The Talent Management Specialist supports VO-wide personnel-related efforts under the general guidance of VO/DO and the Contract Program Manager. The TMS will perform a wide range of activities supporting VO/DO's staffing and personnel responsibilities, for all VO staff, including foreign service, civil service, contract, intern, Presidential Management Follows, and other individuals serving in special staffing programs. Level/Salary Range $100K - $130K HR Contact Subrina Miles Job Category Exempt Security Clearance Required Top Secret (may require SCI) Position Type Full-time Duties/Requirements/Qualifications Qualifications: Demonstrated experience in Federal Government human resource and staffing issues including Civil Service and Foreign Service staffing, intern, Presential Management Fellows, and other special staffing programs Ability to prepare management, business, technical, and personnel reports, reviews and documents for internal and external use Excellent oral and written communication skills, including the ability to draft written and verbal communications for use by others Ability to interpret and apply legal and regulatory material Preferred: Experience with USG direct hire hiring processes Experience with office structures and reorganizations Anticipated Duties/Tasks: The TMS will work closely with the VO/DO Deputy Director for Resource Management and the VO Special Projects Officer and will liaise with numerous internal and external offices in support of VO's overall staffing and personnel management operations. The TMS will serve as a subject matter expert on VO's staffing rosters and serve as a liaison between State Department HR offices and VO offices. The TMS shall perform, but not limited to: Liaise with the Office of the Executive Director (CA/EX) and Bureau of Global Talent Management (GTM) on all position classifications to ensure they are completed accurately and timely; Liaise with CA/EX/HRD and GTM on all vacancy announcements to ensure they are completed accurately and timely; Educate VO managers on the position classification and vacancy announcement process and liaise with HR offices to ensure VO managers receiving timely service and understand any steps of the hiring process they need to complete; Work with VO offices to initiate first drafts of position descriptions and update position descriptions when needed; Work with VO offices to review and edit draft vacancy announcements, as needed; Manage onboarding of all VO staff, including drafting the onboarding policy and materials, working with designated VO office points of contact for onboarding individual FS and CS staff, as well as coordinating the PMs and DPMs of all VO contracts to onboard contract staff; Work with the PSS Deputy Program Manager to ensure all requested training is obtained/provided and ensure both Department-provided and contractor-providing suit VO needs; Initiate and support VO Diversity, Equity, Inclusion, and Access (DEIA), initiatives; Prepare and transmit, as directed, Office-wide communiques on various topics of interest to all VO staff, including Foreign Service, Civil Service, Contract and intern staff.; Working closely with the Deputy Director for Resource Management and Special Projects officer, draft VO personnel policies, such as but not limited to, VO's telework policy; Track all direct hire staffing with CA/EX; Research USG hiring and staffing solutions and advise on options for VO staffing, both for individual positions and office or branch-wide office structures; Liaise with the PSS PM and DPM to track PSS staffing; Support VO strategic staffing efforts, including Full Time Equivalents (FTE) requests; Draft, compile and edit reports and documents for direct hire review; Support VO hiring of interns, PMF, and other special staffing programs; Liaise with CA/EX/HRD on general staffing and personnel issues; Analyze VO hiring successes and challenges, develop findings and make recommendations. Plan and conduct studies to detect trends or weak areas to make recommendations for necessary changes; Assist with out-processing and retirement processes; and Other duties as assigned. The Deputy Program Manager (DPM) shall support VO under the general guidance of VO/DO and the Contract Program Manager. The DPM will serve as acting Program Manager in the absence of the PM. The DPM will perform a wide range of activities involved in carrying out VO/DO's responsibilities. You must have an active Top-Secret security clearance. Anticipated Duties/Tasks: The DPM supports the training of all employees of the Visa Office, including civil service, foreign service, contract (including on contracts other than this contract), and other personnel. The DPM will also be VO's subject matter expert for both direct hire and contractor telework policies and best practices. The DPM's duties shall include, but not be limited to, the following: Coordinate and present training to DOS personnel and contractor staff and maintain and make available all training materials; Maintain a current collection of internal and external training resources. Prepare training reports and individual training records; Coordinate, reserve, and evaluate external training programs and/or conferences; Conduct training needs assessments and respond to training requests identified by managers. Determine staff skill levels and training needs using various methods which may include but are not limited to: review of quality assurance data, needs assessment surveys, participant course evaluations, employee feedback, and management feedback; Develop a mechanism to track employee training needs by individuals. Prepare and create audio visual materials, manuals, handbooks, job aids, and other training materials as needed; Identify and organize speakers or presenters from within and outside of VO, as necessary. Analyze participation response, develop findings, and make recommendations; Coordinate and develop training packages; Provide updates and refresher training as program, regulatory or policy changes are implemented; In coordination with VO/DO, respond to requests for VO subject matter expert speakers for courses at the Foreign Service Institute or other locations; Consult with CA/EX/HRD on training as necessary or when required by VO/DO; Onboard all PSS contract staff into VO in a smooth and orderly process; Assist with new hire orientation and onboarding for Government and other contract employees; Provide training and best practices for telework to both direct hire and contract managers and employees; Coordinate telework agreements, remote systems access, and other administrative tasks that support telework for direct hire and contract staff; and Draft, edit, and clear all products in appropriate formats to include but not limited to documents, regulations, briefing papers, and correspondence.
