Performs construction observation on project sites. On public and private projects may observe construction of: Sewers, storm drains, waterlines, and joint trench utilities within the public rights-of-way; Waterlines, trenches, concrete foundations, pumps, valves and piping, fire hydrants, manholes and drainage inlets; Roads (pavement, structural sections, excavations), curb & gutter, ADA ramps, signals, street lighting, striping and signage, landscape and irrigation
Calibrate or establish validity of calibration of inspection and measuring equipment
Plan and set up tests and determine the validity of test results
Maintain project records, including daily observation reports, Time-and-Materials records, and as-built drawings
Perform on-site measurement of installed bid-item quantities, including length, area and volume measurements, calculations and documentation
Communicate and coordinate with project participants including project owners, operations staff, project managers, contractors, materials testing laboratories, outside agencies, and interact with the public, etc.
Hold well informed discussions with contractors, PM's, subs of clients regarding construction documents
Assist with Bid Document Review and assist project managers during bid solicitations
Proactively recommend actions to address delays, bad weather, or emergencies at construction site
Interpret and explain plans and contract terms to administrative staff, workers, and clients, representing the Owner or Agency
Attend, as necessary, weekly progress/schedule meetings with Contractor on behalf of the agency
Confer with supervisory personnel, civil engineers, city staff, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems
Requirements:
Ability to read and interpret maps, plans, construction drawings and specifications, work orders and shop drawings
Ability to manage multiple projects with conflicting schedules, limited time, and make critical decisions without supervisory input
Ability to use survey equipment, compass, hand-held calculators
Ability to use laptop computers or tablet computers and common business software
Visual acuity and manual dexterity
Ability to sit and stand for extended periods, and to climb, stoop, squat, and bend
Ability to walk several miles a day when required.
Ability to walk through typical commercial construction project site; and climb ladders, scaffolding and stairs; bend, crawl, and crouch
Ability to carry up to 30 pounds
Ability to perform repetitive wrist and hand motions required
Clean driving record and current driver's license may be required
Thorough knowledge of construction techniques as they relate to civil engineering projects, particularly large public works and commercial projects required
Coursework in construction management, civil or structural engineering with degree desired
Engineer-In-Training designation or qualification is desirable
Completed training or equivalent experience in one or more of the following is desired: Associated General Contractors (AGC) Supervisory Training Program; Construction Specifications Institute (CSI) Construction Document Technologist; and/or International Code Council (ICC); E2-Commercial Electrical Inspector; B1-Residential Building Inspector; B2-Commercial Building Inspector; B3-Building Plans Examiner
Training in Confined Space Entry desired
Thirty (30)-hour OSHA training desired
Twenty-four (24)- or forty (40)-Hour HAZWOPER training desired
Current driver's license required
Minimum of three (3) years' experience with commercial civil/structural inspection or commercial/municipal construction management an asset
Experience working with civil engineering consulting company desired

ORGANIZATIONAL RELATIONSHIPS
Construction Observers work closely with the Construction Manager, as well as respective Project Managers, Civil Engineers, Planners, and other technical staff members. The Construction should develop close relationships with all members of the construction discipline throughout the company, as well as Branch Managers and Senior Civil Engineers and/or Civil Engineering Group Leaders in order to provide themselves with a rich knowledge base of advisors.
