Job Overview
The Construction Estimator is the primary owner of cost development and bid strategy at RCCS. This role carries full accountability for quantity takeoffs, conceptual and detailed cost estimating, subcontractor bid solicitation and leveling, scope of work development, and buyout support from early design through contract award. The ideal candidate is a disciplined, detail-driven professional who builds accurate, defensible estimates and protects margin before the first dollar is ever spent in the field.

The Estimator operates within a structured preconstruction platform using Procore, Bluebeam, and industry standard takeoff and cost database tools, and is expected to enforce documentation and process discipline across every bid. This position reports to the VP of Preconstruction and collaborates daily with the Director of Product Development, Operations, Project Managers, and outside design and ownership teams.
Essential Duties, Roles and Responsibilities
This position owns the full estimating lifecycle - from conceptual budgeting through detailed bid-day estimates, subcontractor solicitation, scope development, and buyout handoff to the construction team. The Estimator is accountable for accuracy, completeness, and defensibility of every number that leaves preconstruction.
Conceptual and Budget Estimating
Develop conceptual and schematic-level budget estimates using historical cost data, unit pricing, and square-footage benchmarks to support early feasibility and go/no-go decisions.
Maintain and continuously update RCCSs historical cost database across multifamily, townhome, and BTR product types; ensure unit pricing reflects current market conditions and recent project actuals.
Identify and communicate scope, design, or budget gaps to the VP of Preconstruction and the Director of Product Development early enough to influence design decisions before they become costly to change.
Detailed Estimating and Quantity Takeoffs
Perform detailed quantity takeoffs from DD and CD-level drawings across all CSI divisions; produce accurate, well-organized estimates that withstand internal and client scrutiny.
Build and maintain detailed estimate templates by CSI division; ensure consistency, traceability, and accuracy across every estimate produced regardless of project type or size.
Reconcile estimates against design progression at each milestone; document and communicate cost variance, scope creep, or material escalation risk before it threatens project budgets.
Subcontractor Bid Solicitation and Leveling
Assemble and distribute complete, well-organized bid packages to qualified subcontractors; ensure plans, specifications, and scope clarifications are accurate and current at time of issue.
Level subcontractor bids by trade to confirm full scope coverage and apples-to-apples comparison; identify and close scope gaps, exclusions, and qualifications before bids are presented for award.
Maintain and expand a qualified subcontractor and vendor database by trade and region; track bid performance, responsiveness, and reliability to inform future solicitation decisions.
Scope of Work and Buyout Support
Develop detailed, trade-specific scopes of work for every bid package; eliminate ambiguity that leads to scope disputes, change orders, or coverage gaps once a project moves to construction.
Lead the buyout process by seeking and achieving targeted buy out percentages on projects, transferring complete, accurate estimate and bid data to the Project Manager and Contract Administration; ensure scope, pricing, and qualifications carry forward without loss or ambiguity.
Participate in the estimating to construction handoff meeting for every awarded project; ensure the receiving PM has full context on assumptions, exclusions, and qualifications carried in the estimate.
Value Engineering and Cost Optimization
Identify and present value engineering options when budgets are at risk; quantify cost impact, schedule impact, and quality tradeoffs clearly enough for leadership and ownership to make informed decisions.
Participate in constructability reviews with the design team and Director of Product Development; flag design decisions that drive unnecessary cost without a corresponding value to the owner.
Documentation and Process Discipline
Maintain complete estimate files, bid tabulations, and supporting documentation in Procore for every project pursued; ensure every number in an estimate is traceable to its source.
Track win rates, estimate accuracy versus actual cost, and bid coverage by trade; report findings to the VP of Preconstruction to drive continuous improvement in estimating accuracy.

Required Skills & Qualifications
Bachelors degree in Construction Management, Engineering, Architecture, or a related field preferred. Equivalent estimating experience may be considered in lieu of a degree.
Minimum 5 years of estimating experience in commercial construction; multifamily, townhome, or built-to-rent estimating experience strongly preferred.
Demonstrated proficiency with estimating and takeoff software, with a strong working knowledge of Procore.
Strong working knowledge of CSI MasterFormat divisions, construction means and methods, and current material and labor cost trends across the Southeast market.
Ability to read, interpret, and take off quantities from architectural, structural, civil, and MEP construction documents with confidence and minimal oversight.
Experience with Stipulated Sum, GMP, CM at Risk, and competitive hard bid delivery methods; familiarity with AIA contract structures and standard preconstruction services agreements.
Advanced proficiency in Microsoft Excel; strong analytical and organizational skills with the ability to manage multiple bids and deadlines simultaneously.

Essential Duties, Roles and Responsibilities
This position owns daily field operations — from site setup and subcontractor mobilization through production management, quality control, safety enforcement, and final punch list completion. The Superintendent is accountable for what happens on the jobsite every day.
-Site Management and Field Execution
• Manage all daily field operations; establish site logistics, sequencing, and subcontractor work zones before mobilization and enforce them throughout the project.
• Maintain a current three week look ahead schedule at all times; review with subcontractor foremen weekly and update the PM on production status, trade sequencing conflicts, and emerging risks.
• Complete accurate daily reports in Procore every day without exception; document weather, manpower, work in place, inspections, issues, and any event that could affect schedule, cost, or liability.
• Coordinate delivery of materials, equipment, and temporary utilities; ensure site is staged, clean, and organized to support efficient production and safe working conditions at all times.
-Subcontractor Management
• Direct, coordinate, and hold accountable all subcontractors and self-perform crews on site; enforce scope, schedule, quality, and safety obligations per their subcontract and RCCS standards.
• Conduct weekly subcontractor coordination meetings on site; document attendance, production commitments, open issues, and follow-up items; distribute to the PM within 24 hours.
• Identify and notify the PM immediately of any subcontractor performance deficiency, manning shortage, or scope conflict that threatens the schedule or budget; document all verbal directions in writing.
-Schedule and Production Control
• Drive production to meet or beat the project schedule; identify float erosion and sequencing problems before they become delays and execute recovery plans without waiting to be asked.
• Collaborate with the PM on schedule updates in P6 or MS Project; provide accurate field input on production rates, constraints, and milestones to support reliable forecasting.
• Manage all construction sequencing for multifamily and BTR project types, including phased unit turnover, building envelope sequencing, MEP rough-in coordination, and inspection scheduling.
-Quality Control
• Enforce RCCS quality standards at every phase of construction; inspect work in place prior to cover-up, at each inspection milestone, and before any unit or building is considered ready for turnover.
• Issue written punch lists and deficiency notices to subcontractors; track all open items to completion and confirm corrections before sign-off; do not allow work to advance over deficient work without written PM authorization.
• Coordinate all required inspections with authorities having jurisdiction; ensure inspections are scheduled in advance, passed on first submission where possible, and documented in Procore same day.
-Safety
• Own jobsite safety as a non-negotiable; enforce RCCS safety standards and OSHA regulations for all personnel on site including subcontractors, vendors, and visitors without exception.
• Conduct and document weekly toolbox talks and safety inspections; maintain a hazard identification and corrective action log in Procore; address all identified hazards same day.
• Report all incidents, near-misses, and unsafe conditions to the PM and Director of Safety immediately; complete all required incident documentation within 24 hours; never downplay or delay reporting.
-Plans, Specifications, and Document Control
• Maintain current, approved construction documents on site at all times; verify that subcontractors are building from the latest issued for construction drawings and specifications.
• Identify field conflicts, design gaps, and constructability issues early; submit RFI requests to the PM promptly and document field conditions with photographs in Procore before work proceeds past a conflict.
• Maintain field as-built records throughout construction; deliver a complete, accurate as-built set to the PM as part of the closeout package.
-Risk Management and Escalation
• Escalate any schedule milestone risk, unforeseen site condition, or potential cost impact to the PM same day; never allow a problem to compound in the field without documented notification to the project team.
• Never authorize changes, extra work, or scope additions from subcontractors without written PM direction; all verbal field instructions must be documented same day in Procore.
-Project Closeout and Turnover
• Lead field closeout operations including punch list execution, final inspections, certificate of occupancy coordination, systems commissioning, and site demobilization; deliver a defect-free product at turnover.
• Support the PM in the formal owner turnover process; participate in warranty walk-throughs during the first 90 days post-turnover and respond to field warranty items within the timeframes established by RCCS standards.

Required Skills & Qualifications
• Minimum 5 years of experience as a Superintendent on commercial construction projects; multifamily, townhome, built-to-rent, or podium construction experience strongly preferred.
• Demonstrated ability to manage multiple subcontractors simultaneously on projects of $5M or greater in total construction value.
• Proficiency in Procore for daily reporting, punch lists, RFI management, photo documentation, and inspection tracking; commitment to keeping all field records current.
• Ability to read and build from full construction documents including architectural, structural, civil, MEP, and specification sections with confidence.
• Working knowledge of MS Project look-ahead scheduling; ability to collaborate with the PM on schedule updates and communicate production status accurately.
• OSHA 30 certification required or must be obtained within 90 days of hire; First Aid/CPR certification preferred.

• Escalate unresolved compliance failures, repeated process violations, or items posing material legal or financial risk to the President and SVP only after direct resolution efforts with the PM and Director of Construction have been exhausted.
Payment Application Compliance
• Review all RCCS owner pay applications and supporting subcontractor and vendor billings for required backup, lien waivers, conditional and unconditional releases, stored material documentation, insurance compliance, and approval readiness before submission or processing.
• Maintain a billing calendar for each project; coordinate internal cutoff dates with PMs and Project Accounting to ensure on-time, compliant submissions with no missing documentation at time of billing.
Change Order and Notice Management
• Review change order tracking on all active projects; confirm that each PCO and CO carries required notices, pricing backup, schedule impact analysis, approval routing, and executed documentation before work proceeds or payment is released.
• Ensure all required contract notices — including owner-directed change notices, delay notices, and claim reservation letters — are issued within contractually mandated timeframes; track all notice obligations by project in a centralized log.
• Direct PMs to resolve aging or unsupported change items before the next billing cycle; any item unresolved after two consecutive cycles is flagged for executive review with a recommended resolution strategy.
Submittals, RFIs, and Document Control
• Monitor submittal and RFI logs across all projects for compliance, routing status, response timeliness, aging items, and documentation completeness; direct PMs to resolve overdue or non-compliant items before they affect procurement or field release.
• Confirm that all project records — contracts, correspondence, meeting minutes, RFIs, submittals, change orders, and daily reports — are organized, current, and maintained exclusively within approved RCCS systems (Procore, Sage, SharePoint) with no shadow filing.
Insurance, Vendor Compliance, and Onboarding
• Track and maintain current certificates of insurance, required endorsements, contractor licenses, vendor onboarding documents, and compliance records for all active subcontractors and vendors across the portfolio.
• Block vendor onboarding approval, subcontract release, payment processing, and project participation for any party with incomplete, expired, or non-conforming compliance documentation; notify the PM and Procurement of the deficiency and required cure before the block is lifted.
Weekly Executive Reporting
• Produce and deliver a weekly compliance report to the President and SVP covering: open compliance issues by project, aging items exceeding resolution deadlines, repeated process failures, insurance or vendor blocks in effect, and any items posing unresolved legal or financial risk.
• Reports must distinguish between items in active resolution with the PM and items requiring executive intervention; each escalated item must include a recommended action and ownership assignment.
Closeout and Warranty Administration
• Track closeout compliance from project midpoint forward; confirm that warranties, O&M manuals, as-built records, final lien releases, testing records, training documentation, and turnover packages are complete before final payment, owner turnover, or archive.
• Coordinate with the PM and Warranty Manager on post-turnover warranty follow-up; confirm that subcontractor warranty obligations are documented, executable, and enforceable.

Required Skills & Qualifications
• Bachelor’s degree in Construction Management, Business, Legal Studies, or a related field preferred. Equivalent construction industry experience with demonstrated contract administration expertise may be considered in lieu of a degree.
• Minimum 5 years of experience in construction contract administration, project compliance, construction finance support, or closely related construction operations roles.
• Strong working knowledge of AIA contract structures, GMP and CM at Risk delivery methods, subcontract administration, lien law, and statutory notice requirements in North Carolina and South Carolina.
• Demonstrated proficiency in Procore, Sage 300 CRE, and Microsoft Office (Excel, Word, Outlook); working knowledge of SharePoint for document control. Experience with DocuSign or equivalent contract routing platforms preferred.
• Ability to read, interpret, and apply contract terms, notice provisions, insurance requirements, scope obligations, and payment conditions across multiple simultaneous projects.
• Experience in multifamily, townhome, or built-to-rent commercial construction strongly preferred; familiarity with RCCS project types and delivery methods is a significant advantage.

• Change orders are identified, priced, noticed, and executed before work proceeds — verbal scope changes do not advance without written authorization.
• Pay applications are submitted on time, complete, and clean — no missing lien waivers, no unsigned releases, no billing disputes carried forward without a documented resolution path.
• Compliance deficiencies are resolved at the project level through direct engagement with the PM; executive escalation is the exception, not the routine.
• The weekly compliance report gives leadership an accurate, current view of open issues, aging items, and risk exposure across the full portfolio — with no surprises.
• Subcontractor and vendor compliance records are current across all active projects; no party is onboarded, paid, or mobilized with incomplete or expired documentation.
• Closeout packages are complete and delivered on schedule; warranties are documented, transferable, and enforceable before final payment is released.
• PMs and project teams treat the Contract Administration function as a resource that makes their projects stronger — not a bureaucratic checkpoint.

Schedule
