    The Program Manager is responsible for the overall management and operation of services to Veterans at the Veterans Multi-Service Center. This includes overseeing daily activities, staff supervision, ensuring compliance with relevant safety protocols, regulations and policies, managing the program budget, and fostering a professional environment for staff and a supportive environment for participants.

    Key Responsibilities:

    Program Management and Development: Oversee the daily operations of the assigned program, ensuring the program meets the needs of its participants and adheres to all relevant regulations and policies. Develop and implement program goals, objectives, and activities in alignment with the organization's mission and strategic plan. Evaluate program effectiveness and make necessary adjustments to improve service delivery. Stay informed about best practices and emerging trends in adult day services and related fields. Explore opportunities to expand and enhance the program, including developing new services and partnerships. Staff Supervision and Development: Supervise and mentor program staff, including Assistant Program Managers, Case Managers, and other direct care staff.Provide guidance, support, and professional development opportunities to staff.Conduct regular staff meetings, individual supervision sessions, and performance evaluations.Foster a positive and collaborative team environment. Participant Care and Support: Ensure that participants receive high-quality, person-centered care and support that meets their individual needs. Develop and implement individualized care plans in collaboration with participants, families, and other service providers. Monitor participant progress, address concerns, and intervene when necessary to ensure well-being and safety. Create a welcoming, engaging, and therapeutic environment for participants. Administrative and Financial Management: Manage the program budget effectively, ensuring financial stability and sustainability. Maintain accurate records and documentation, including participant files, attendance logs, and financial reports. Ensure compliance with all relevant regulations and policies, including those from funding sources and licensing agencies. Community Outreach and Collaboration: Build and maintain relationships with community partners, referral sources, and other stakeholders. Represent the program and the organization at community events and meetings. Advocate for the needs of older adults and individuals with disabilities.

    Qualifications:

    Education and Experience: Master’s degree in social work, Gerontology, or a related field preferred.Bachelor's degree with equivalent experience will be considered.Minimum of three years of experience working with older adults or individuals with disabilities in a human services setting.Prior supervisory experience required. Experience with adult day programs or similar programs preferred.Skills and Knowledge: Strong leadership, management, and organizational skills.     Position Summary

    The Program Coordinator is responsible for supporting veteran households by coordinating, advising, and connecting them to critical job training, employment pipelines, and public or federal benefits. This role focuses on holistic income-increasing strategies to improve daily living stability and support long-term housing retention.

    Working as a core member of the income-increasing team, the Coordinator bridges the gap between direct client care and strategic community partnerships. The position works closely with Veteran Service Officers (VSOs) , Veteran Client and Legal Services, and agency housing staff to drive data-informed, quality service delivery from program intake to successful discharge.

    Essential Duties and Responsibilities

    Direct Client Engagement & Income Maximization: Partner with veteran households to assess financial health, establish household budgets, and implement tailored income/expense action plans. Benefits Navigation & VSO Collaboration: Assist Veteran Service Officers (VSOs) with core benefits navigation. Help veterans utilize online VA portals, request military/service records, and accurately complete complex public benefit applications (e.g., SNAP, LIHEAP) to optimize household income. Workforce & Training Facilitation: Develop and deliver essential digital literacy, resume building, online job search, and interview preparation workshops to build client employment readiness. Partner & Provider Coordination: Schedule and coordinate on-site visits from recruiters, job trainers, VA representatives, and community partners to streamline resource access. Cross-Departmental Collaboration: Meet weekly with agency housing staff and case managers to align service plans, coordinate wrap-around support, and ensure successful housing and economic outcomes. Community Outreach & Liaison: Build and cultivate strong operational relationships with local employers, financial literacy providers, and mainstream benefit agencies. Data Integrity & Compliance: Maintain accurate, timely documentation and data entry in compliance with agency, federal, and grant-funding reporting metrics. Administrative & Operational Support: Participate in weekly case management meetings, perform necessary clerical functions (filing, secure shredding), and assist with program budget tracking and account reconciliation as assigned.

    Minimum Qualifications (Knowledge, Skills, and Abilities)

    Education: Bachelor’s degree preferred, ideally in Social Work, Human Services, Career Counseling, or a related field; equivalent blended education and experience considered. Experience: Minimum of two (2) to three (3) years of experience in workforce development, benefits coordination, or social services delivery, preferably within a veteran-focused or non-profit environment. Sector Knowledge: Familiarity with federal and state veteran service systems, VA benefits navigation, and community-based employment programs (such as HVRP and SSVF). Core Competencies – Problem Solving:Proven ability to identify barriers to employment or income and analyze information resourcefully. Communication: Exceptional oral and written communication skills, with the ability to lead presentations, conduct workshops, and maintain positive relationships across all levels of the organization.     Key Responsibilities Include:

    Providing expert guidance and training to program staff on best practices in case documentation, compliance, and ethical conduct.Conducting comprehensive quality assurance reviews of case files to ensure accuracy, completeness, and adherence to program standards and regulatory requirements.Ensuring efficient and accurate processing of participant financial requests by managing the TFA process and collaborating with finance. Enhancing site operations through effective vehicle management, event coordination, and streamlined administrative processes.Analyzing data and identifying trends to proactively address potential risks and improve program effectiveness.Developing and implementing quality improvement initiatives in collaboration with the Program Manager.Serves as a key resource for program staff and contributes significantly to the program's overall success.

    Essential Duties and Responsibilities:

    Reports directly to Program Manager.Monitors program client intake compliance through client’s successful discharge from the program.Participates in regular case conferencing.Maintains, collects, and reports on program data in accordance with all federal, state, and local regulatory compliance requirements.Maintains strict adherence to confidentiality with regards to client and agency data.Represents the program and organization professionally by actively participating in internal and external meetings and events as directed by the Program Manager or senior management. This includes demonstrating effective communication, maintaining a positive and respectful demeanor, and contributing constructively to discussions.Performs additional program-related duties as assigned by the Program Manager or senior management.

    Minimum Qualifications (Knowledge, Skills, and Abilities)

    Bachelor’s Degree or equivalent work experience in social services, non-profit management, administrative, or case management capacity.Minimum three (3) years’ experience in non-profit, social services, or related program delivery and/or coordination among multiple stakeholders.Experience working with grant-funded programs—particularly focused on veteran housing services; experience working with diverse populations, as well as low-income individuals.Proficient computer skills with knowledge of databases and Microsoft Office Suite.Strong organizational, time-management, communication, and interpersonal skills.Ability to work both collaboratively and independently.Valid driver's license with a good driving record and automobile insurance.
