    Position Overview The SME – RQ Corporate Program Manager will provide and apply a full range of program management philosophies, policies, and procedures to perform a wide range of acquisition management activities in support of existing and future programs. The need and/or projects will change based on the focus of AFRL and the Aerospace Systems Directorate. The Program Manager will support government leaders with corporate level program management lifecycle requirements, subsystems, and equipment. Essential Job Function
    • Provide management and oversight into developing program plans, including goals, scope, changes in program scope, schedule and/or budget.
    • Support strategic scheduling and planning efforts and utilize a variety of systems to track, manage, and report efforts.
    • Attend meetings, conferences, briefings and seminars related to program planning, advanced technologies and support system concepts.
    • Facilitate time sensitive projects and support for RQ Senior Leadership.
    • Develop briefings and be well versed in providing and coordinating information with Leadership.
    • Provide technical support, coordination, and planning for integrated program reviews and conferences.
    • Assist in planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities, systems, subsystems, and equipment.
    • Perform risk assessments to identify risks and provide risk mitigation plans.
    • Utilize problem solving skills to identify, mitigate, and resolve any issues that may arise during the program lifecycle.
    • Build and maintain strong relationships with internal and external stakeholders.
    • Develop and implement Capability Based Planning processes for AFRL/RQ ensuring projects within RQ programs are aligned with higher headquarters’ goals and objectives.
    Minimum Qualifications
    • Obtain and maintain a TS/SCI/SAP clearance
    • Expert in the field of Program Management
    • Possess a Master’s degree OR Program Management Professional (PMP) certification
    • Experience working in an RDT&E related environment.
    • Experience applying knowledge of software used in program management tasks, to include:
      • Microsoft Office Suite (Word, PowerPoint, Excel, Teams) – Intermediate
      • Microsoft Project – Intermediate
      • Microsoft Power BI is desired
      • AFRL CCaR, Work Unit Management, Enterprise SMT and PM Apps – Familiarity

    Position Overview

    The Project Manager shall perform contractor management oversight of assigned contractor personnel and requirements. DDTC is responsible for the regulation of defense trade through the Arms Export Control Act (AECA) and its implementing regulations, the International Traffic in Arms Regulations (ITAR). DDTC regulates temporary and permanent exports and the temporary import of defense articles, defense services, and technical data involving items on the United States Munitions List (USML).

    Essential Job Function

    • The Project Manager works under General Direction: Assignment made in terms of broad practice, precedents, policies, and goals. The contractor generally proceeds independently in accordance with general plans, policies and purposes of the office. Results of work normally accepted without significant change. The government may provide written or oral guidance before and during assignments. The contractor receives guidance in terms of broad goals and overall objectives and is responsible for establishing the methods to attain them. Generally, the contractor is responsible for an area of work, and typically prepares final work-products for this area but does not have final approval authority.
    • Overall management on-site for the task order to include interface with Contracting Officer Representative (COR), supervision of assigned contract staff, and management of all contract deliverables.
    • As key personnel must be on-site during business hours or as requested by the delegated COR or the Contracting Officer in the COR’s absence. During the project manager’s absence, the company shall provide a qualified backfill, and approved by the COR.
    • Serves as the primary point of contact between the COR and company Program Management regarding all contract management matters.
    • Ensures the successful and timely performance of all contract tasks in accordance with government requirements and standards.
    • Consults with the COR concerning the performance of each contract task, work progress, scheduling, costs, personnel assignments, recruitment, work priorities, and work performance.
    • Directs and coordinates employees only on his/her respective order(s).
    • Recruits suitable personnel, arranges appropriate training, and ensures the satisfaction of security and administrative requirements in a timely manner.
    • Designs, directs, and ensures successful operation of a formal quality control and review program to maintain the accurate performance of all activities of the contract.
    • Analyzes work procedures and coordinates the timely review, updating, and modification of all procedures manuals.
    • Monitors SOW/PWS and makes recommendations for improvements to the COR. Collects, compiles, analyzes, and presents all required reports to the COR.
    • Provides oral and written status reports to the COR.
    • Understands, the State Department Contracting Officer is the only person who can modify the contract/task order.
    • Escort assigned employees as required.

    Minimum Qualifications

    • Bachelor’s Degree or combination of post- high school education and experience with a minimum of ten (10) years of strong contract management gained within industry and/or government.
    • Secret Clearance
    • Industry certification such as Project Management Professional (PMP) or FAC-COR highly preferred.
    • Demonstrated ability to manage complex projects involving diverse operations for multiple offices; to direct time critical activities; to supervise large numbers of employees; and to coordinate several major tasks.
    • Demonstrated success in supervising and counseling employees.
    • Demonstrated success in contract administration and managing costs.
    • Demonstrated ability to develop, organize, conduct, and oversee quality control and review programs.
    • Demonstrated ability to analyze work procedures and priorities.
    • Demonstrated ability to meet amicably with contentious individuals, to deal with them tactfully, to explain policies and procedures, and to secure their cooperation.
    • Demonstrated written and oral communications skills to be able to correspond with COR, government management, and employees.
    • Demonstrated ability to read and understand complex sets of procedures and other documentation.
    • Has working knowledge of Microsoft Office Suite programs and be able to operate all office equipment including but not limited to: telephones, copy machines, fax machines, scanners, printers, and computers.

    • Revise or provide draft JCIDS and acquisition documentation to the applicable Government program manager and support the presentation of products to internal and external customers. (e.g., Initial Capability Documents, Interface Control Documents, Capability Development/Production/Requirements Documents, Milestone documentation, Acquisition Strategies, Analysis of Alternatives, Concept of Operations, Memorandums of Agreement/Understanding, Technical/Systems Requirement Documents, Defense Acquisition Board documentation, Technical Evaluations, System Specifications, enabling concepts, training material, briefings, white papers, reports, and analysis results).
    • Provide a draft SME-level technical and/or programmatic status report of any individual program or of the portfolio.
    • Identify areas of improvement, including acquisition process improvements and guide actionable, feasible recommendations and execute tasks for reducing risk where appropriate.
    • Support the Government program manager on commitments, obligations, and expenditures of funds and perform earned value management and schedule analysis in support of program office defense contracts.

    • Assist the Government with reviewing and analyzing packages delivered in support of DoD programs.
    • Analyze, reconcile, identify discrepancies, recommend corrective action, track findings, and advise the government on resolution.
    • Participate in DCMA surveillance reviews and provide evaluations of surveillance reports and assessments performed by the Agency on Program Contractors’ earned value management and/or alternate management system, processes and procedures, and performance.
    • Maintain awareness of current program schedule, monitor acquisition implementation, report requirement shortfalls, and provide a program assessment based on the identified risks. Combine and correlate program execution data with the program baselines to accurately maintain and update acquisition reports.
    • Advise the Government program manager on technical engagements, to include but not limited to, technical interchange meetings, design reviews, program conferences, video teleconferences, telecons, working groups, and informational meetings.
    • Maintain a broad awareness and understanding of all programs and technology development efforts in execution across the applicable portfolio, as required. Assist integrated product teams and working groups and establish customer and Contractor interfaces.
    • Assist the Government to execute source selections subject to FAR 9.505-4.

    Minimum Qualifications

    • TS Clearance with SCI eligibility
    • BA/BS in related field
    • 5+ Years Experience in DoD acquisition life cycle planning, including acquisition pathway analysis, milestone documentation analysis, and acquisition documentation coordination
    • 5 Years Expertise in leading, managing, and contributing to major defense programs
    • 3-10 Years Experience with U.S. Space Force systems and organizations, particularly within Space Systems Command

(e.g., Initial Capability Documents, Interface Control Documents, Capability Development/Production/Requirements Documents, Milestone documentation, Acquisition Strategies, Analysis of Alternatives, Concept of Operations, Memorandums of Agreement/Understanding, Technical/Systems Requirement Documents, Defense Acquisition Board documentation, Technical Evaluations, System Specifications, enabling concepts, training material, briefings, white papers, reports, and analysis results).
    • Provide a draft SME-level technical and/or programmatic status report of any individual program or of the portfolio.
    • Identify areas of improvement, including acquisition process improvements and guide actionable, feasible recommendations and execute tasks for reducing risk where appropriate.
    • Support the Government program manager on commitments, obligations, and expenditures of funds and perform earned value management and schedule analysis in support of program office defense contracts.
    • Demonstrative knowledge of classified funding and PPBE support, to include congressional reporting, fiscal year planning, continuing resolution management, unfunded requirement development and submittal, end-of-year funding actions, and Program Objective Memorandum (POM) development.
    • Subject matter expertise in support of Integrated Baseline Reviews/Business Financial Reviews to provide insight into program defense contractor cost and schedule performance issues utilizing Government accepted best practices and guidelines.
    • Assist the Government with reviewing and analyzing packages delivered in support of DoD programs.
    • Analyze, reconcile, identify discrepancies, recommend corrective action, track findings, and advise the government on resolution.
    • Participate in DCMA surveillance reviews and provide evaluations of surveillance reports and assessments performed by the Agency on Program Contractors’ earned value management and/or alternate management system, processes and procedures, and performance.
    • Maintain awareness of current program schedule, monitor acquisition implementation, report requirement shortfalls, and provide a program assessment based on the identified risks. Combine and correlate program execution data with the program baselines to accurately maintain and update acquisition reports.
    • Advise the Government program manager on technical engagements, to include but not limited to, technical interchange meetings, design reviews, program conferences, video teleconferences, telecons, working groups, and informational meetings.
    • Maintain a broad awareness and understanding of all programs and technology development efforts in execution across the applicable portfolio, as required. Assist integrated product teams and working groups and establish customer and Contractor interfaces.
    • Assist the Government to execute source selections subject to FAR 9.505-4.

    Minimum Qualifications

    • TS Clearance with SCI eligibility
    • BA/BS in related field
    • 5+ Years Experience in DoD acquisition life cycle planning, including acquisition pathway analysis, milestone documentation analysis, and acquisition documentation coordination
    • 5 Years Expertise in leading, managing, and contributing to major defense programs
    • 3-10 Years Experience with U.S. Space Force systems and organizations, particularly within Space Systems Command

    Position OverviewThe Advanced Framework for Simulation, Integration, and Modeling (AFSIM) is an innovative, open-source military simulation framework used extensively by the U.S. Department of Defense (DoD) and related communities. Managed by the U.S. Air Force Research Laboratory (AFRL), AFSIM supports scenario creation, analytical work, and virtual wargaming, benefiting from a collaborative user community across the military, government, industry, academia, and international partners. To enhance AFSIM's growth, the Department of the Air Force (DAF) is establishing a Model Management Office (MMO).  In this cutting-edge new MMO the Program Manager shall advise or assist in program management activities.
     Essential Job Function

    Strategic Planning

    • Advise or assist the MMO in the development of program strategy, initiatives, goals, objectives, schedules, and resources
    • Advise or assist in strategic planning efforts related to multi-year product roadmaps, program timelines, and coordination with enterprise (DoD, DAF, AFMC, and/or AFRL) initiatives and objectives

    Coordination

    • Investigate opportunities such as those informed by competitive benchmarking, market research, technology assessment, or stakeholder engagement:
    • Collect and disseminate information within the MMO pertaining to commercial product development, industry Internal Research and Development (IR&D) programs, Small Business Innovation Research (SBIR) programs, in-house AFRL R&D projects, or external Government research programs
    • Collect and disseminate information with the MMO pertaining to enterprise initiatives, goals, objectives, programs, or constraints in the form of emerging policy or regulation likely to impact MMO decisions or operations

    Stakeholder Engagement

    • Advise or assist the MMO to communicate status, progress, and issues to stakeholders namely, program sponsors and the user community
    • Promote user community engagement and feedback in the development of all product plans and roadmaps
    • Represent the MMO at stakeholder or technical interchange meetings and maintain liaison with senior leadership across the user community.

    Performance Monitoring

    • Advise or assist the MMO to monitor and report on program performance to include tracking key performance indicators (KPIs)
    • Participate in contractor and Government project meetings, reviews, or demonstration events
    • Monitor prime contractor performance and provide recommendations to the MMO regarding issues that affect project plans or execution

    Continuous Improvement

     Minimum Qualifications

    Education and Experience

    • Bachelor's Degree in a relevant field such as Business Administration, Project Management, Engineering, or a related discipline
    • Minimum 10 Years of Experience in program management or a related field, with a demonstrated history of managing complex, multi-year programs

    Certifications

    • Project Management Professional (PMP) certification or equivalent

    Position OverviewThe Program Manager will be responsible for being one of the primary points of contact (POC) for the Contractor and is responsible for managing the oversight of all tasks being performed over the course of the contract for the Office of the Undersecretary of Defense for Acquisition and Sustainment (OUSD (A&S)).
     Essential Job Function
    • Ensure that all staff are fully trained in all administrative, clerical, specific policies and procedures

     Desired Qualifications
    • Program management certification is desired.
    • Executive level support experience within the Department of Defense and other federal agencies is desired.
    • Program management experience demonstrating the ability to collaborate and deliver contractual services in a high OPTEMPO environment and coordinating between multi-disciplined functions of internal and external organizations is desired.
