    Position: Inspector—HVAC-Mechanical/ Plan Reviewer
    Department: Building
    Pay Level: 6.0
    Salary:$63,960.00- $86,278.40
    Union: TPOA

    General Summary:
    Under the direction of the Building Director and the immediate supervision of the Building Official, conducts on-site inspections at various locations throughout the Township to ensure full compliance with state and local hvac/mechanical codes for new construction, additions and alterations, with plans approved by the Building Department. Assist contractors and the general public with information regarding construction and hvac/mechanical code related matters.


    Basic Qualifications:
    Education – high school graduation and additional coursework in building construction and general computer skills.
    Experience - four years experience as an active licensed hvac/mechanical contractors license in the hvac/mechanical trades.
    Special Qualifications – Act 407 Certification [HVAC Inspector / Plan Reviewer] REQUIRED


    Representative Duties and Responsibilities which may be considered Essential Function(s):


    Clerical
    Answers: phones, inquiries concerning hvac/mechanical codes, inspection procedures.
    Enters: inspection data into databases.


    Technical
    Advises: contractors, citizens, and management on township requirements for hvac/mechanical code compliance, construction procedures, completing applications and corrections to gain compliance to meet required standards.
    Reviews: permit applications, permit plans and building plans.
    Approves: on-site conditions for certificates of occupancy.
    Consults: with management concerning violations or other problems.
    Coordinates: issues with contractors and residents during construction process or complaints.
    Inspects: re-inspects sites for compliance with state and local hvac/mechanical codes, approved plans and specifications.
    Investigates: citizen and other complaints regarding violations of mechanical complaints.
    Issues: violation notices for non-compliance with hvac/mechanical codes or plan violations.
    Prepares: reports on hvac/mechanical inspection matters as required

    -May performs the duties of other inspection personnel in the department as assigned.
    -May be assigned unique tasks to the department within the competency level of the other tasks described in this document

    Abilities:
    Math - An understanding of percentages, fractions, ratios, rates, measurements and calculations is required.
    Reading - Ability to read and comprehend moderately complex manuals and instructions provided by
    vendors in support of equipment, hardware and tools. Ability to read blueprints and maps.
    Writing - Ability to write complex instructions and communicate problems, procedures for supervision or citizens.
    Speaking - Ability to clearly communicate information and questions related to all aspects of the job in person and over the phone using correct English.

    WEST BLOOMFIELD TOWNSHIP Job Description: Construction/Engineering Manager General Summary: Under the Direction of the Planning and Development Services Director, the Construction/Engineering Manager oversees, supervises and coordinates the management of programs, operations and activities related to site construction and inspection activities of the Engineering Division. In this role, the manager supervises engineering inspectors and other division staff and consultants. Oversees engineering review and approval on construction projects within the Township. Assists Director with infrastructure planning, permits, recordkeeping, mapping (GIS), construction supervision and administration of contracts with RCOC, OCWRC and other project specific contracts. Duties delegated or assigned by the Director of Planning Development Services are carried out with considerable independence and latitude with the Director being consulted on policy issues and unusual situations. Work is evaluated through review of reports, activity summaries and assessment of Township operations, effectiveness and efficiency. Representative Duties and Responsibilities which may be considered Essential Function(s): Control and Technical: - Analyzes: projects, processes, expenses, charges and budgets. - Consults: with contractors, consultants, and department division managers and other department heads to identify problem areas, opportunities for improvement, and project recommendations; assists in the drafting of ordinances and policies and procedures involving engineering related activities. - Compiles: reports for the contractors, residents, director and other governmental agencies, as needed. - Liaisons: to Oakland County Water Resources Commission, Road Commission for Oakland County, Oakland County Health Department, Michigan Department of Environment, Great Lakes, and Energy, Corps of Engineers, GLWA, SEMCOG, and other agencies as appropriate regarding project planning, repair or construction projects, and related issues. - Monitors: township construction projects and site construction and township assets including facilities and safety path system. - Organizes: all aspects of construction projects, including the transfer of utilities from developments to the Township authorizing use of installed utilities. Also, organizes the maintenance and expansion of township facilities and safety path system. - Coordinates: with engineering consultant the review of all site plans and proposed designs of construction projects and resolves complex issues associated with commercial and residential construction permitting. - Conducts: field inspections. - Resolves: questions and complaints from residents, developers and contractors to ensure an understanding and conformance to township requirements and specifications. In addition, responds to various questions and problems of the general public regarding engineering related issues.
