    All services shall be provided by fully-qualified persons with appropriate education, training, and experience. The facility has the right to request proof of qualifications for all persons performing services under the contract.

    At the request of Selinsgrove Center, Contractor may be responsible to provide Act 13 Clearance (criminal background check) for personnel performing service on facility property. At the request of the Contractor, Selinsgrove Center will process criminal background checks with the understanding that Selinsgrove Center will be reimbursed by the Contractor at the current processing rate (currently $10 per person).

    Role Description:

    The Psychiatrist is responsible for the psychiatric care and treatment of dually diagnosed individuals residing at Selinsgrove Center. Duties include full professional responsibility for the diagnosis, determination of treatment methods and leadership in the implementation of treatment plans. Work is performed under general direction of an administrative supervisor and is reviewed for conformance to current, accepted psychiatric and medical principles and techniques through staff conferences, case report, and observation during performance, and evaluation of results.

    Examines patients to determine the presence of psychiatric disorder, obtains medical histories, diagnoses illness, and recommends the course of treatment.

    Makes rounds and provides regular routine follow-up of care and progress of treatment of patients.

    When appropriate, directs the administration of treatments using somatic, group, or milieu therapy and other psychotherapeutic methods and medications.

    Performs related work as required.

    Confers with and advises members of the medical staff and allied hospital personnel, agencies, relatives and other interested persons on the care, treatment, and prognosis of patients.

    Formulates the psychiatric component of the treatment plan, as appropriate.

    Prepares comprehensive diagnostic, progress evaluation, and prognostic status reports on individual patients. Documentation is prepared to meet billing criteria for Medicare, and results in Medicare reimbursement for eligible services.

    Serves as a consultant to the Interdisciplinary Team.

    Reviews reports of patients’ laboratory tests to determine levels and effectiveness of medications.

MANDATORY TRAINING All contract psychiatric staff is required to attend orientation for a period as determined by DSH and will be required to attend training during the normal day time business hours. PERFORMANCE STANDARDS The hospital reserves the right to reject or remove any unqualified contract staff psychiatrist if they cannot perform their duties at an acceptable level in order to meet the hospitals standards of psychiatric care and practice. The supplier is expected to replace the psychiatrist ASAP depending on the needs of DSH. The Hospital will provide all psychiatrists with an Identification Badge and set of keys. Each psychiatrist shall be required to sign a statement regarding confidentiality of patient records and guaranteeing patient rights. SIGN IN/OUT All contractors must sign in and out at our Communications Center and have the security officer working there verify by also signing. On the rare occasion that Security is not available; the contractor will need to seek the Nursing Supervisor on duty.     Verification that the Pennsylvania state medical license is active and in order, with no restrictions or adverse actions taken against it.National Practitioner Data Bank (NPDB) query, again in order to screen out for any adverse actions taken against the applicant.American Medical Association (AMA) or American Osteopathic Association (AOA) profile of the applicant to verify medical training, residency training, DEA, etc.Federation of State Medical Boards (FSMB) to check status of medical licenses in other states, including any restrictions or adverse actions taken against the license.Knowledge of the theories, principles, practices and techniques used in the field of psychiatry, and the relationships between diagnostic findings and therapeutic methodologies.Knowledge of mental illnesses, their symptoms, treatment and social implications.Knowledge of the application of psychiatry to individual and group behavior.Knowledge of the theories and principles used in the field of neurology, general medicine and surgery.Knowledge of laboratory methods, equipment and techniques as they relate to the field of psychiatry.Ability to examine residents, interpret results of findings, make decisions and to prescribe or carry out course of treatment.Ability to communicate with and gain the confidence and cooperation of patients and to instill and maintain a cooperative attitude throughout the care and treatment process.Possible call coverage in house.Ability to direct and instruct hospital staff in current, accepted treatment principles and techniques used in the field of medicine and psychiatry.Ability to follow general instructions and departmental or hospital policies in carrying out the care and treatment function.Ability to communicate effectively, both orally and in writing.Ability to establish and maintain effective work relationships with residents, departmental or hospital personnel, and the general public.Completion of residency training program.Board Certification in medicine/surgery preferred.Possession of a current/valid unrestricted license, in good standing, to practice medicine in the Commonwealth of Pennsylvania as issued by the State Board of Medical Education and Licensure, or the State Board of Osteopathic Examiners.Current/valid unrestricted D.E.A. Certificate.Documented Continuing Medical Education credits as required for current licensure in the Commonwealth of Pennsylvania.Valid Medicare/Medicaid ID number.Evidence of malpractice insurance.Minimum of one year experience in treating people with medical and mental health issues.Experience in participating within a multidisciplinary team.The candidate must meet all requirements for credentialing and privileging and medical staff membership at Danville State Hospital. The candidate’s clinical privileges and medical staff membership at Danville State Hospital shall terminate upon termination of employment or termination of the contract, whichever comes first.

    SERVICE/HOURS

    A. Work hours will be daytime hours with on call rotation holidays. Work week will be 37.5 hours Monday through Friday from 8:00 am to 4:00 PM with one half hour unpaid lunch, usually taken between 12:00 PM and 12:30 PM, unless hospital-related circumstances require otherwise. Any overtime will be arranged with the candidate on a case-by-case basis and must be pre-approved by the Chief Medical Executive (CME), Chief Executive Officer (CEO), or Chief Operating Officer (COO) of Danville State Hospital. Overtime will be paid at the contracted hourly rate.

    There are times when medical emergency/medical urgency may occur and the resource staff on that shift may need to work through their lunch or designated break time. Staff should receive prior approval of their Supervisor. Based on operational efficiency and need, the first attempt to compensate a missed lunch/break will be to take a later lunch or break time. If this cannot be done, the staff will be paid for that period that otherwise would have been an unpaid period. This will be determined at the discretion of the Commonwealth. A written statement will be included with the timesheet authorizing the resource to work through and be paid for those periods as noted above.

    B. The staff medical physician is responsible for the care and treatment of mentally ill residents on a designated service area(s) and has professional responsibility for diagnosis, determination of prescribed treatment for medical concerns. While on call, the medical physician is responsible for addressing the emergent psychiatric needs of the patients as well.

    1. Required documentation in the chart is consistent with DHS/OMHSAS regulations, Danville State Hospital requirements, professional medical and Medicare standards

    Document medical care for Part B Medicare payments.

    Performance improvement responsibilities as assigned.

    Provides consultation to, consults with, and advises members of the psychiatric medical staff and allied hospital personnel, agencies, relatives, and other interested persons on the care, treatment, and prognosis of residents.

    Review of laboratory reports, test results, x-ray reports, other diagnostic test reports, physical and neurological examinations, consultation reports, and other medical/psychiatric reports in order to alert staff to any unusual circumstances.

    Family intervention as dictated by clinical requirements.

    Provide consultation to the team regarding medical needs of the patient upon discharge.

    Perform other related duties as required.

    Responsibilities and duties will be governed and updated by Office of Mental Health and Substance Abuse Service, Department of Human Services, Danville State Hospital, CMS, and other administrative and regulatory agencies’ bulletins and directives.

    The incumbent may chair or be a member of any hospital/medical staff committee or task force.

    The incumbent is required to cover other unit(s) during normal working hours with no increase in hourly rate, as assigned

    C. In all cases timeliness of responsibilities will be determined by Danville State Hospital.

    MANDATORY TRAINING

    All contract medical staff is required to attend orientation for a period as determined by DSH and will be required to attend training during the normal day time business hours. Training will be provided by DSH staff. Successful completion of training is mandatory.

    PERFORMANCE STANDARDS

    The hospital reserves the right to reject or remove any unqualified contract staff physician if they cannot perform their duties at an acceptable level in order to meet the hospitals standards of medical care and practice. The supplier is expected to replace the physician ASAP depending on the needs of DSH.

    The Hospital will provide al physicians with an identification badge and set of keys.

    Each physician shall be required to sign a statement regarding confidentiality of patient records and guaranteeing patient rights.

    SIGN IN/OUT

    All contractors must sign in and out at our Communications Center and have the staff there verify by also signing. On the rare occasion that Security is not available; the contractor will need to seek the Nursing Supervisor on duty.

    Special Treatment Procedures

    · Utilizes crisis prevention techniques.

    · Plans, directs, and provides medical care for the patient(s)

    · Responds to psychiatric emergencies, directs staff in providing the patients with individual instruction, assistance and support. Observes and reports changes in patient behaviors. Utilizes verbal techniques to address patient concerns and de-escalate. Participates in escorting patients.

    · Ensures the use of least restrictive measures and follows Hospital policies/procedures in the care of consumer(s) in restraint/special observation.

    Emergency/Medical Interventions/Use of Medical Equipment

    Adheres to infection control / Universal Precautions policies and procedures.Responds to medical emergencies, announces medical emergency, takes appropriate actions for which specifically trained. These could include cardio-pulmonary resuscitation (CPR), first aid, foreign body airway obstruction management, or other emergency treatment procedures. Following emergency, takes appropriate action according to DSH Policies and Procedures. Takes the lead on responding to emergency situations.Responds to disaster / emergencies, e.g., fires, earthquakes, floods, hazardous materials incidents, bomb threats, utility interruptions or transportation accidents; follows basic emergency procedures as contained in DSH Policies and Procedures.
