    Solutions 71 is seeking a Systems Engineer IV to support a Department of Defense customer. This contract will provide Command, Control, Communications, Computers and Intelligence (C4I)/Information Technology (IT) electronic systems equipment, infrastructure, engineering, design, installation, Supply and Warehouse support to Naval Information Warfare Center Pacific (NIWC Pacific) during design, installation, configuration, and transition to operations of the IT infrastructure for multiple facilities. This initiative aims to design, plan, procure, and implement comprehensive IT solutions within the NC3 Alert Campus/Facility. The NC3 Alert Campus will enable seamless communication and collaboration among stakeholders, ensuring a unified and resilient cybersecurity posture. Specific Duties / Tasks (include, but not limited to): • Act as overall site and technical lead for the project with direct coordination between government customers, corporate leadership and onsite employees • Supports the NIWC Pacific embedded engineering team in the development of integrated, cost-effective solutions that meet USSTRATCOM requirements.
    • Assist in developing the Top-Level Design (TLD) by drafting and refining assigned portions of the document and participate in interim and final reviews to ensure alignment with identified requirements and feasibility within project constraints
    • Advanced Network Architecture & Design - Lead the design and implementation of complex network systems, including core and edge networks, SD-WAN, and specialized environments, to support large-scale enterprise needs.
    • Network Optimization & Performance Tuning - Oversee the optimization of network performance, implementing advanced routing protocols, QoS, and load balancing to ensure high availability and minimal downtime.
    • Security & Compliance Leadership - Implement and manage advanced security measures (e.g., firewalls, VPNs, IDS/IPS) across the network, ensuring compliance with internal security policies and external regulatory requirements.
    • Assist the Government in providing technical input for assigned portions of the IDP and for interim and final reviews for each. • Assist the NIWC Pacific Government team in planning, executing and documenting development of SOVTs in accordance with Shore Installation Process.
    • Assist the Government in engineering input to support procurement, configuration management, and certification and accreditation.
    • Identifies and evaluates solution risks and creates strategies and plans to mitigate those risks. Requirements:
    • 10 years of systems engineering experience
    • CCNP or equivalent certification preferred • Bachelor's Degree in an engineering field or equivalent engineering experience, preferred • Experience in developing successful large, complex technical solutions for Government and/or commercial customers • IAW DoD 8570.01-M, must meet IAT II minimum qualifications

    Solutions 71 is seeking an Information System Security Officer (ISSO), to support a Department of Defense customer. The ISSO will assist the embedded US Army Program Executive Office (PEO) Combat Support & Combat Service Support Engineering Team to design comprehensive cyber security program protection plans. This position will directly support the Program Information Security System Manager (P-ISSM) and the Chief Information Officer (CIO). The ISSO position will also have comprehensive information security responsibilities that include verification of security measures and procedures, and the reporting of incidents briefing the P-ISSM and the CIO verbally and in documentation. Specific Duties / Tasks (included, but not limited to):
    • Supports the CS&CSS ISSM and CIO in the information security planning, design, and execution for all aspects of the PEO CS&CSS mission.
    • Perform technical reviews of security controls, assess the adequacy of protective measures, evaluate residual risk, and determine the applicable severity value for each control. • Support all steps of the RMF process as defined in DoDI 8510.01, using NIST controls and tools like eMASS
    • Briefs Information System Owner (ISO) on RMF process, cybersecurity requirement and outstanding tasks.
    • Ensure adherence to cybersecurity policies, procedures and processes. This include supporting "Federal Information Security Management Act (FISMA) requirements and ensuring all necessary documentation and artifacts are updated and stored correctly for ATO purposes.
    • Assist in developing and updating System Security Plan (SSP) for assigned Systems
    • Assist in tailoring, scoping of security controls to ensure they are implemented correctly to secure information systems. • Review vulnerability scans, system architecture diagram and collaborate with ISSEs and computer scientists
    • Implements data security measures and monitors the completion of security updates as needed.
    • Ensures project compliance with security measures.
    • Creates and contributes to Risk Management Framework records/activities in Army/DOD systems.
    • Reviews Army information systems and recommends or provides solutions.
    • Ensure Plans of Actions & Milestone (POA&M) reports are maintained, tracked, and remediated.
    • Enters updates into enterprise Mission Assurance Security Services (eMASS) and Army Portfolio Management Solution (APMS).
    • Supports Cyber requirements development for multiple projects and product teams at a time.
    • Serves as support for Information System Security Manager (ISSM).
    • Supports creation and the documentation of technical solutions for implementation, operations, and sustainment.
    • Identifies and evaluates solution risks and creates strategies and plans to mitigate those risks.
    • Attend meetings during regular business hours scheduled on a weekly or monthly basis as scheduled.
    • Generates weekly and monthly reports.
    • Willing to travel 2-3 days up to 4 times per year as needed to Detroit Arsenal, or other locations in the US. Requirements:
    • Total years of related experience: 4+ years of experience in cyber security supporting complex technical solutions for Government and/or commercial customers.
    • Bachelor's degree in information technology related discipline.
    • Hold an active DODD 8570-1M IAM Level II certification (minimum).
    • Possess an Active Secret Clearance Desired:
    • Strong understanding of DoD/Army cybersecurity standards and policies (e.g., NIST , DoDI 8500.01, etc.)
    • Experience in assessing security controls and preparing ATO packages
    • eMASS POA&M management
    • AWS or MS certification (Security Specialty)
    • Cloud Security experience highly desirable.
    • Knowledge of Security Technical Implementation Guides (STIGs).
    • Ability to analyze Fortify code scanning results.
