued opportunities for employment-related activities.

    Schedules and conducts daily prospecting, cold calls and face-to-face meetings with businesses to generate new partnerships and employment opportunities for new program participants.

    Meets with new program participants, determining skill-level and interests of each participant, to identify appropriate job matches and potential opportunities for each individual.

    Supports people with I/DD to realize, set and meet their employment goals, assisting them in overcoming their personal barriers and engages in respectful communications/conversations through person-first language to help them understand their goals and ambitions and ensures person-centered plans are implemented.

    Conducts a variety of assessments consistent with program and/or contract requirements including vocational assessments with shadowing or observations, situational assessments, work try-outs, community observations and mock interviews to assess job readiness, strengths and interests.

    Appropriately documents all participant and employer contact, activities and outcomes in accordance with applicable policies and procedures, including in case management and/or other electronic systems and completes necessary documentation to ensure compliance and/or billing completely and accurately, within appropriate timeframes.

    Serves as the liaison between employers, other businesses, employment training participants and YAI staff to secure employment and vocational assessment opportunities, determine participants’ interests and abilities, schedule employment-related activities and assess participants for and/or coordinate work placements.

    Completes discovery process with unemployed participants in assigned region(s) in accordance with OPWDD requirements to inform job matching and/or development efforts through file and life plan reviews, interviews with circles of support, care managers and participants and investigation of employment interests to determine potential opportunities.

    Engages unemployed participants with on-site visits, observations and shadowing or situational assessments and community observations to assess abilities and viability of desired employment opportunities/choices.

    Performs all duties of Employment Training Specialist, including job coaching people we support at their initial placements and/or providing coverage, as needed.

    Makes referrals to vocational development services or completes job development plans, as appropriate for unemployed participants.   

    Regularly coordinates with Employment Training Specialists and other YAI staff to solicit potential employers and ensure appropriate job matches are made for new participants and to facilitate handoffs of newly employed participants.

    Key/Essential Functions & Responsibilities

    Ensures person-centered plans are implemented and assists with a variety of tasks for people we support, as appropriate/authorized, including:

    Supports people with I/DD to realize, set and meet their employment goals, assisting them in overcoming their personal barriers and engages in respectful communications/conversations through person-first language to help them understand their goals and ambitions.

    Responsible for caseload of individuals, arranging and scheduling workplace visits, virtual and one-on-one meetings and coordinating required meetings and liaising with Care Managers and other professional supports.

    Assists individuals in maximizing their strengths, interests, and abilities, upholding their personal rights, providing emotional support, assisting in communication, socialization and self-expression and building positive relationships by interacting with others at their worksites in innovative and creative ways.

    Works with unemployed individuals, providing pre-employment counseling to explore career interests and support job development activities and facilitating training groups where professional skills and behaviors are taught and developed to assist people we support in obtaining and maintaining employment in the community.

    Directly supervises and provides on-site job and job skills training, coaching and support at job sites for people we support and in accordance with each person’s employment goals, utilizing support skills for people with moderate to complex levels of need.

    Regularly travels across assigned region to visit employed individuals at their workplaces, speaking with managers to obtain feedback on performance and addressing any issues or concerns that may arise; escalates issues and concerns to an administrator for support, as needed.

    Serves as a member of a highly effective team (teamwork w/in the circle of support), providing feedback and communicating programmatic needs to members of team and maintaining a solution-oriented approach during conflicts.

    Maintains a therapeutic environment through a variety of methods: Personal Outcome Measures, Person Centered Thinking, Informed Decision Making.

    Models professionalism, punctuality, ownership and accountability to the people we support and effectively manages time and responsibilities, ensuring all individuals/cases are appropriately supported and monitored

    Facilitates learning and training in fire safety for PWS, including emergency and evacuation drills at assigned worksite(s).

    Develops and maintains understanding of specialized clinical knowledge for person specific needs (supporting adults, challenging behaviors, autism spectrum disorders, complex medical needs) as they relate to obtaining and maintaining employment.

    Reviews and completes all other required paperwork and documentation to ensure compliance and/or billing, as applicable, completely and accurately and within appropriate timeframes (e.g., notifications, logging, incident reports, update files, maintenance requests, phone calls, progress notes and services).

    Complies with all Federal, State, Local and other relevant regulatory agency requirements, including the Health Insurance Portability and Accountability Act (HIPAA).

    May perform direct support professional tasks, including providing personal care and assisting in activities of daily living (ADLs) in other settings outside of employment if appropriately trained and authorized, as directed and/or outside of employment schedule (e.g. residential, day services, community habilitation, etc.).

    Performs all other duties as assigned.
