    Volunteers of America National Services (VOANS) is seeking a Temporary Talent Sourcing Specialist to support our Talent Acquisition team by building strong candidate pipelines, promoting our employment brand, and helping attract top talent across our Healthcare, PACE, Housing, and Support Center communities.

    Position Summary

    The Talent Sourcing Specialist supports the Talent Acquisition team by developing creative sourcing strategies and recruitment marketing campaigns that attract qualified candidates for difficult-to-fill positions.

    Working closely with Talent Acquisition Partners, hiring managers, Marketing, and Human Resources, you'll proactively identify talent, strengthen candidate pipelines, promote the VOANS employment brand, and utilize emerging AI technologies to improve recruiting effectiveness.

    Position Type: Temporary (July 2026 – December 2026)

    Location: Fully Remote

    Travel: Up to 10% for training, career fairs, and corporate meetings.

    What You Bring (Requirements)

    Education: High school diploma Experience: two (2) years’ experience with HUD Multifamily Housing and
    LIHTC programs. Must have prior experience with both programs.Strong communication and organizational skillsAbility to analyze, problem-solve, and collaborate effectivelyExperience or familiarity with other affordable housing programs within the VOANS portfolio (Tax Exempt Bond, HOME, CDBG, (N)HTF, USDA Rural Development Section 515, CMF, FDIC).

    Preferred Qualifications:

    HCCP, C3P, or a similar professional certification for LIHTC preferred. The certification must be obtained within the first year of employment if not held at the time of hiring.COS, CPO, or a similar professional certification for HUD Multifamily programs preferred. The certification must be obtained within two (2) years of employment if not held at the time of hiring.FHC or similar professional certification for Fair Housing preferred. The certification must be obtained within three (3) years of employment if not held at the time of hiring.

    What You’ll Be Responsible For

    Complete the review of all affordable housing applicant/resident certifications and provide preapproval authorization for management agent staff to execute the Tenant Income Certification, HUD Form 50059, RD Form 3560-8, lease, and any other related documents.Calculate the total household income of applicants and residents of qualified low-income households for affordable housing programs.Calculate the adjusted income, tenant paid rent, and Housing Assistance Payment of applicants and residents of HUD or USDA-governed programs.Ensure the correct household occupancy, income limits, and utility allowances have been applied to each certification, and that the certification matches the unit’s income and rent designations in the property management software and unit mapping.Provide corrective actions to management agents that are required prior to any pre-approval being issued.Verify all compliance-related certification data has been entered in the management agent’s property management software.Determine the qualification of applicants and residents of low-income households with work or community service requirements, continuing eligibility requirements, or any other requirement established in a community’s Tenant Selection Plan and/or the regulatory documents in effect for a given community.Track scheduled recertifications for assigned communities and report on each community’s performance to the VP of Housing Compliance and the management agent.Assist with the preparation of certifications requested for review by outside agencies.Assist the Housing Compliance Specialist with reporting required by monitoring agencies. This may include the manual entry of tenant data into compliance monitoring systems, or the preparation and transmission of electronic reports in OneSite.Conduct independently or assist with on-site file reviews.Assist the VP of Housing Compliance and with the following responsibilities:Training activities for on-site personnel as it relates to affordable housing compliance.Creating reports tracking compliance performance at communities in the VOANS portfolio.Developing best practices for implementing affordable housing program requirements.Resolving compliance workflow-related issues with systems used for the transmission and tracking of certifications and supporting documentation between applicants/residents, on-site personnel and Housing Compliance (OneSite, SmartSheet, HUD Secure Systems, etc.)Notify the appropriate Management Agent staff of all issues in which an applicant or resident cannot be qualified for an affordable housing program or is suspected of using fraudulent means to qualify for an affordable housing program.Assist with maintaining compliance for all applicable Fair Housing laws and regulations as they relate to the certification of low-income households for affordable housing programs.Enhances community effectiveness by providing the necessary assistance, information and support to on-site managers and personnel.Assist the assigned Housing Compliance Specialist serving as a liaison between VOANS and the governing agencies of applicable affordable housing programs, which may include participation in workshops and conferences sponsored by governing agencies.Conduct on-site and desk file review audits of resident files as needed.Other duties as assigned in the best interest of VOANS.

    What You’ll Be Responsible For

    Conduct reviews of claims processes against policy provisions and governing regulations to ensure compliance.Conduct claims audits including standard audits and focused audits, to ensure accuracy and integrity of the claims processing system, working with PACE System Administrator on necessary system updates.Ensure that claims are processed in compliance with agency and department policies and procedures, contractual agreements, and governing federal and state regulations.Respond accurately, timely and professionally to all external and internal communications regarding claims audits, ensuring clarity and accuracy in all interactions.Review and work weekly/monthly claims data reports from the claims processing system and maintain productivity goals set forth.
    Review and approve weekly Precheck Registers for all PACE Organizations.Ensure all claims appeals are worked timely across all PACE Organizations relevant to governing regulations and contract obligations.
    Assist claims staff and PACE Organization staff in reviewing situations that may warrant focused claims audits.Reviews claims for proper billing and processing, including timely submission, compliant coding, required authorizations, and accurate pricing and payment.Assist staff on questions and issues related to pricing of claims.Maintain accurate and detailed records of all claims audits, including documentation of actions taken, communications with internal staff, and corrective actions implemented.Prepare and submit regular reports on claims processing accuracy and trends to the Claims Manager, Director of Health Plan Operations, VP PACE Business Operations, and other relevant stakeholders.Maintain knowledge of PACE, CMS, and state Medicaid policies and claims guidelines.Develop and implement claims auditing policies and procedures, contributing to the overall effectiveness and accuracy of the claims processing team.Communicate to and prepare reports for the Claims Manager, Director of Health Plan Operations, VP PACE Business Operations, and PACE Executive Directors.Support various projects from across the PACE Organizations and community-based program enterprise.Assist with other duties and projects as assigned.

    Asset Manager- Remote

    Candidate can be located anywhere in the United States.

    Salary: $84,000-$92,000 (Based on years of experience)

    The Asset Manager represents the owner/sponsor interests in all housing properties sponsored/cosponsored by Volunteers of America National Services. The objective of this position is to ensure that housing properties owned by Volunteers of America National Services are performing at optimal level (including financial, physical plant and operating systems) and in compliance with financial covenants, regulatory requirements and other reporting and filing requirements as imposed from time to time.

    Essentials:

    Reporting

    Gather, evaluate, interpret and report on the operational performance and condition of assigned real estate assets. Provide analysis, conclusions and recommendations regarding specific properties assigned as well as entire real estate portfolio.Assure timely submission of monthly/quarterly financial reports from management and accounting entities. Review reports and assess actual performance to approved budget and original underwriting assumptions.Obtain further information and clarification, as needed from management entities.Coordinate timely submission of annual operating and capital budgets from properties assigned; review for completeness, accuracy and conformance to performance goals, assuring that adequate funding sources have been identified to accomplish any capital needs to be undertaken.Assure timely submission of audited financial statements. Review and analyze statements; report on any findings or performance issues that require action; conduct follow-up as necessary with auditor or entity and track resolution of issues. Track and compare data from year to year, identifying trends or issues that require action.Order market studies, capital needs assessments, engineering studies, or other professional reports as required for assigned portfolio; develop implementation plans for any subsequent actions indicated by such professional studies.Track compliance with all loan and program regulatory requirements; institute remedial actions as required to correct non-compliance.Track adequacy of required reserves and escrow accounts.Develop and submit investor reports as required.Ensure tax filings and exemption requests are made on a timely basis.Present financial reports, analyses, forecasts, and recommendations for action as required to senior staff or affiliate offices. Make presentations to pubic as requested.Provide input, analysis and recommendations on proposed projects to Real Estate Development, and assist in transition process from construction to operations.Present financial reports, analyses, forecasts, and recommendations for action to the senior housing, Volunteers of America National Services local offices.


    Maintaining Assets

    Conduct on-site inspections of assets to evaluate physical condition, effectiveness of management operations, regulatory compliance, external effects on property and market position. Report on findings and conclusions; direct corrective measures to be accomplished and recommend changes or improvements needed.Identify assets that require intervention, changes in management, workouts, refinancing or disposition and develop plans to carry out such actions.Maintain the system to track financial and operational performance of each asset, working with accounting and management to create key indicators.Maintain the system for tracking and reviewing annual audited statements to ensure tracking and mitigation of audit findings and adjustments.Maintain a system that captures and tracks significant debt/investor equity terms, covenants and compliance with same, and ensures that reporting to lenders/investors occurs in compliance with their requirementsEnsure that the asset management system captures relevant tax information for each corporation and that filings/exemptions are made on a timely basis.Ensure that the system includes current information relating to corporate boards and officers.

    Liaison/Support

    Provide staff support to Committees and Boards, as directed.Provide assistance or guidance to Administrative support staff and local affiliate offices, as needed.Perform due diligence for properties to be acquired (whether rehab or new construction) to ensure a high likelihood of success.Interface with Lenders and Regulators as directed.

    Qualifications:

    A minimum Bachelor’s degree from an accredited institution is preferred.
