The Assistant Property Manager (APM) is responsible for ensuring the financial viability and continued compliance for assigned properties. They are to maintain minimal vacancy by leasing all vacant units within expectation, managing the waitlist proactively and marketing when necessary. They are to maintain property compliance by completing annual recertifications timely and ensure we have accurate, available, and audit ready files at all times.
The APM will act as an additional layer of support in ensuring that all maintenance work orders and turnover production are completed professionally while maintaining a safe work environment at these same developments. The APM will demonstrate professional presentation and provide excellent customer service to prospective and current residents thus encourage long-term tenancy. The APM will demonstrate this same high level of customer service to all vendors, team members and housing partners.
Duties and Responsibilities:
Maintain property waitlists by purging semi-annually, ensuring waitlist is always fresh with viable leads and current household information.Assist pre-applicants with the process of being added to the waitlist through Rent Café.Responsible for all new resident application activities including resident education on qualification process and lease terms, lease processing through Rent Café and internal move-in paperwork.Weekly attention to be paid to vacancy at the property to ensure properties remain at 97.5% occupancy.Consistently market the properties to high standards by optimizing curb appeal.Prepare and maintain appropriate leases, lease renewals and annual re-certifications for all funding sources timely.Walk residents through the recertification process in Rent Café when necessary.Maintain complete, accurate and audit ready files both physically and digitally.Proactively manage housing partner subsidy programs and relationships.Follow up with 3rd parties that promised payment on behalf of new tenant for the initial Security Deposit and/or 1st month’s rent.Ensure rent portion letters are received timely and include annual increases for renewals.When assigned a community with market rate units, actively track and make rental rate adjustments based on market competition, properly market these units as needed, ensure timely and optimized renewals and new leases.Assist the Property Manager with all general management of their assigned apartment developments.Ensure work orders, preventive maintenance, bi-annual unit inspections, apartment turns to be completed within company policy timeframes at all locations. Bring forward any concerns to the attention of the PM.Maintain quality of product by walking property regularly and documenting any items that need to be addressed.Process transfer requests, reasonable accommodation requests and address resident concerns.Calculate and process tenant portions when specific programs require (PHA, 811, etc).Share best practices with colleagues not only within the assigned region but more broadly within RPM.Practice exceptional customer service, professionalism, safe work practices daily.Partner and work closely with all departments within RPM Development Group.Work beyond the narrow and specific job responsibilities to advance the goals of the company.Relationships and Contacts:

The Property Manager (“PM”) will oversee the day-to-day operations of RPM’s affordable and mixed income properties in the Newark area. The PM will have broad and in-depth general management responsibilities and strong communication and leadership skills for their assigned apartment developments. The PM will supervise site teams consisting of Assistant PM’s, Resident Coordinators and maintenance personnel at levels consistent with property resources.
The PM ensures assigned properties are meeting the financial, leasing and compliance expectations and upholding RPM’s standards of providing affordable housing that our residents are proud to call home. The PM will also ensure that all maintenance tasks are managed professionally, while maintaining a safe work environment at these same developments. The PM will ensure the integrity of all financial and operations data is hosted in the company’s property management software.
Duties and Responsibilities include but are not limited to:
Foster a culture of inclusivity and TEAM across properties(s) so that your entire team works as a cohesive unit. PM is responsible for continuously teaching/motivating staff and holding them accountable for their work.Provide outstanding customer service to our residents.Optimize the financial and operational performance of the property by ensuring all financial targets are met (both budget and leasing/occupancy). Completing monthly variance reports as required.Regularly tour properties to ensure they meet RPM and compliance standards and are always “inspection ready”. Responsibilities include but are not limited to:
Maintain cleanliness of grounds, amenities, offices, building exteriors and common areas, parking lots and other community buildings in a professional manner and inspect for problems and solve them immediately.Remove trash and recycling daily from the building and transport to outside dumpster areas.Maintain exterior landscape and water flowers regularly if no irrigation system is present. Ensure no weeds exist in any of the landscaping beds.Assist with the unit make-ready program to company standards.Ensure the property is prepared to excel at all property inspections, including Agency, State and REAC without the need for surges in staff and spending, i.e. have property inspection ready at all times.
Qualifications:
Highly skilled in maintaining overall cleanliness of assigned property.Able to work efficiently without constant supervision.Able to operate industrial cleaning equipment and or snow removal equipment.Good communication and interpersonal skills.Must have own vehicle and valid driver’s license to travel between properties.

Duties /Responsibilities
• Manage and mentor Property Managers, ensuring they are keeping within the financial budgets, maintaining a high level of curb appeal and operating within RPM’s standard process & procedures.
• Complete and review, with Property Managers, the annual budgets. Provide guidance to regional teams ensuring the properties are operating within the budget and reviewing variances monthly with PMs..
• Liasson between PM and Leasing Manager on new lease-ups; assist in coordinating marketing in accordance with the affirmative marketing plan and reporting to government agencies and others to ensure that all obligations are met, as needed.
• Work with Facilities Manager to propose and oversee capital improvement projects, properties are being maintained to RPM standards and proper preventive maintenance initiatives are completed timely, within budget and maximizing the value of the asset.
• Any other duties needed to advance the goals of the company.
Knowledge /Skills Required
• An excellent leader that knows how to work collaboratively and motivate a diverse team.
• Strong financial acumen with an understanding of Budgets, Operating Statements and reporting and accountability of same.
• Knowledge of project-based section 8, LIHTC/Tax Credit, and other subsidized housing programs.
• Excellent time management with ability to meet deadlines.
• Multi-tasking and organizational skills to effectively prioritize and manage several projects while not losing sight of daily activities.
• Ability to work in a fast-paced work environment while making decisive business decisions as needed.
Education / Years of Experience
• Bachelor's degree in business administration, communications, or a related field.
• Minimum 3 years as a Regional/District Manager and 5+ years prior residential on-site management.
• Knowledge of both affordable housing and market-rate housing.
• Technology literacy and a solid understanding of operating software, Yardi experience preferred.
• Industry training Credentials which authenticate understanding of rental housing programs.
• Requires a valid driver’s license, an insured vehicle, and the ability to travel (between properties).
