    Compensation Range: $150,250 - $210,050.  Based on our Irvine, CA office location.  (West Yost uses geographic salary differentials that would apply for candidates in other regions).

    Position Description:

    Surface and Storm Water Practice Area Lead

    This role will have close collaboration with executive leaders and other practice area leads across the firm.

    Our Surface and Storm Water Practice Area Lead (PAL) will lead a team of passionate, multidisciplinary professionals within a company known for its values-driven culture, technical excellence, and strong client partnerships.     This role is ideal for a technically strong and relationship-savvy professional who is motivated to make a lasting impact. The PAL will be empowered to build the practice with support from West Yost’s leadership, access to our robust network of sector leaders and clients, and resources to expand their influence regionally. This position also offers a clear path to future advancement, including potential progression to a Business Sector Leader role, for individuals who demonstrate initiative, vision, and integrity.

    In addition to technical and project leadership, the PAL will partner with West Yost’s Business Sector Leader managing the operational and financial health of the practice. This includes planning and managing growth, developing new and existing markets, and driving consistent revenue performance for the practice.


    Essential Duties:

    Practice Leadership and Development

    Provide leadership, direction, and mentorship to a team of engineers and technical staff across multiple offices.Foster a collaborative, growth-oriented team environment, focused on technical excellence and client service.Balance team workload, track resourcing needs, and support recruiting and onboarding of new staff.Guide quality control/quality assurance efforts and support technical skill development aligned with career progression.This role provides the opportunity to shape culture, drive innovation, and leave a meaningful legacy within a growing, future-focused practice.

    Business Management, Development and Strategic Growth

    Develop and implement an annual business plan aligned with company strategic goals.Lead efforts to expand the Surface and Storm Water portfolio, identifying emerging markets, trends, and client needs.Identify and pursue stormwater and surface water project opportunities across California.Strengthen and expand client relationships with public agencies and regional partners.Establish annual performance goals and practice-level Key Performance Indexes (KPIs) in partnership with the BSL.Partner with the Business Sector Leader (BSL) to track performance against revenue, utilization, backlog, write-offs, and other KPIs.Manage forecasting, utilization, and resource planning to meet practice area revenue and profit targets.Coordinate with Area Market Leads, Client Service Managers, and other PALs to cross-sell West Yost services.Support grant strategy, pursuit of funded projects, and alternative delivery models.Success in this role will directly influence the trajectory of West Yost’s service offerings and create new pathways for the PAL’s professional growth within the firm.

     Technical Oversight and Project Delivery

    Serve as project manager, technical advisor, or QA/QC lead for complex water resources projects.Oversee and contribute to hydrologic and hydraulic modeling using tools such as HEC-RAS, HEC-HMS, SWMM, InfoWorks, and similar platforms.Lead or contribute to design and planning of storm drainage systems, flood control infrastructure, and green/nature-based solutions.Integrate restoration of wetlands, riparian corridors, and riverine systems into infrastructure planning where appropriate.Develop and review engineering reports, technical memoranda, and construction documents.

    Qualifications:

    Required Education and/or Experience

    Bachelor’s degree in Civil, Environmental, or Water Resources Engineering.15+ years of experience in consulting engineering with increasing leadership responsibility.PE licensure in California, or ability to obtain within 6 months.Demonstrated expertise in stormwater and flood control modeling and design.Proven ability to manage financial performance, lead strategic pursuits, and translate technical expertise into market growth strategies.Proven experience mentoring staff and leading multidisciplinary project teams.Strong writing, speaking, and interpersonal skills.

    Preferred Education and/or Experience

    Master’s degree in Civil or Environmental Engineering.Background in environmental restoration or green infrastructure.Knowledge of regulatory and funding frameworks (e.g., FEMA, SWRCB, Cal OES).Active involvement in relevant professional associations (e.g., CASQA, FMA, APWA).

    Position Description:

    Owner’s Advisory Services Practice Leader (Municipal Water)

The Practice Leader will work directly with clients and team members to advance our offerings in program management, alternative project delivery procurement, owner advisory and geographic reach.

     Reports To: Business Sector Leader, Program and Procurement Management (PPM)

     Major Responsibilities:

    The Owner’s Advisory (OA) Practice Leader is responsible for staff development, practice area growth, quality control, marketing, business development, and fostering good overall team morale and positive client relationships.The team of people are the core of West Yost, and as such, this leader will attract, retain, coach, develop, and inspire the OA team aligned with the strengths and interests of the individuals. Supporting the team in their delivery of proposals and meaningful projects is paramount to individual satisfaction and team success.This leader will develop, lead, and execute an annual business plan looking at areas for growth in the OA Practice Area that align with West Yost’s values and PPM’s strategic vision. The leader is responsible for delivering on the practice area business plan while also determining how to capitalize on undeveloped new services, clients, or geographies.Balancing workload is essential to retention, therefore, this leader will work with the team to manage workload and project future staffing needs.This leader will also function as a senior project manager on strategic projects/programs.

    Key Position Objectives:

    Electrical Engineer - Power Distribution Systems (Medium Voltage) – Municipal Water Infrastructure 

    Role Description: 

    This is an exciting opportunity for a self-motivated individual to join our electrical, instrumentation and controls practice area within the OTCR Sector. Our team is growing, and this role offers an opportunity to play an active part in that growth and help shape the team’s direction.


    The successful candidate will contribute technical expertise while collaborating closely with our experienced team of professionals. This position involves working alongside project managers both within other West Yost sectors and with external partners delivering coordinated, high-quality solutions. The role supports a collaborative, multidisciplinary environment and provides opportunities to influence project execution, technical development, and the long-term success of the team.


    Design experience with medium-voltage electrical systems is desired, along with experience supporting distributed energy systems such as battery energy storage systems, solar photovoltaic systems, and cogeneration facilities. You will also provide technical and design consulting services with a focus on electrical power distribution, motor controls, lighting, grounding, instrumentation, and controls systems design to support projects for all business sectors within West Yost. You will manage tasks, oversee the work of engineering professionals, and serve as an industry leader supporting the growth of our municipal water / wastewater practice. 


    West Yost has developed the AWWA cybersecurity resources since 2019.West Yost is a CCE licensee from Idaho National Laboratory (INL).West Yost is a leader in applying cyber informed engineering to our projects to better protect our clients from the cyber attacks of today and tomorrow. 


    Essential Duties and Responsibilities: 

    Engage with internal and external project managers and clients. Perform engineering services during planning and preliminary design.Perform engineering services during detailed design, including attend/lead meetings, coordinate with project team and vendors, and development of Plans and Specifications. Perform engineering services during construction, including submittal review, RFI response, field observations. Performing system analysis using SKM Power Tools power systems analysis software. At a minimum, provide engineering oversight for staff using these software packages to publish a power systems study with arc flash hazard analysis. Prioritize and balance competing project demands and conflicting project requirements. Mentor other Electrical, Instrumentation and Controls (E/I&C) engineers and technicians to effectively complete work with attention to detail. Develop scopes, schedules and budgets for projects and project tasks. Monitor project scope, schedule, and budget to control the work according to the project plan. Delegate tasks to others; follow up on completion and quality of work. Make accurate and implementable decisions in a timely manner. Participate in client contacts and business development efforts. Reduce complex aspects of instrumentation and control engineering to terms understandable to others. Travel will be required to support project needs (approximately 10-15% of time). 


    Key Skills

    Good working knowledge of the National Electrical Code Proficient with Microsoft Office (Word, Excel, Outlook, PowerPoint, MS Project)Excellent communication skills, both oral and writtenPerformance-driven and ability to work productively, both independently and as a contributing member of a multi-discipline design team 


    Required Qualifications 

    10+ years of relevant work experience, will consider fewer years of experience Proficient in developing, reading, and understanding P&IDs and control schematicsProficient in developing, reading, and understanding electrical power and control systemsPossess Bachelor's degree in Electrical Engineering, or equal depending on circumstanceProfessional Electrical Engineering License in California, or ability to obtain reciprocity in 6 months.
