    Job DescriptionJob DescriptionJob purposeTo manage the planning, execution, and completion of projects for the Ft. Bliss Army Base and Laughlin Air Force Base Utility Privatization Contracts, the Native System Construction Work Plan and the RUS790 contract. Provide guidance and assistance with the administration and management of the Contracts thereof.Duties and responsibilitiesAdvise and assist the Program Administrator and Executive Management with contract and project management related matters at Ft. Bliss, Laughlin AFB, and the Native SystemPrimary focus is to identify project requirements and addressing the needs, concerns and expectations of governmental entities, local/privatized utilities, and industrial members on behalf of the CooperativeCoordinate completion of projects on time, within budget and within scopeRepresents the Cooperative as a point-of-contact for the Government with regard to requests for proposals, projects, progress, issues and changes.Coordinates, maintains, and carries out communication amongst industrial members via their respective designated representative throughout the project lifecycle Coordinates, maintains, and carries out communication amongst governmental entities such as our Contracting Officer (CO), Contracting Officer Representatives (COR’s), contractors, and local/privatized utilitiesAttend project and construction coordination meetings with governmental entities, contractors and local/privatized utilities on behalf of the CooperativePerforms overall project management function to balance project constraints, which includes scopes, rough order of magnitudes, cost proposals, project schedules, resource coordination, risks identification and progress reportingFacilitates and monitors appropriate project inspections, cost and budget analyses, and project sign off activities to ensure project requirements are met Facilitates project invoicing activities, ensures timely project close-outs and oversees systematic archiving of project related documents and dataInstrumental in gathering, organizing, communicating and representing project and technical information to management, governmental entities, external consultants, and consumers Responsible for annual submittal of Ft. Bliss Army Base and Laughlin Air Force Base Capital Improvement Plan per contractual requirementsAids in the development of the Native System Construction Work PlanResponsible for identifying project and contractual requirements and deadlines and for the planning, organization, and coordination of support activities and resources thereofManage project contract preparation, aid in the preparation of non-disclosure agreements (NDA’s), terms and conditions, and modification requests; and assesses disputes regarding contract interpretation, conditions or compliance with legal requirements, Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)Manage contract redetermination by planning, organizing, and coordinating associated support activities and resources thereof Assist with additional tasks as requested and/or neededQualifications Requires 5 years of experience in a position of project management or construction oversight (preferably with electric utility construction – especially underground infrastructure)                                                                            ORBachelor’s degree in electrical or civil engineering (accredited college or university) plus 2 years of previous experience with electric utility engineering, operations or project managementFamiliarity with electric utility system terminology, design, operations and troubleshootingDetail oriented, self-motivated and ability to organize work efficiently in order to comply with contractual periods-of-performance and meet project deadlinesKnowledge of Microsoft Office Suite, Microsoft Project, Microsoft Visio, GIS and AutoCAD (preferred).Familiarity with MS Access, relational database concepts and DBMS report writing (preferred)Apply knowledge, skills, and techniques to project activities to meet project requirementsSupervisory experience is a plus (preferred but not required)Possess a valid Texas driver's license Insurable with the Cooperative's auto insurance carrierMust pass Federal Government security clearance background checkPossess oral and written communications skills in the English languagePossess excellent interpersonal skills including the ability to maintain a harmonious working relationship with all Cooperative employeesMust be or become certified in first aid and cardiopulmonary resuscitationMust be able to maintain confidential informationWorking conditions Office environmentExtensive field work may be required in conjunction with normal office dutiesWork outside under various weather conditions and in varying types of terrain Traveling may be required both inside and outside of RGEC’s service territory Subject to irregular hoursTo ensure all employees are provided with drug free and alcohol-free working conditions, pre-employment, post-accident, reasonable cause and random drug and alcohol tests are conducted on all employees Physical requirements Required to pass a physical examination when employed Must have sufficient health to perform the essential functions, duties and responsibilities of the job Must become certified in CPR and First-Aid Sitting/standing/walking/riding for extended periods of time Direct reports Project Coordinator(s)_______________________________________________________________________________________________________Rio Grande Electric Cooperative, Inc.
