SANCORP is seeking an Administrative Services Manager to assist Office Management and Executive Support Services (OM&ESS) in supporting the Office of the Under Secretary of Defense for Policy (OUSD(P)), focused on delivering high-quality administrative support across strategy, international engagement, and interagency coordination. The following are examples of responsibilities:
Correspondence (for respective DASDship). Log, review, distribute, edit, and monitor correspondence (via CATMS and email) and FOIA requests received from OUSDP ExecSec; courier correspondence to designated locations; records management duties (i.e., develop and maintain files for office records management and coordinate with OUSD ExecSec regarding records management, to include schedules and dispositions); manage incoming and outgoing mail; and manage DASDship intranet site to include records management. Human Resources. Facilitate in- and out-processing of personnel, to include updating the Policy kiosk (i.e. uploading required documents, such as the DD 2875, completing the pre-arrival in-processing checklist); assist with processing Government time and attendance, and assist with the processing personnel actions (e.g., awards, Temporary Staff Augmentation memoranda, consultant and IPA packages, etc). Request, facilitate, and maintain IT equipment; request and track telecommunication services; manage accountable furniture; process parking passes; request facility related services; facilitate compliance with information technology initiatives; maintain and assist with procuring office supplies; submit Foreign Gifts to Policy’s Facilities Team for processing and pick-up Foreign Gift once processed; maintain business cards for PD and above; and burn bag management. Visitor Logistics. Provide support to the Cooperative Threat Reduction Policy Office (CTR) by providing long-range planning and policy oversight and guidance for CTR and related programs, defining CTR and related program objectives, scope, direction and funding, advocating for the CTR and related programs within the US Government and Congress, submitting CTR funding requirements in the Planning, Programming, Budgeting and Execution (PPBE) process, as well as supporting interagency coordination, international negotiations, agreements, other diplomatic instruments that guide CTR engagements.Provide regional and function policy analysis in line with criteria that represent the essential conditions that must be met in order to consider programs and activities with CTR partners: Threat Reduction, Strategic Partnership, Contribution to Countering WMD and Nonproliferation Frameworks, and Unique DoD Contribution and Benefit.Assist in the development, coordination and management of regional or cross-cutting plans, policies, strategies and international agreements related to reducing the threat from, preventing the proliferation of, and disposing of WMD-related materials and delivery systems.Assist in defining and characterizing cooperative threat reduction and WMD proliferation prevention policies, issues and positions; maintain familiarity with offices and policies of other stakeholder U.S. Government departments and agencies.Support the creation of read-ahead, briefings, or remarks for use by leadership in meetings with foreign delegations, the interagency community, academic and policy groups, and other threat reduction stakeholders.Assist negotiating teams to complete political, legal and project-level implementing agreements between the DoD and CTR partner countries, as well as any necessary supporting analysis.Demonstrate subject matter expertise in Chemical, Biological, Radiological and Nuclear functional areas weapons, materials, delivery methods and systems, and dual-use technologies that complement regionally and nationally focused threat reduction plans and policy discussions.Work closely with OGC counsel to determine possible legal avenues to use in order to avoid the delays that creation of a new agreement would cause.Produce technical review documents, Risk and Impact Assessments, reports, memoranda, correspondence, meeting minutes, trip reports, draft treaties and agreements, draft diplomatic notes/cables and similar documents as a result of the above-listed activities.Perform and support the identification, analysis and assessment of partner country regulations, laws, codes, and related legal documents and procedures that impact the requirements and execution of the CTR program to include those involving construction permitting, import and export of goods, licensing of good.Sancorp Consulting LLC shall, in its discretion, modify or adjust the position to meet Sancorp’s changing needs.
