    PERFORMANCE DIRECTOR

    What You’ll Do

    As Performance Director, you will be a regional leader overseeing 4–5 Fedcap Families Opportunity Centers across Maine, supporting individuals receiving Temporary Assistance for Needy Families (TANF) through the ASPIRE program in partnership with the Maine Department of Health and Human Services. You will set strategy; guide multiple teams; and ensure high-quality, person-centred employment services that promote lasting economic mobility for families.

    You will lead and support Performance Managers and take accountability for performance metrics, service quality, and operational excellence. The ideal candidate combines strategic thinking with hands-on leadership and a deep understanding of workforce development, coaching, and the systems affecting families in poverty. A commitment to data-driven decisions, continuous improvement, and developing mission-aligned teams is essential.

    Your Responsibilities Will Include:

    ·    Oversee four to five Opportunity Centers and their Performance Managers, providing leadership, support, and performance management to meet quality and target goals and visiting each center at least monthly to participate in staff meetings and observe operations.

    ·    Lead regular, regional staff meetings focused on training, performance improvement, and strategic alignment.

    ·    Conduct monthly regional performance reviews and prepare reports for executive leadership, implementing corrective action plans when KPIs are at risk.

    ·    Collaborate with Operations and HR teams to ensure compliance, resolve challenges, support staff development, hiring, onboarding, and retention by fostering a positive work environment.

    ·    Represent Fedcap in stakeholder meetings, community coalitions, and employer engagement events to build relationships with local businesses, leaders, and partners

    ·    Promote Opportunity Centers as local workforce development hubs, including identifying and supporting community satellite sites to expand access to job and training opportunities.

     

    What We’re Looking For

    ·         Bachelor’s degree in Social Work, Counseling, Psychology, Human Services, Public Administration, Business Administration, or a related field required OR equivalent experience. Master’s degree preferred.

    ·         At least 5 years’ experience in career services, case management, workforce development, or social services—preferably serving low-income, TANF, or other public-benefit populations. Related experience in education, healthcare administration, retail, hospitality, or HR is also considered.

    ·         At least 6 years’ experience supervising and leading teams to achieve performance outcomes, ideally in career services, case management, workforce development, or social services.

    ·         Strong leadership and team management skills including supervision, coaching, and conflict resolution.

    ·         Strong data analysis skills with ability to interpret site-level performance, generate actionable insights, and communicate findings to guide coaching, strategy, and improvement.

    ·         Proven customer service mindset, anticipating and responding to the needs of employers, funders, participants, and teams while building trust.

    ·         Culturally sensitive and trauma-informed, with a strong understanding of equity in workforce development and employment services.

    ·         Advanced tech proficiency, including Microsoft Office Suite (Excel, Word, PowerPoint, SharePoint, Teams) and other systems for managing caseloads and performance.

    Compensation & Benefits

    ·         Minimum starting salary $72,000, depending on experience.

    Position Summary:

    The Outreach Specialist plays a critical role in driving engagement for participants referred to Fedcap’s Washington, DC Temporary Assistance for Needy Families (TANF) Workforce Development program. Serving as the first line of contact for TANF recipients referred by the District of Columbia’s Department of Human Services (DHS), the Outreach Specialist is responsible for initiating, maintaining, and restoring contact with customers who have not yet engaged or who have disengaged from required services.

     

    What You'll Do 

    Engagement & Outreach

    Serve as the primary point of contact for a caseload of approximately 30-100 unengaged or disengaged TANF recipients; initiate daily outreach efforts within 24 hours of missed appointments using a combination of phone, email, letters, and home visits.Conduct re-engagement efforts for customers who have disengaged from Fedcap or external provider services, documenting all activity in the Fedcap Cares system with 100% accuracy and timeliness.Support Case Managers by coordinating outreach on their caseloads during peak times or absences, and provide real-time updates on customer status, barriers, or engagement progress.Facilitate ongoing communication with customers to promote the value of work and participation in assigned activities, while emphasizing personal accountability, ownership, and urgency.

    Barrier Resolution & Participant Support

    Identify barriers that impede participation (e.g., transportation, housing instability, mental health, childcare, or scheduling conflicts); escalate to Case Managers and internal supports as needed.Build trusted relationships with assigned customers, using motivational interviewing and trauma-informed practices to foster re-engagement.Track participant progress throughout initial program engagement and into the first year of employment, providing follow-up support and encouragement to drive sustained success.

    Orientation & Group Facilitation

    Lead at least two group program orientations weekly and conduct one-on-one orientations as needed to accommodate customer schedules.Facilitate or co-lead monthly peer group sessions, trainings, or enrichment activities, such as Nurturing Parent, Parent Café, or workforce readiness discussions.Provide instruction and coaching to customers on required participation hours, timesheet documentation, and activity compliance to support achievement of the 80% Work Participation Rate (WPR).

    Data & Performance Management

    Consistently meet or exceed performance goals, including outreach contact rates, re-engagement success, attendance at orientations, and compliance support milestones.Maintain accurate and timely documentation of all outreach, attendance, and milestones in Fedcap Cares and related tracking systems.Contribute to data collection and reporting on outreach activity, customer engagement trends, and outcome achievement; support monthly and quarterly performance reviews as needed.

    Professional Development & Collaboration

    Participate in regular team meetings, peer learning sessions, and professional development trainings.Collaborate with Case Managers, Supervisors, and other program staff to ensure coordinated and consistent service delivery across all touchpoints.Adhere to all program policies, procedures, and performance standards.

    Position Summary

    The Education Specialist (ES) is the sole point of contact in helping Jobs Plus Members enroll in sector-based training, GED, and college education. The ES is responsible for helping public housing improve their education, skills, and career prospects by finding training and education partners in multiple training fields, offering a diversity of training courses that are available on different days of the week, throughout various NYC locations, and offering options in both in-person and remote classes. The ES assists in supporting members in completing applications for enrollment and financial aid support. The ES also maintains continuous contact with the member and education partner to ensure completion of training and education activities. This role ensures that the ES can successfully refer and enroll a minimum of 90% of training-interested Members into training and education. This role ensures that each performance indicator (KPI) goal below complies with contractual obligations and continuously improves the jobseeker’s access to and completion of training and education outcomes.


    The ES collaborates with cross-functional teams (i.e., case management, job placement, financial counseling), the supervisor, and senior leadership to monitor and track performance and find solutions to maximize outcomes for members. This is a hands-on, relationship-driven role that requires strong engagement skills, effective networking and wraparound services competencies, excellent organizational and follow-up skills, and a commitment to providing excellence in service delivery.


    Your Responsibilities Will Include:

    Effective Engagement & Individualized Services

    Provide at least 90% of Members with at least two meaningful opportunities per month.Deliver services using a variety of options to appeal to and cater to Members’ unique preferences and learning styles.Assist at least 90% of referrals in obtaining verification needed for training & education (such as NYC residency requirement, education level, I-9 docs, proof of disability, etc.)Provide individualized services to 100% of members on caseload from point of referral to completion of training or education goal.Interact with Members at a minimum of 2 times per month.Follow up with partners in a timely fashion on behalf of the member.Attend at least 2 community partner events.Create at least 2 new partnerships per month that lead to education & training opportunities.Create at least 2 new pathways for internship enrollment per quarter.At least 1 onsite training or education event monthly in collaboration with partners.


    Program Referrals and Enrollment

    Achieve 75% of referrals receive acceptance into a training or education course.Achieve 90% compliance in training once enrolledCapture and document 100% of enrollment and acceptance letters for Education Advancement Placement (EAP) credit.Ensure a point of contact exists for all external and internal partners to discuss members’ progress and challenges, as well as the ability to advocate for the member.100% of referrals, enrollments, and completions are entered and updated into the Salesforce (SF) training & education pipeline.


    Case Management & Wraparound Services

    Complete at least 90% of touchpoints within 48 hours of engagement.Ensure a less than 10% error rate in internal case record audits.Document 100% of case management activities in Salesforce and FedcapCARES (FCC).Upload 100% of supporting documentation related to assigned training, including but not limited to: Referral application, I9 documents, Proof of education, Progress reports, Completion certificates, and licenses or degrees.Serve as member’s primary point of contact from the point of referral until member completes or changes their training & education pathway.Utilize an array of outreach modes and engagement approaches to ensure Members begin to participate and remain active in their assigned program and comply with program requirements.Provides support to Members who may be facing challenges, such as online resources, on-site test prep books, connecting with the provider to find additional supports for the Member, and test strategies.Document all outreach attempts, communications, and interactions with Members in SF and FCC.Schedule 100% of members for revised career plan development within three business days of receipt of the member completing their assigned course.100% of members identifying a financial concern related to paying for training or higher education will be referred to the Financial Counselor for financial coaching, including FAFSA, TAP, loans, grants, and other financial supports.Respond to all phone calls, messages, and emails within 24 hours.


    Data and Performance Management

    Analyze caseload performance a minimum of two times per month in partnership with the supervisor to identify strengths, challenges, gaps, and improvement needs.Monitor, discuss, and track improvement needs a minimum of two times per month in partnership with the supervisor and co-develop an action plan or performance improvement plan (PIP) accordingly.Ensure clear justification and required documentation are provided to ensure at least 90% of EAP’s are approved at first point of submission.At least 134 EAP’s per quarter as designated by the contract goals.At least 9 Education Milestones per quarter as designated by the contract goals.As directed by and in partnership with the Supervisor, review, discuss, and address the needs of the action plan or PIP with 100% accuracy, including actions, follow-ups, owners, and outcomes.

Navigators are responsible for delivering high-quality, personalized coaching that supports families in achieving long-term career advancement, financial independence, and holistic family well-being.

    Serving as the primary point of contact for a caseload of families referred from the Family Re-Housing Stabilization Program (FRSP), Navigators go beyond traditional case management to provide advocacy, guidance, and strategic support. Each Navigator helps participants develop and pursue individualized Mobility Action Plans (MAPs), removing barriers, facilitating access to two-generational resources, and coaching participants toward self-determined goals.

     

    Your Responsibilities Will Include:

    Individualized Coaching & Goal Planning

    Conduct strengths-based assessments and partner with participants to develop and update individualized Mobility Action Plans (MAPs), incorporating career, educational, financial, and family goals.Apply trauma-informed and motivational coaching techniques to instill urgency, ownership, and belief in each participant’s ability to succeed.Provide consistent accountability and future-focused support to help participants navigate their career journey and family goals simultaneously.

    Two-Generational Resource Navigation

    Assist participants in accessing wraparound supports, including healthcare, mental health, childcare, early childhood education, financial aid, tax credits, and legal services.Guide participants through system navigation, provide warm handoffs to external providers, and follow up to ensure services were received and needs were met.Support participants in leveraging their social capital and building peer connections through workshops and group activities.

    Career Advancement & Training Support

    Help participants explore career options aligned with interests and financial goals; refer to relevant education and training programs, including vocational certifications, adult education, and higher education.Collaborate with DHS Workforce Development Specialists and other partners to facilitate employment placements and track advancement, focusing on upward mobility and wage increases post-placement.Support transition from training to employment and from job entry to career progression through continuous coaching and milestone tracking.

    Professional Development & Team Collaboration

    Participate in regional learning collaboratives and training sessions to stay informed of emerging practices in mobility coaching and two-generational service delivery.Collaborate with fellow Navigators, Supervising Navigators, and community partners to ensure service alignment, consistency, and quality.

    What We’re Looking For:

    APEX is looking for a highly skilled A/C and Refrigeration Instructor to teach hands-on work with a group of students who are eager to learn. ABSOLUTELY no teaching experience required. You supply the skills and we supply everything else, even the tools!

    Knowledge

    Install and repair various HVAC equipmentInstall various types of A/C and Refrigeration systemsTroubleshoot compressor and control systemsPerform routine maintenance on HVAC systemsBraze and solder copper tubingAdhere to all quality and safety codes

    Qualifications

    Proficient in reading blueprints, manuals, and HVAC schematicsHighly skilled in working with Refrigeration, Air Conditioning, and appliance controlsStrong problem solving and critical thinking skills3 years of field experienceHigh School Diploma or GED
