    Position Overview:

    Rackner is seeking a Cybersecurity Program Manager to support AFWERX, the innovation arm of the Department of the Air Force. The primary purpose of this position is to serve as the Scientific and Technical Information (STINFO) Program Manager, to manage and control the acquisition flow and use production and distribution of scientific and technical information generated by the organization or government contractor activities. The Program Manager will establish local policy and procedures and implement and monitor compliance with headquarters policy and procedures. Advise on the program's issues and partner with headquarters program management leaders. The Program Manager will serve as a technical expert for all facets of the related program and determine final products.

    Responsibilities:

    • Oversee the scope, efficiency, and effectiveness of collecting, processing, disseminating, and applying scientific and technological information
    • Participates and contributes to the drafting of DoD, USAF, command or directorate regulations and standards
    • Establishes, improves, and ensures compliance with policy and procedures
    • Research and compiles statistics and data from identification of program
      discrepancies and trends
    • Develops alternative solutions to resolve issues and advises higher management of
      situations and issues of broader application requiring specific attention
    • Develops and writes local program policy
    • Evaluates and audits STINFO management practices on a regular basis to identify and resolve problems and issues
    • Enhance program acceptance and foster an understanding of program requirements and responsibilities by developing and providing training for management, staff and all STINFO creators, through personal, web-based or written instruction

    Qualifications:

    • Bachelor's degree and/or relevant experience as a Program Manager
    • Experience with STINFO/Program Management
    • Active Secret Clearance
    • Strong organizational skills with the ability to manage multiple tasks and priorities
    • Excellent communication and interpersonal skills
    • Ability to think critically, make decisions, and detail oriented

    About this Role / Program:

    • Rackner is seeking a Private Capital Project Specialist to join our team to support the AFWERX Technical Operations Branch.
    • AFWERX is the innovation arm of the Department of the Air Force (DAF) and accelerates agile and affordable capability transitions by teaming innovative technology developers with Airman and Guardian talent.
    • AFWERX supports both internal and external (federal and industry partners) users across multiple CONUS locations through client hardware support (NIPR, DREN) and cloud-based (e.g. IaaS, PaaS, SaaS) applications.
    • Additionally, the AFWERX Technical Operations Branch provides Risk Management Framework (RMF) and cybersecurity support to the different AFWERX divisions (i.e. AFVentures, Spark, Prime), including Flight Test Program Management (FTPM) support to both manned and unmanned flight tests.
    • The ideal candidate will have the knowledge and ability to perform tasks related to the technical/professional discipline they are performing.

    Requirements:

    • Bachelor's degree in a related field
    • 6+ years; Project management experience
    • Possess strong project management skills and experience, and experience with conducting quantitative analysis in support of strategy development and operational performance
    • DAWIA certification or equivalent desired

    Overview:

    The objective of this JCC2 program is to provide the DoD, through Air Force Life Cycle Management HNC (AFLCMC/HNC), technical and expert level support to the Joint Staff, Combatant Commands and the Services. This effort will provide the Joint Force with JCC2 Training and Field Application Engineering to integrate and optimize the range of current and future JCC2 applications across the Department of Defense (DoD).

    Position Overview:

    Rackner is seeking a program manager that will provide and maintain comprehensive, pro-active, integrated program management that focuses on meeting or exceeding government requirements and ensures compliance with all mandatory, statutory, and regulatory requirements. Candidate will provide management, supervision, personnel, and technical and logistical support functions in support of the JCC2 program and product technical responsibilities. The candidate will perform administrative, technical, and financial management function during the course of this effort and shall maintain a status of their effort towards achieving the objectives, including all technical activities and efforts, problems/deficiencies, impacts, and recommended solutions.

    Responsibilities:

    • Represents JCC2 PMO in all local stakeholder engagements and is primary point of contact to JCC2 program office for communications with supported units and lead for assigned JCC2 projects.
    • Responsible for the operational planning, establishment, execution, and evaluation of a multifaceted program/project. Responsible for fiscal, operational, administrative, and human resources management of the program; serves as principal point of representation for JCC2 PMO and liaison with external constituencies on operational matters and provides day-to- day professional guidance and leadership as appropriate to the area of expertise.
    • Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis.
    • Ensures adherence to JCC2 PMO directives and quality standards and reviews project deliverables.
    • Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Recommends and takes action to direct the analysis and solutions of problems

    Required Qualifications

    • Project Management experience or equivalent field Scaled Agile Framework (SAFe) Agile Certification
    • Broad understanding of operational cyber landscapes
    • Practical experience using JIRA and Confluence for project management
    • At least 10 years of overall experience in the functional area.
    • A bachelor's degree in related field required.
    • Master's degree may substitute for 2 years of experience.
    • Five years of relevant experience, experience leading complex DevSecOps programs with an emphasis on cloud, cyber and platform technologies.
    • Three years' experience managing teams and projects using agile, and/or spiral development models.

    Desired Qualifications:

    • Certified Information Systems Security
    • Professional (CISSP) Certification
    • Programming and query language experience
    • Strong project management skills with experience in DevOps and/or SAFe/Agile
    • Atlassian Collaboration tools
    • AWS SysOps Administrator certification
    • Red Hat certification
    • Government or military cyber experience
