        Overview: The Dispatcher / Alarm Monitor / CCTV Operator is responsible for managing security communications and surveillance operations from designated Control Centers. This position plays a critical role in coordinating emergency response, monitoring CCTV feeds, and ensuring effective communication with field personnel. Candidates must be calm under pressure, highly organized, and technically proficient. Key Responsibilities: * Operate and monitor CCTV systems, intrusion detection systems, fire alarms, duress alarms, and radio communications at Control Centers. * Dispatch Protective Service Officers in response to alarms, incidents, and emergency situations, and maintain constant communication with field supervisors and officers. * Acknowledge alarms within 30 seconds and initiate appropriate response actions within defined timelines (e.g., duress alarms within 2 minutes, fire within 2 minutes). * Maintain 24-hour duty logs and accurate records of all system activity, dispatches, and incidents. * Provide real-time reporting to the COR or designee and communicate with first responders and emergency personnel when directed. * Conduct system checks and routine inspections at the start of each shift; report malfunctions or anomalies immediately. * Assist with implementation of emergency air handler shut-off and shelter-in-place procedures, if required. * Maintain strict confidentiality and security awareness in all communications and actions. Minimum Qualifications: * U.S. Citizen; 18 years of age or older. * High school diploma or GED required. * Must complete a 40-hour NENA (National Emergency Number Association) or equivalent dispatcher training course. * At least 24 hours of documented training in IDS/PACS operations, radio protocol, alarm monitoring, and incident response. * Demonstrated experience in a command center, 911 dispatch, emergency operations center, or similar environment preferred. * Strong communication, multitasking, and decision-making skills required. * Proficient in English (reading, writing, and speaking); must be able to write accurate incident summaries and reports. * Must maintain a calm and professional demeanor under pressure and during emergency situations. * Must pass a background investigation and suitability screening. CSOs will provide armed security to courthouses under the USMS contract. **Essential Duties and Responsibilities:** Includes the following and other duties may be assigned: Perform entrance control: Enforce the District's entry and identification system which includes operating security screening equipment to detect weapons, contraband, and prohibited items, checking items such as handbags, briefcases, computers, packages, baby carriages, wheelchairs, etc. Perform roving patrol: Patrol court facilities and grounds of the facility in accordance with applicable post orders.         Overview: Protective Service Officers (PSOs) provide armed security and access control to facilities in the Washington, DC metro area. PSOs deter threats, protect personnel and property, and respond to incidents and emergencies in accordance with policies and procedures. All PSOs are deputized under the U.S. Marshals Service Special Deputation Program for duties performed on the contract premises. Key Responsibilities: * Control access to facilities by screening visitors, personnel, and vehicles using metal detectors, x-ray machines, and visual inspection protocols. * Conduct patrols and maintain a visible security presence to deter unauthorized activity or criminal acts. * Respond immediately to alarms, emergencies, and suspicious behavior, detaining individuals if necessary until law enforcement arrives. * Monitor building activity and maintain accurate logbooks, reports, and incident documentation. * Enforce rules, protect federal employees and property, and assist in evacuation or lockdown procedures during emergencies. * Administer first aid, AED, CPR, and NARCAN when appropriate. * Follow strict weapons handling protocols, post orders, and use of force guidelines. Minimum Qualifications: * U.S. Citizen; 21 years of age or older. * High school diploma or GED required. * Minimum of 18 months of prior law enforcement. * Graduate of a U.S. civilian or military law enforcement academy or a federal/state corrections academy with firearms certification. * Eligible for deputation under the U.S. Marshals Service Special Deputation Program. * Must pass a physical exam and agility test annually. * Must pass and maintain firearms qualification every six months. * Current certification in First Aid, CPR, AED, Bloodborne Pathogens, and NARCAN from ARC or AHA. * Proficient in English (reading, writing, and speaking); able to write detailed incident reports. * Must meet standards for physical fitness, vision, hearing, and medical conditions as outlined in the SOW. * Must maintain a professional appearance and wear full uniform, including Level IIIA ballistic vest and all required duty gear, at all times while on duty. Work Conditions: * Requires extended standing, walking, and exposure to outdoor weather. * Must be able to respond physically to incidents, detain individuals, and work under high-stress conditions. * Shifts may include nights, weekends, and holidays.
