    Job Summary

    This is administrative and managerial project work, overseeing all components of a largescale Facilities, Information Technology, System of Great Schools, Teacher Effectiveness, Chief Academic Support Office, Strategy Delivery Unit, College and Career Readiness,

    Finance, Office of the Superintendent-Equity Coalition and Equity Partners, Evaluation,

    Research, and Accountability, Student Recruitment and Enrollment - Internal Partners Program or Leadership Development projects and initiatives, inclusive of project scope preparation, return on investment (ROI) analysis, financial projection, project and life cycle implementation, staffing coordination and/or management, contract administration, and budget oversight. Employees in this class are responsible for facilitating dialogue between internal customers, technology staff, developers, vendors, external agencies, schools and community partners.

    Work involves meetings with clients to discuss their needs and documenting business rules for various projects and/or identifying and implementing professional learning with central offices, schools and community partners. Serves as a point of contact for clients with projects in progress. Work additionally involves formally employing industry-recognized projects management principles, techniques, and bestpractices, to develop, monitor, report, and coordinate all aspects of a project from inception to post-implementation support. Ensures that actions are strategic and include a plan on the evaluation of progress.

    Project oversight activities may additionally include coordination of support activities inclusive of training, outreach, and customer relationship management. Ensures that data pertaining to programmatic activities is systematically collected, reviewed and analyzed. Projects in this class are classified as large and complex enterprise-wide information service, application software, technology infrastructure initiatives or administrative educational initiatives characterized by multi-year life cycles.

    Essential Functions

    All Specialties

    • Develops strategies for appropriate scopes of work.

    • Participates or directs contract negotiation and/or preparation.

    • Plans and manages timelines, and monitors progress of various projects and work streams; provides progress updates to project leads.

    • Works with selected teams on specific aspects of meeting project goals in a timely manner.

    • Prepares, manages, audits, and maintains direct responsibly for project budgets.

    • Prepares reports related to project status and projections.

    • Directly supervises project or department staff as required.

    • Develops and builds good communications and relationships between Facilities, Information Technology, Teacher Effectiveness, the Chief Academic Support Office or the Office of College and Career Readiness and central offices and schools.

    • Participates in confidential and/or sensitive matters and/or projects at every level of the enterprise.

    • Works with in setting priorities for the completion of requested services.

    • Participates in organizational planning within Facilities, Transportation, Information Technology, Teacher Effectiveness, the Chief Academic Support Office or the Office of College and Career Readiness and other departmental offices.

    • Assists in various Facilities, Transportation, Information Technology, Teacher Effectiveness, Chief Academic Support Office or the Office of College and Career Readiness projects when needed.

    • Supports all administrative and managerial project work related to the development and implementation of the Equity Coalition and Equity Partners Fellowship.

    Additional Functions for the Facilities Specialty

    • Coordinates organized labor and oversees the implementation of trades' agreements with external unions and labor agencies.

    • Works with vendors/internal developers to implement software solutions.

    • Evaluates and recommends technology and software solutions that will satisfy the needs of schools and offices.

    • Establishes short and long-range goals with respect to hardware, software and development projects.

    • Coordinates needs of the unit with other Facilities, Transportation or Information Technology offices in the areas of technology implementation.

    Qualifications

    Minimum Requirements

    • Completion of a bachelor's degree program from an accredited college or university.

    • Six years of full-time, paid, professional, experience in either operations, finance, education, or information technology which has included serving as a team lead or project manager.

    • Any equivalent combination of training and experience determined to be acceptable by the Office of Talent.

    • Provides academic, college, and career counseling services to GEAR UP students.

    • Provides career and college entrance information and assistance to students, teachers, parents and counselor's in small groups and one-to-one.

    • Collaborates with school counselors to schedule college visits, college representative visits, career related speakers, workshops, etc.

    • Plans, organizes, develops and implements career events and publications: prepares letters, flyers, mailers and other materials to publicize GEAR UP counseling services, resources, and speakers.

    • Counsels cohort students regarding state and district tests and in preparing for college entrance exams.

    • Provides financial aid counseling and FAFSA completion support.

    • Provides support for students involved in mentoring, job shadowing and internship programs.

    • Participates in the development of the annual action plan.

    • Submits all matching funds documents regarding career and counseling activities to the program manager.

    Job Summary

    Provides legal advice and representation to the Board of Education and the School District of Philadelphia and its employees on a wide array of legal issues. Works under the supervision of the General Counsel and the Deputy General Counsel, Individualized Student Services, and focuses on special education and other student-specific issues and investigations, with crossover to support civil rights, labor and employment, litigation, school law, and other matters as needed. The Office of General Counsel handles a diverse and challenging array of legal issues and provides ongoing learning opportunities.

    Essential Functions

    Defends the District in federal and state courts, administrative tribunals, and hearing officer proceedings, from matter initiation, through motion practice, discovery, settlement negotiations, hearings, trial, and appeals; matters are primarily handled within the Office of General Counsel (OGC), with outside counsel retained and overseen by OGC attorneys as appropriate for certain types of matters and based on need. Concentrates on matters concerning the Individuals with Disabilities Education Act (IDEA) and section 504, while also providing legal advice on a wide range of education, policy, compliance, labor, litigation, transactional, school law, charter schools, and related topics. Assists in development and implementation of policies, practices, procedures, and training through committee participation, training sessions, continuing legal education, presentations, and data analysis and data-driven decision-making. Proactively anticipates client needs and works to maximize efficiency in providing legal services and District processes. Advises on risk management, fact-finding, investigations, issue identification, and resolution. Advises District governance, leadership, and program offices. Counsels various levels of school personnel and administration concerning issues affecting students. Participates in evaluation and development of improvement in systems, personnel, and procedures in the OGC and other offices as appropriate. Interacts professionally and respectfully with District personnel, District partners, parents and guardians, representatives of other governmental and social services entities, contractors, for profit and not-for-profit entities, opposing counsel, and advocacy groups.     Qualifications

    Minimum Requirements

    Juris Doctor degree from an accredited law school. Three years of full-time, paid experience in a law firm, non-profit or government legal department, other in-house legal department, or in a judicial clerkship. Experience with special education issues a strong plus. All work experience related to the position must be included on the resume. Certificate of admission to the Bar of the Supreme Court of Pennsylvania and active member in good standing - or - eligible for admission to the Pennsylvania Bar within six months of employment, without the need for paid time off for that purpose, and an active member in good standing and currently licensed to practice law in another state. Applicants must be in compliance with the most recently completed twelve-month Continuing Legal Education compliance period as of the date of employment.

    Job Summary

    The Executive Director of Multilingual Programs is responsible for overseeing all aspects of instruction and compliance for English Language Learners (ELL) and is responsible for coordinating and monitoring projects conducted in partnership with other offices, including the 440 Enrollment Center. Oversees the work of the Director, Multilingual Programs who is responsible for administration of Title III Compliance, and other issues related to legal and statue compliance. Works in collaboration with other school, network, and central-based staff to support the academic acceleration of English language learners (ELL) across the District. This will be accomplished through:

    1) ensuring proper policies and practices are employed in each school in compliance with state and federal regulations,

    2) raising awareness and implementing systemwide professional development for all District personnel in meeting the needs of ELLs,

    3) ensuring consistency of practice and aligning ESOL and bilingual instruction to research-based methodologies that result in full access of ELLs to the District's core curriculum and all educational opportunities,

    4) ensuring parental and community engagement in the educational access and attainment of ELLs.

    The Executive Director of Multilingual Programs supervises all aspects of ELL instruction, including the following: policy and compliance of ELLs, ESOL Instructional Programs, Bilingual Instructional Programs, Title III programs, and parent and community engagement for ELL instructional programs. Collaborates with school, network and centrally-based staff to support the academic acceleration of ELLs across the District.

    Essential Functions

    • Directs the operational functions of the Multilingual Department by: supporting and monitoring subordinate employees in the implementation and management of ELL compliance, instructional programs and professional development.

    • Directs the implementation of procedures for identification, assessment, and placement of ELLs to appropriate programs; analyzes current language programs and practices and makes recommendations to further enhance the curriculum program.

    • Collaborates with all internal District departments to ensure that the public remains informed on all District ELL programs and activities.

    • Collaborates with the Office of Accountability to analyze ELL data to inform District-wide instructional strategies, data collection strategies and reporting activities for multilingual programs and initiatives; evaluates programmatic activities and measures results against defined objectives.

    • Leads and directs the development and implementation of a comprehensive staff development program for the instruction of ELLs; ensures that staff development workshops are effective in meeting assessed needs and achieving departmental and District objectives.

    • Collaborates with other District staff and community members to further develop native language programs such as dual language, heritage language, and transitional bilingual that are aligned to research-based strategies that result in the academic acceleration of all students, and ensures that linguistic and cultural needs of ELL students and families are accounted for.

    • Reviews and administers District policies and procedures designed to maximize the delivery of ELL services and initiatives to all schools for instruction which effectively impact student achievement and promotes family engagement.

    • Fosters and maintains cooperative working relationships with District administrators, government officials and community organizations.

    • Manages the budget, federal grants and compliance and school allocation for ESOL programs, bilingual programs, and other areas of ELL instructional support.

    • Ensures District compliance with court orders, such as the YS stipulation, LeGare and federal and state mandates.

    Qualifications

    Minimum Requirements

    • Master's degree from an accredited college or university in ESOL/ESL or bilingual education.

    • Six years full-time, paid, professional experience in the field of multilingual education, five of which have been in an administrative or supervisory capacity and included responsibility for English language acquisition and dual language programming.

    Certificates/Licenses

    Possession of a valid Commonwealth of Pennsylvania certificate for ESL Program Specialist and Principal K-12 or Supervisor, Foreign Language certificate.
