Our Client's project is leading a significant Public-Private Partnership (P3) redevelopment of the Henry E. Rohlsen Airport in St. Croix and the Cyril E. King Airport in St. Thomas. We are committed to operating both airports to the highest international aviation standards, ensuring they serve as modern, world-class gateways to the islands. This role offers a unique opportunity to contribute to a meaningful infrastructure development project.

    Purpose of the Job

    Reporting to the Chief Financial Officer (CFO), the Financial Planning and Analysis (FP&A) Manager will oversee core financial functions, including planning, budgeting, and forecasting. You will be instrumental in driving continuous improvement in financial operations, creating financial models that influence high-impact strategic decisions, and delivering critical insights that enhance overall business performance within the P3 framework.

     

    Essential Functions and Responsibilities

    Lead the annual budgeting and forecasting processes within a P3 framework, collaborating across departments to ensure accuracy and alignment with strategic goals.

    Implement and manage rolling forecast models, ensuring accuracy and alignment with operational changes and strategic priorities.

    Track and analyze key drivers contributing to budget and forecast variances, ensuring proactive awareness of financial risks or opportunities.

    Identify and monitor key performance indicators (KPIs) critical to P3 financial management and business performance, recommending improvements based on financial analysis.

    Prepare and present financial reports and dashboards to share strategic insights with the leadership team.

    Determine opportunities to improve cost efficiency and drive profitability through in-depth financial analysis.

    Conduct in-depth analyses to evaluate potential investment feasibility, business scenarios, and strategic initiatives within a P3 framework.

    Drive continuous improvement initiatives to enhance FP&A processes, tools, and reporting capabilities, including automation and leveraging advanced financial tools.

    Ensure strict adherence to all financial reporting standards, regulatory requirements, and P3 contractual obligations.

     

    Knowledge, Skills, and Abilities

    Bachelor’s degree in Accounting or a related field, along with a CPA designation.

    5+ years of experience in financial planning and analysis or transferable experience, with a strong focus on Public-Private Partnerships (P3).

    Experience in financial planning, budgeting, and strategic analysis for P3 Infrastructure or development projects is a significant plus.

    Advanced knowledge of financial software and analytical tools.

    Strong financial analysis and modeling skills, with experience creating complex financial projections and budgets.

    Proven business acumen and strategic mindset to translate complex financial data into clear, actionable insights.

    Excellent communication skills with the ability to convey complex financial information to non-financial stakeholders, including senior leadership and internal operations teams.

    Manager, Information Technology

    Job Purpose

    The Manager, Information Technology is responsible for ensuring that IT vendors meet or exceed their contractual obligations in accordance with agreed-upon service-level agreements (SLA). This role is key in building strong relationships between Clients, Vendors, and Project Co., managing technology and service contracts, monitoring and controlling scope changes, validating payments, and reporting vendor performance to the program leadership team.

    Additionally, this position involves developing, maintaining, supporting, and optimizing key functional areas, including end user equipment and systems, network infrastructure, server infrastructure, data communications, and telecommunication systems. The selected candidate must be a results-oriented individual with a strong work ethic and must be able to demonstrate IT project and technology expertise, contract knowledge, negotiation, communication, and problem-solving skills.

     

    Location: St. Thomas, US Virgin Islands - travel between St Thomas and St Croix will be required 

     

    Essential Functions and Responsibilities

    IT Governance

    Responsible for monitoring, forecasting, review, and compliance of Project Co. contracts.

    Manage amendments to contracts by ensuring compliance with scope change management processes.

    Identify, articulate, and recommend IT related initiatives.

    Vendor Management

    Collaborate with Vendors Delivery Managers to develop the appropriate measurements to manage vendor performance.

    Manage payments by obtaining appropriate reviews of deliverables progress completion.

    Pro-actively manage vendor issues/risks.

    Establish vendor account reviews with key Vendor and stakeholder representatives.

    Coordinate with contractors to ensure adherence to all contractual obligations.

    Monitor, control, and report Vendor Risks to the appropriate project management team.

    Provide updates as rManager, Information Technology equired on progress of individual contract commitments.

    Perform stewardship activities related to contract performance, including SLA development and monitoring.

    Perform stewardship activities related to technology evolution as expected by the Clients.

    Responsible for the collection and management of contract/supplier data in accordance with program's data management policies and procedures.

    Project Support

    Coordinate with the Project Owner, stakeholders, Legal, and Finance during project execution.

    Ensure adequate staffing levels to fulfill agreed-upon scope within agreed-upon timelines.

    Provides IT level one support.

    Other Duties

    Provides user training to new employees.

    Supports organizational change.

     

    Knowledge, Skills, and Abilities

    Solid knowledge of IT technology, IT trends, and directions.

    Significant knowledge of contract formation, contract law, and supplier relationship management, specifically Information Systems software and service contracts.

    Fluency with ITSM principles based on the ITIL V3 framework.

    Significant experience with SDLC (Software Development Life Cycle).

    Agile methodology experience preferred.

    Highly professional team player with superior interpersonal and communication skills.

    Strong organizational, problem-solving, and analytical skills.

    Experience with MS Office applications: Visio, PowerPoint, Project, and Excel.

    Experience with information gathering, presentation development, process improvement, and task prioritization.

    Knowledge of Airport IT systems considered a strong asset.
