CORE Duties:
Specific Details and Tasks:
• The quality of Emergency Services Physician service shall meet or exceed reasonable community standards of professional practice for the health care concerned as determined by the authority that governs military medical professionals in the same discipline.
• Be capable of performing the full range of emergency medicine services to include the ability and experience to adequately diagnose and treat diseases and injuries.
• Be able to adequately perform medical procedures to include, but not limited to, the following:
o Incision and drainage
o Nail Trephination
o Sling or swath of injuries
o Bandage
o Reduce dislocations and fractures when appropriate.
o Stabilize and evaluate cervical spine injuries as appropriate.
o Lumbar puncture
o Pericardiocentesis
o Removal of foreign bodies as appropriate
o Deliver newborn/perform emergency vaginal deliveries.
o Perform venous punctures for lab studies and interpret results.
o Draw arterial blood gases for evaluation and interpret results.
o Suture or staple simple and multilayered lacerations
o Remove sutures, surgical staples.
o Tube thoracostomy
o Open thoracotomy
o Secure and maintain an adequate airway, by such means as:
o oral airways; oral tracheal intubation; nasal/tracheal intubation; crico-thyrotomy
o (Needle and surgical)
o Splint and stabilize traumatic injuries to extremities.
o Administer intravenous, intramuscular and subcutaneous injections.
o Prescribe and administer medications as appropriate.
o Secure and maintain adequate intravenous access by peripheral and by central.

• Be able to perform tasks to include, but not limited to, the following:
o Coordinate with transfer/accepting facility & other Emergency Departments
o Request consults appropriately
o Complete all required paperwork
o Obtain an adequate history, physical, assessment and plan in a timely and appropriate manner on each patient and develop treatment plan
o Utilize paraprofessional staff as appropriate, including non-physician providers
o Respond to cardiopulmonary arrest as appropriate
o Interpret electrocardiograms and laboratory tests
o Preliminary interpretation of imaging studies to include CAT scans
o Direct medical care through radio communication with an ambulance
o Provide discharge instructions
• Examine patients, render a medical assessment of their condition, and take appropriate action.
• Provide immediate evaluation and management of emergency patients.
• Provide definitive medical care to reduce the emergency medical condition and enable the patient to safely pursue follow-up care as an outpatient as required. Follow-up of abnormal laboratory and/or imaging study, reports is the responsibility of the ordering physician. Review each report in accordance with established facility procedures.
• Respond to "Code Blue" (cardiac or respiratory arrest) medical emergency alerts within the hospital and provide resuscitation treatment until more specialized treatment arrives. Should resuscitation efforts be unsuccessful, the physician shall pronounce the patient dead and notify the next-of-kin, if the next-of-kin is physically present. Although completion of the death certificate is primarily the responsibility of the patient’s primary physician, the Emergency Services physician can complete this document if all the appropriate information is available.
• Reassure and treat non-acute conditions in priority as established by medical triage.
• Prepare appropriate patient profile changes.
• Prepare and document appropriate history, physical examinations, and preoperative diagnosis. Maintain documentation of all treatment provided in accordance with facility directives.
• Dispatch and provide medical control for ambulances in accordance with facility procedures.
• Accompany emergency services technicians on ambulance runs when indicated by the nature of the emergency and in accordance with facility leadership guidance and facility procedures.
• Perform emergency room procedures compatible with the facility operations capacity, supplies and equipment.
• As workload permits during scheduled duty, attend the Emergency Service's monthly staff
meetings and any additional committee meetings as required by the individual facility. The physician may also attend such meetings scheduled during other than their assigned duty shift.
Work Schedule:
Sunday - Saturday, 10 hour shifts, days, swings, and nights as needed.
Pick up 5-8 shifts per month as needed.

Minimum Qualifications:

Job Specific Position Duties:
This position will support the Operating Room. Core duties include, but are not limited to the following:
• Provides professional nursing care to patients undergoing surgery. Prepares and maintains operating room for all surgical procedures. Establishes and utilizes a checklist to monitor the physical plan of the operating room and equipment for conformity to all national standards for ensuring safety for the patient and all personnel. Assembles the type and quantity of material and special equipment needed for daily procedures and possible emergencies. Circulates for surgical procedures. Responds to surgical emergency requirements such as cardiac, pulmonary, or respiratory failure and hemorrhage.
• Maintains open communication lines, both interdepartmentally and interdepartmentally, to provide for total needs of the patient. Conducts preoperative and postoperative visits. Discusses operative procedures with patients and informs them of what to expect during surgery. Consults with the operating surgeon and establishes priorities of care for each patient entering the operating suite. Coordinates with other hospital units, which include recovery room, intensive care, obstetrics, and nursing units, on patients, progress and any
special equipment or supplies that will be needed for the patient returning from surgery. • Directs and instructs personnel in preparing, sterilizing, and caring for operating room equipment and supplies. Maintains concise and complete records and reports. Coordinates an ongoing, in-service education program to continually update knowledge and skills of all assigned operating room nursing personnel.
• Initiate, perform and complete assigned duties in providing care to variable patient populations based upon the assessed needs of the patient and in relation to the proposed procedure.
• Complete assigned patient care based on the patients’ conditions, use judgment in selecting the appropriate order and sequence of procedures and treatments, and accurately recognize, report and record relevant patient information.
• Observe, identify and respond to the patient’s needs for care, including medication, equipment-assisted care and patient/family education.
• Provides perioperative nursing care, for all types of patients admitted to the surgical suite for surgical intervention. Includes elective, urgent and emergency procedures on patients of all ages.
• Assesses, plans, implements, and evaluates nursing care for all patients including newborns, children, adolescents, adults and the elderly; disabled to include visually and hearing impaired; and individuals of varying ethnic, and religious backgrounds to include those who do not speak or understand English.
• Participates and complies with quality and process improvement activities, meetings, and events to ensure compliance with national standards and guidelines.
• Knowledge of a variety of pharmacological agents used in patient treatment, the desired effects, side effects, and complications of their use as well as the accurate administration of the pharmacologic agent, including dosage calculations as required. Knowledge of the administrative requirements for proper documentation of patient’s condition including disease progress, acknowledgement of teaching, and follow up care.

Additional Duties:

• Review beneficiary data from DHB and current and previous analytical data available to analyze trends and develop primary, secondary, and tertiary prevention efforts by incorporating best practices from industry, PHP/HPW/MHP/DPH subject matter experts, and/or other external organizations into the NHCP/NMRTC Camp Pendleton Population Health Program. These efforts will be delegated to Health Educator/Health Promotion Communications Expert as needed.
• Collaborate with the chair of the Command Marketing Team to execute a comprehensive marketing plan for NHCP/NMRTC Camp Pendleton PHP social media strategy using best practices aligned with the overall Navy Medicine/DHA mission and vision that result in increased beneficiary engagement with PHP and initiatives. This marketing plan should include at a minimum; editorial calendar usage, social media posting recommendations, and emergency response protocols.
• Work with the COR and NHCP/NMRTC Camp Pendleton PHP Government Lead to ensure effective contract management, fulfillment of deliverables, and management of each phase of work through weekly communication.
• Provide oversight of Health Educator/Health Promotion Communications Expert contractor, ensuring quality control of deliverables, and detailed weekly reports of products, collaborations, and success metrics are submitted on time and to the appropriate personnel.
• Prepare, analyze, review, and present various materials to HPW Public Health Educators on the effectiveness of NHCP/NMRTC Camp Pendleton PHP efforts on a monthly basis.
• Provide assistance and expert consultation as needed to PHP/HPW/MHP/DPH team members to ensure effective implementation of primary, secondary, and tertiary prevention efforts as outlined in 3.1.2.
• Based on analytical data available as well as beneficiary data, develop a communication plan for the Health Educator/Health Promotion Communications Expert to participate in appropriate medical meetings, committees, professional associations, boards, and other related groups as needed.
• Continue to assist in the facilitation and organization of the NHCP/NMRTC Camp Pendleton PHP-created Health Promotion Network (HPN) that connects Command-wide resources to base-wide assets.
• Provide the HPW Department with an annual strategic plan to target DoD mandated and non-mandated programs, which will be revised as needed to meet program needs. This annual plan will include a comprehensive needs analysis, a Strengths Weaknesses Opportunities and Threats analysis, a plan of action and milestones, monthly health observances defined by the Navy and Marine Corps Force Health Protection Command, the HPW committee, Medical Inspector General (Med/IG) requirements, HPW events and classes, the NHCP/NMRTC Camp Pendleton PHP- created HPN, and will be followed up through reporting and meeting on a quarterly basis.
• Collaborate with the chair of the Marketing Committee, Public Affairs Officer (PAO), and partner with HPW as needed to target audiences for communication, promotion, social media and training efforts to include both internal and external audiences such as: command personnel (leadership, clinical staff, non-clinical staff); Navy Medicine and Military Health System leadership. Monitor, manage, and contribute daily to all Command Social Media platforms (Facebook, Instagram, Pinterest, and Twitter)
• Develop a Command calendar for delivery of training, promotion, and communication strategies for both the beneficiaries and provider-facing target audiences.
• Employ appropriate training delivery strategies (including classroom based training, one-on-one coaching, virtual learning, etc.) to clinical and non-clinical staff. In addition, PHP will develop, maintain, and facilitate the mandatory Family Medicine Resident Population Health Rotation on a monthly basis as well as, collaborate with the appropriate Command leadership to evaluate the effectiveness of implemented training tools, promotion, and communication strategies.
• Collaborate with the Healthcare Effectiveness Data and Information Set (HEDIS) Clinical Quality Teams on a monthly basis to evaluate primary, secondary, and tertiary prevention efforts relating to all NHCP/NMRTC Camp Pendleton-specific HEDIS metrics of success as informed by Command for primary, secondary, and tertiary prevention efforts, such as breast cancer, chlamydia, cervical cancer, and colorectal cancer screenings, as well as the improvement of well child checks and Command no show rates.
• The PHP Program Manager shall develop an overarching training program detailing PHP strategic objective and include a 3-month calendar for delivery of training, social media and communication approaches within 60 Days After Contract Awarded and submit to HPW Public Health Educators.
• Work closely with both the technical staff responsible for building the Intranet/SharePoint, and the clinical/health staff from programs whose content will be included on the Intranet/SharePoint.
• Create a command Intranet/Internet site which includes a webpage dedicated to HPW. This webpage will include, at a minimum HPW’s phone number, links or list of classes/dates offered by HPW, direct links to the Defense Center for Public Health, Portsmouth “additional resources page”, and a link to the Navy Operational Fitness and Fueling System (NOFFS).
• Periodically present activities and outcomes to command Executive Steering Committee, participating personnel and departments, community partners, and targeted population as appropriate.
• Provide other management support activities and duties as assigned.
