    About The Role

    The Director of Clinic Program Operations provides strategic leadership for the design, implementation, and ongoing management of clinical programs across multiple clinic and community sites. This role, among others, ensures high quality operational care efficiency that is patient/client centered and in compliance with federal, state and county regulatory, accreditation standards and plans. The Director serves as a member of the Service Operations team to ensure alignment, buy-in, and coordination of diverse stakeholders to drive the implementation of strategic business initiatives and programs across Humes clinics and programs.

    This role supports business strategy, organizational alignment, and prioritization of business initiatives of the agency; as well as supports the development and implementation of clinic operation initiatives, systems, and processes to a desired future state. This professional will participate in change management plans associated with business initiatives. Performs and assesses strategic performance metrics to support business initiatives and growth, while adhering to relevant policies and procedures through its crucial role of overseeing clinical operations, and driving ongoing process improvements that enhances patient access, quality of service and satisfaction by working in collaboration with medical and administrative leaders.

    This professional will have strong management skills, and will be responsible for developing and improving clinic and community program operational processes, and ensure adequate flow of information throughout the assigned region for smooth running of the day-to-day business operations with guidance from the VP of Organizational Development and Operations; and in collaboration with clinic/program managers. The person in this role will need to be a strong problem-solver, detail oriented and organizationally skilled to help support and manage agency-wide Productivity/Direct Service reports and data processing. Additionally, the ideal candidate will have exceptional communication skills, and will be resourceful in building relationships across the larger Hume Center ecosystem in supporting staff/clinicians in problem-solving; setting, evaluating and meeting their annual SMART goals in advancing the agencys mission and expected business performance goals.

    This position is ideal for a leader who is detail-oriented, strategic, and has the ability to balance operational efficiency and clinical excellence to ensure our programs/clinics deliver excellent service that is safe, compliant, and effective.


    Minimum Qualifications:

    ROLES AND RESPONSIBILITIES:

    POSITION SUMMARY

    The Psychiatric Nurse Practitioner provides direct psychiatric care to adults with severe and persistent mental illness across the Hume Centers Full-Service Partnership (FSP), outpatient, and Intensive outpatient and/or partial hospitalization (IOP/PHP) programs. The NP works as part of an interdisciplinary treatment team within a multicultural community mental health setting, under the clinical supervision of the Medical Director or designated Consulting Psychiatrist, and in accordance with the Hume Centers Nurse Practitioner Standardized Procedures for Psychiatry Services.


    SUPERVISORY STRUCTURE

    Clinical Supervisor: Medical Director, or designated Consulting Psychiatrist, serving as the supervising physician under California Business and Professions Code 2836.1 and the Hume Center Nurse Practitioner Standardized Procedures for Psychiatry Services.

    Administrative Supervisor: Program Director, or designated Administrative Supervisor, for administrative, HR, and job-responsibility supervision.

    Documentation and Compliance Oversight: Director of Compliance.


    MINIMUM REQUIREMENTS

    Current Registered Nurse license with the State of California.Current certification as a Nurse Practitioner with the California Board of Registered Nursing.Certification as a Psychiatric Mental Health Nurse Practitioner (PMHNP).Current DEA registration and CURES (Controlled Substance Utilization Review and Evaluation System) access, or the ability to acquire and maintain both upon hire.Four years clinical experience in behavioral health/psychiatry preferred.Knowledge of the Contra Costa Health System is helpful but not required.At least two years of experience in training and supervision preferred.Valid California Drivers License; willingness to use own vehicle with valid car insurance for work-related travel.Willingness to remain reachable through the Hume Centers secure communication channels to respond to occasional urgent clinical situations.Proficiency in Microsoft Word, Excel, Google applications (Calendar, Docs, Drive), and Electronic Health Records (InSync)


    SCOPE OF PRACTICE

    The Nurse Practitioner practices in accordance with the Hume Centers Nurse Practitioner Standardized Procedures for Psychiatry Services and applicable clinic policies including those governing physician consultation, clinical supervision, prescribing and the referenced formulary, sentinel-event reporting, documentation timeliness, quality assurance and peer review, and transition of care. Those documents, rather than this job description, set the detailed clinical and operational standards for the role; the supervising physician may determine the extent of supervision necessary in the furnishing or ordering of drugs and devices pursuant to 2836.1(c)(2), based on clinical circumstances.

    Nurse Practitioners who hold, or are pursuing, 103 NP certification under AB 890 are encouraged to discuss the implications for their scope of practice with the Medical Director and Human Resources. NPs pursuing certification may track qualifying supervised hours through their employment at the Hume Center, with the Medical Director or Consulting Psychiatrist serving as attesting physician upon verification of completed hours and clinical performance.


    RESPONSIBILITIES AND DUTIES

    Provide psychiatric services to adult patients with severe mental illness across FSP, outpatient, and PHP settings.Perform initial assessments, psychiatric evaluations, brief physical examinations, medical-necessity follow-ups, annual assessments, and appropriate lab monitoring.Provide psychotropic medication management and psychotherapeutic interventions.Collaborate with outside psychiatric providers and other treating clinicians.Provide treatment plan updates as necessary.Collaborate regularly with the psychiatry team, therapists, case managers, housing specialists, administrative staff, community partners, caregivers, and patients families.Complete clinical documentation in accordance with agency, Medicare, Medi-Cal, county guidelines, and the standardized procedures.Supervise the licensed psychiatric technician supporting patient care delivery and administrative duties.Participate in weekly treatment team meetings to coordinate patient care.Provide emergency phone coverage after program hours as assigned.Oversee on-site storage and dispensing of psychiatric medications. This does not include oversight of general medical care or general medical medications.Participate in weekly clinical supervision, clinical case conferences, and staff meetings, presenting cases during supervision and case conferences.Participate in quality assurance, utilization review, and peer review activities.Acquire and maintain CURES access and DEA registration.Represent the agency in the professional community.Perform other duties as needed.

    PORTIA BELL HUME BEHAVIORAL HEALTH AND TRAINING CENTER (aka The Hume Center) has a rewarding opportunity for a qualified Registered Psychological Associate Post-Doctoral Fellowunder the leadership of The Hume Centers Clinic Program Manager/Clinical Supervisor. This is an exciting opportunity to help our organization to grow by continuing to develop this department.

    MISSION:The Hume Center strives to create an environment of psychological well-being both internally for our work community and externally for the community we serve, with special consideration for the under- and un-served, through practicing an enabling consultation process. We believe in serving our community through strengthening existing and developing new resources; providing the highest caliber of culturally sensitive behavioral health services, professional training, and clinical research; and focusing on consistent improvement through outcomes, data-based quality assurance, and program evaluation.

    QUALIFICATIONS:

    Doctoral degree in Psychology or Masters in Psychology or related field
    Registered OR eligible to be registered as a Registered Psychological Associate with the Board of Psychologist or Registered as a Registered Associate with the Board of Behavioral Sciences.
    One year clinical experience preferred providing psychological services
    Comprehensive knowledge of community resources strongly preferred.
    Experience providing psychotherapy with culturally, socio economically and ethnically diverse populations.
    Training in Mental Health Consultation (Preferred).
    Must be willing to work full-time, minimum 40 hours/week, five days a week, and be present at the Hume Center.
    Proficiency in Microsoft Word and Excel, GSuite, and Electronic Health Records
    Possess a valid California Drivers license. Must be willing to use own vehicle and valid car insurance for work related travel.
    Be willing to use own cell phone to be accessible and willing to be available to receive calls for crisis and/or emergency situations.

    RESPONSIBILITIES:


    Actively participate in didactic and supervision forums to ensure licensure requirements are met
    Independently responsible for Board documentation and submitting it on time
    Provide comprehensive clinical services in service program(s), included, but not limited to, intake, assessment, therapy, case management, crisis intervention, consultation.
    Complete initial screening, gather information for assessment and triage clients by coordinating services with therapists.

    Develop treatment plans for each client clearly identifying goals, objectives, service needs and methods of intervention.
    Schedule and attend regular appointments with clients in Hume Center offices, homes, and community settings to assist clients progress in successfully accomplishing goals.
    Make contact with, and include as appropriate, parent, family, caseworkers and other collateral contracts.
    Collaborate and/or consult with 3rd parties in client cases.
    Maintain on-going contact with client and service providers in order to monitor service delivery, client progress, and assess additional needs.
    Collaborate closely with service providers in coordinating service delivery.
    Facilitate support/therapy groups.
    Provide mental health consultation.
    Identify community resources and establish effective collaborative relationships with liaisons in the community.
    Assist client in how to effectively navigate and link to community systems.
    Attend weekly staff meetings, trainings, group and individual supervision.
    Maintain client case records, and document activities as required by agency, funding source, and contract requirements.
    Complete case records, including intakes, clinical progress notes, discharge/transfer summaries, treatment plans and other documentation in a timely manner.
    Meet minimum billable hours as set by the Hume Center.
    Participate in Trainee Recruitment, as needed.
    Present and/or Facilitate Program Orientation, Didactic and Training meetings.
    Typical day is 9am to 6pm with a 1-hour lunch break; some evening hours are required as well as some required school events throughout the yearFremont Outpatient Services include the Child & Adolescent and Adult Tracks.
    Services are based out of the Pleasanton clinic in the Tri-Valley and can serve individuals 0 to end of life.
    School-Based services include the opportunity to provide services on-site in Elementary schools, middle schools, and high schools in the Tri-Valley.
    Services include individual, group and family therapy as well as prevention and early intervention services (e.g. consultation with school staff, child-specific consultation, etc.).
    Services are focused on reducing the impact of behavioral health issues on the well-being of the population in order to strengthen the individual's existing community resources and relationships.
