    POSITION SUMMARY:

    This position supports the Ship Repair Quality Department and/or Manager, and Inspectors to include collaboration with other Project Management teams for new construction and/or ship repair projects. Responsible for administering project documentation, maintaining required project management databases (including NMD for Navy Projects), and departmental employee training records. Under the supervision of the Quality Manager, this position is responsible to participate in the developing and implementing systems and process improvements that optimizes all phases of the production process; be actively involved in the development and implementation of long-term quality improvement plans using a data-driven focus that sets priorities for improvements aligned to ongoing strategic imperatives. This position is responsible for developing, tracking, administering, and scheduling tests and inspections and processing of required reports in accordance with regulatory body requirements and NAVSEA Standard Item 009-01 and 009-04 through the use of Test/Inspection Plans.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    Maintain Government-issued and Vigor work instructions, directives and documents.Implement and maintain Inspector certifications, time-keeping records, and other duties as directed by Quality Manager.Assist the Quality Manager in improving existing and developing and implementing new Quality Management processes.Assist with internal audits related to Navy projects at each Vigor facility. Perform document control within the Vigor Quality Management System.Maintain tests and inspection plans for areas of responsibility in accordance with internal quality requirements and contract specifications, including but not limited to NAVSEA Standard Items, U.S. Coast Guard Regulations, Classification Societies, and other applicable engineering standards.Establish and maintain positive, cooperative working relationships with crafts, owner representatives, and regulatory agency officials.Assist Managers, the Quality Director and supervisors in developing test memos and Process Control Procedures to ensure that final forms and testing practices are in proper format and work scope formed.Responsible for continuous improvement in ongoing data analysis of audits, evaluating improvement process, work instruction, and habits.Provide leadership and coordination for continual Improvement: innovating new methods and providing ideas at both project management and organizational systems levels, upon which successful project management depends.
    SUPERVISORY RESPONSIBILITY: Does not have any direct reports.

    KNOWLEDGE SKILLS AND ABILITIES:

    EDUCATION AND/OR EXPERIENCE:
    Bachelor's degree preferred.Will consider individuals with related work experience. Experience with Navy and/ or US Coast Guard RegulationsExperience with ISO9001 and Continuous Improvement. Experience creating and managing Test/Inspection Plans or other equivalent tracking tools.Experience with project management, document controls, and production support.
    PHYSICAL DEMANDS:

    Work is conducted in a dynamic, fast-paced shipyard with moderate to loud noise levels from production activity in the shipyard. Required to be in production areas in the facility and onboard ships. Must be able to walk to and from job sites. Must be able to frequently climb inclined stairways and vertical ladders. Must be able to enter confined areas and tanks. May be required to work more than 8-hour shifts and weekend work. Must be able to frequently bend, squat, crawl and twist. May be required to lift up to 50 pounds. Local travel and out-of-town travel (including air travel) up to 5% of the time with notice.

    WORK ENVIRONMENT:

    While in production areas will be exposed to all weather conditions, noise, dusts and odors.

    POSITION SUMMARY:

    This position is responsible for developing, tracking, administering, and scheduling tests and inspections and writing of required reports. The incumbent inspects in-process and final craft work for proper approvals and documents results as required in test and inspection plans developed by the Quality Department.

    Develops tests and inspection plans for areas of responsibility in accordance with internal quality requirements and contract specifications, including but not limited to NAVSEA Standard Items, U.S. Coast Guard Regulations, Classification Societies, and other applicable engineering standards.Serves as liaison between supervision, crafts and regulatory agencies, as required.Ensures that all preliminary inspection requirements have been satisfied and are accomplished in accordance with contract specifications prior to final inspection call outs to regulatory agencies.Monitor craft work to ensure proper workmanship is in accordance with regulatory agencies, classification society, NAVSEA Standard Items, Vigor Industrial and acceptable shipbuilding practices as appropriate.Ensures that all instrumentation and gauges used in testing procedures are properly calibrated in accordance with regulatory agencies and company calibration guidelines.Informs Project Management, Quality Director, and Operations Managers/Directors of all deficiencies requiring corrective action as outlined in the Quality Management System (QMS) to include Internal Deficiency Reports (IDR), Quality Deficiency Reports (QDR), and Non-conforming Services (NCS).Establishes and maintains positive, cooperative working relationships with crafts, owner representatives, and regulatory agency officials.Assists Managers, the Quality Director and supervisors in developing test memos and Process Control Procedures to Ensure that final forms and testing practices are in proper format and work scope formed.Develops and assists in administering training to craft supervisors and test directors for applicable test and inspection requirements.Ensures materials purchased and installed meet requirements of contract specifications by performing random checks.Ensures all subcontractors' qualifications meet requirements of regulatory agencies and contract specifications. Also ensures all subcontractor required quality assurance submittals are correct and fulfill requirements of the specifications.Reviews and qualifies all Quality Assurance requirements imposed by outside agencies. Verifies that requirements do not impose higher levels of effort to accomplish then those required by contract specifications.Coordinates with management and craft supervisors to ensure all personnel meet the minimum skill and ability along and possess the required certifications to accomplish the task assigned.
    JOB SCOPE:

    Ensures blasting and coating activities conform to the requirements of the project specification including all Regulatory, Code and Manufacturer requirements. This position requires ability to assess and administer acceptance requirements based on pre-determined criteria.

    SUPERVISORY RESPONSIBILITY:

    Does not have any direct reports but may be responsible for supervising workers engaged in conducting tests and inspections in accordance with procedures.

    INTERPERSONAL CONTACTS:

    Inspectors are required to coordinate with Project Managers, craft supervisors and craft personnel as well as Customer representatives, Paint Manufacturer representatives and Regulatory (ABS/ USCG) inspectors.

    KNOWLEDGE SKILLS AND ABILITIES:
    Knowledge of applicable SSPC and/ or NACE acceptance criteria for marine coating applications.Effective knowledge of inspection tools and techniques required to conduct marine blast and coating inspection.Knowledge of principles and practice of marine or class society surveying, vessel operations, or U.S. Coast Guard inspections. Understanding of engineering principles applicable to ship repair; crafts required in ship repair.     WORK SCHEDULE: Monday - Friday, 5:00 AM - 1:30 PM

    POSITION SUMMARY:

    This position handles the metrology requirements of the Machine shop, Shipyard, and other fabrication facilities using Faro Laser Trackers and Portable CMM's (currently about 25% of the time but may increase) duties include measuring positions and flatness of foundations on vessels and supporting the setup of line boring/ portable milling equipment. When not surveying this position spends the remainder of the supporting the shop by operating Manual and CNC Mills/ Lathes, Reverse engineering components, & general shop duties.

    RESPONSIBILITIES:
    Set up and operate standard machine shop equipment. Mills, lathes, etc. Operate manual mills and lathes.Manufacture parts from both engineered drawings and sample parts.Able to inspect and report dimensional features as required.Reverse engineer - shafts, flanges, bushings, etc. that come off the ship and provide sketches for the team to manufacture to.Support the shipyard and Fabrication facilities with Metrology support as required. This role at times requires the individual to work in areas considered hazardous, both on land and aboard ships, during active production hours where welding, grinding, blasting, and other work are being performed, regardless of weather conditions.This role directly supports live production and installation activities where delays, errors, or misalignment can impact multiple trades simultaneously. The Machinist/ Metrologist will be responsible for gathering data using various equipment, including laser trackers and Portable CMM's.Tasks range from setting modules or equipment, checking flatness and creating deviation reports.This position may require facilitating and directing others to accomplish the task at hand to achieve correct position of machinery, fabricated components, etc. This often results in continuous work that can extend past your scheduled shift and into overtime.This role involves supporting multiple facilities in the Portland Metro Area when providing metrology support, however travel is an expected part of the role and can vary in frequency.Most travel will be within a few hundred miles, but there may be occasions where nationwide travel is required.Carry heavy equipment for long periods of time, including up and down flights of stairs and in and out of confined spaces / tanks.Frequent work in noisy, hot, dirty, and visually obstructed environments where equipment protection, personal safety, and situational awareness are critical.
    QUALIFICATIONS:
    3+ Years -Experience operating Faro Laser and Tracker Arms preferably on large, fabricated structures.3+ Years- experience using Metrology software- spatial analyzer preferred.3+ Years CNC & Manual Machining experience.Ability to select correct cutting tools and calculate appropriate cutting speeds/ feeds.Line boring/ portable milling experience strongly preferred. Advanced understanding of print reading and interpreting of GD&T - ASME Y14.5Ability to accurately use precision measuring tools Micrometers, Indicators, etc.Ability to make real-time decisions with incomplete data and communicate risk, tolerance, and intent clearly to supervisors and crafts.Ability to clearly direct multiple crafts (fitters, welders, rigging, QA) during time-critical alignment and placement operations.Ability to perform and thrive under pressure in a very fast-moving Fabrication/ Construction environment.Comfortable working independently with minimal instruction.
