    Responsibilities:·         Monitors the performance of each task or group of tasks and informs the NCI COR of all problems and accomplishments. ·         Serves as content and technical authority for specific task areas and participates in solutions to complex problems issues of content management and information systems. ·         Directs content and systems analysts, programmers, and other subject matter experts on assigned work.


    Qualifications:·         A minimum of ten (10) years of progressive, successful experience in relevant areas of expertise, such as biomedical content expertise, terminology and ontology curation and publication environments, programming support and software development, operations, resource management, and administration. ·         Minimum of an advanced degree in a medical, nursing, or scientific discipline, or computer science/information systems. ·         Prior clinical experience highly desirable for a Project Manager position.

    Qualifications:·         Bachelor’s degree in Information Technology, Engineering, or a related field.·         10+ years of progressive experience in IT program management, with at least 5 years overseeing enterprise IT infrastructure or operations support programs.·         Demonstrated experience managing programs for U.S. federal government agencies, preferably DHS or USCIS.·         Proven experience with automation technologies (e.g., IaC, RPA), cloud operations, and AI-based IT operations.·         Experience managing the transition and sustainment of complex IT systems from incumbent vendors.·         Strong background in workload and asset management across large, distributed IT teams.·         Knowledge of ITIL practices and agile service delivery methodologies. Preferred Qualifications:·         PMP (Project Management Professional), SAFe, or equivalent certification.·         ITIL v4 Certification.·         Experience with AIOps platforms, cloud-native orchestration tools, and hybrid IT environments.·         Familiarity with USCIS OIT operations or similar mission-critical federal IT ecosystems.·         Strong understanding of cybersecurity protocols in federal environments.

     Qualifications:

    Qualifications:

    Preferred Degree: Bachelor's level degree in any technical or managerial discipline.

    Tasks·       Develop Task Plans that meet program objectives.·       Maintain documentation to establish MCRTAMS as a Marine Corps application in the Department of the Navy Applications Management Database (DADMS) and DITPR-DON.·       Provide staff coordination with the Functional Area Manager (FAM) and the HQMC C4 staff required to establish and obtain approval of MCRTAMS software on the HQ Marine Corps Software List and in DADMS.·       Provide the staff coordination, certification, and deployment actions for MCRTAMS and associated applications.·       Prepare and staff documentation to obtain the DoD Information Assurance Certification and Accreditation Process (RMF) approval and the Marine Corps Enterprise Network (MCEN) Authority to Connect via the Marine Corps Certification and Accreditation Support Tool (MCCAST) assessment engine.·       Prepare the internal supporting documentation that will be required for the MCCAST assessment engine. This includes maintaining documents like the Continuity of Operations, Concept of Operations, disaster recovery, configuration management, etc.·       Provide staff coordination with HQMC C4 and MCNOSC Information Assurance (IA) staff on the DIACAP accreditation and authority to connect analysis.·       Execute new daily, weekly, monthly, and yearly IA-related security reviews, scanning with multiple approved DOD toolsets (e.g. ACAS, Nessus), inventory maintenance, warranty maintenance, data verification, backup validation, compliance and reporting.·       Develop and maintain a comprehensive Test Plan that documents the systematic approach used to validate and verify the functionality, security posture, and compliance of the MCRTAMS system. The Test Plan shall reflect recurring information assurance (IA) activities and formal testing milestones required to maintain system Authorization to Operate (ATO).·       Generate a consolidated Test/Inspection Report (C001) documenting the results, findings, and remediation actions resulting from the execution of the Test Plan in a Plan of Action & Milestones (POA&M).·       Prepare and deliver a draft TOP to the Government 45 days from contract award.·       Prepare and deliver required documentation per the TOP.·       Prepare and deliver reports, documents, or briefs within 10 days from receipt of task or provide appropriate POA&M.·       Attend Range meetings and conferences as requested by the Government Program manager.·       Develop and provide trip reports to the government documenting meetings and conferences requiring travel.·       Review deliverables to assess the timeliness, quality, and accuracy IAW the contract requirements. Deliverables include:o   Monthly Performance and Cost Reports (PCRs)o   Quarterly Status Reports (QSRs)o   Conduct meetings to discuss contract performance:o   Monthly Contracting Officer’s Rep/Program Manager (COR//PM) meetings with the Contractor PM.
    Skills, Knowledge and Expertise·       Security Clearance Required: Must possess a Secret or Interim Secret Clearance·       Project management experience, within the Department of Defense, that demonstrates knowledge of and strong background in delivering Information Technology services. Marine Corps experience delivering IT services, to include knowledge of Marine Corps accreditation processes and a technical background on the Marine Corps Ranges and Training Area Management System (MCRTAMS) preferred.·       Skills to communicate effectively orally and in writing, develop reports, proposals, charts, and graphs and conduct presentations. ·       Demonstrated ability to lead, manage, and supervise a team.·       Capable of working efficiently within a military environment, while adhering to established command and staff procedures, especially those involving staff coordination and chain of command.
