    Position Description Qualifications Serco is excited to continue support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment. Our Configuration Management (CM) Analyst supports the F-35 Directorate of Acquisition and Affordability (DA A) in its role managing JPO functions as they relate to business operations, foreign compliance, process improvement, cost, requirements, and acquisition. In this role, you will: Design and establish configuration management documentation. Authorize the release of drawings, and software configuration changes specified by the JPO and other cross functional groups. Provide advice and guidance on methods, procedures, and requirements to individuals responsible for the creation of documentation. Plan and implement methods to improve response times and effectiveness. Participate in special studies. May provide leadership for lower-level employees and other colleagues at the JPO and in industry. Provide direction to subordinate CM analysts, or directly perform data management tasks as required by the JPO. Support DA A in the management and approval of configuration management/data management by the JPO Change Review Board (JCRB), and JPO Configuration Control Board (JCCB). Assist the International Directorate in supporting National Deputies and their assistants in representing each of the F-35 Partner nations resident in the program. To be successful in this role, you will have: An Active DoD Secret clearance. An Associates Degree. 5+ years of experience in program management, technical or business analysis discipline. 3+ years of program experience in aircraft systems or similar configuration management. Previous experience in configuration identification, control, audit, and status accounting; DOD configuration management policies, procedures, review cycles, instructions, and standards; engineering change proposal evaluations. Previous experience with development, production, ancillary equipment, ground support equipment, test evaluation, and fleet operations of a DoD and international acquisition aircraft program. Previous experience evaluating Major Variance Requests, Specification Change Notices, Engineering Change Requests/Proposals, Manufacturing Build Records, Sustainment as Maintained Records and other documents. Previous experience in providing guidance and assistance in configuration management and change control and ensuring that all Class I (Major) changes and variances are properly processed and dispositioned. Previous experience in collecting and maintaining process metrics and reporting techniques to ensure compliance with DOD level Data Management Program policies and procedures. The ability to provide onsite support at the F-35 Joint Program Office (JPO) located in Crystal City, VA a minimum of 3 days per week, each week. Onsite days in the JPO office may increase to provide onsite support up to 5 days per week to support the needs of the customer. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. To travel up to 10%. In this role, you will: Support the generation, review, and submittal of documentation required by the project submittal register into the Resident Management System (RMS) used by the USACE. Report non-compliances to specifications and drawings in accordance with USACE specification and Serco contractor quality control plan requirements. Conduct daily quality inspections in accordance with EM 385-1-1, Serco quality processes, and the contractor quality control plan. Conduct on-going evaluations of the contractor quality control plan throughout the life of the project to ensure it is current. Submit changes, revisions, and updates to the plan for review and approval by the Government. Help coordinate scheduled inspections as required by project specifications. Support QC activities associated with the three phases of work (preparatory, initial, follow-up) as described in the USACE specifications. Be present at the site of work and oversee quality checks for all major work operations occurring during the shift Attend pre-construction conferences, tail-gate meetings, and pre-work meetings, to include preparatory meetings and periodic in-progress meetings as directed. Typically report to a Corporate Quality Manger, Sr. CQC, or Program Manager.
