Purpose:
To provide technical assistance and project management related to the operation, modernization, and repair of PHA owned facilities and sites. Monitors compliance with applicable city, state and federal rules and regulations. Oversees all phases of construction including planning, bid preparation, contract award, construction and warranty for property owned by the Providence Housing Authority
Essential Tasks of the Position:
Provides technical assistance and coordinates the activities of contractors, architects, engineers, consultants and PHA staff related to the maintenance and modernization of PHA facilities with specific emphasis on major building systems
Provides technical assistance and coordinates modernization activities related to major systems including but not limited to: elevators, generators, fire alarms, sprinklers, fire pumps, card access, building security, video surveillance, HVAC and Life SafetyPrepares bid documents and specifications and administers the bid process for the modernization and repair of Authority-owned buildings and groundsInspects construction work to insure compliance with plans and specificationsProvides cost estimates as needed using published estimating guidesPrepares change orders and contract amendmentsReviews and approves invoices for payment from contractors, suppliers and consultantsReviews, evaluates and determines adequacy of shop drawings, samples, certificates of compliance, laboratory analyses, paint certifications and other submittals and dataEvaluates technical data pertaining to materials, equipment, proposals for changes in work or materials or for modifications or methods of installation submitted by contractorsPerforms final inspection and approves final acceptance of contract workPrepares, monitors and coordinates design consultant and construction contractsCollects data and acts as liaison on designated projects with utility providers including but not limited to the Providence Water Supply Board, Narragansett Electric and New England Gas CompanyAttends meetings as neededReviews zoning and planning documents related to proposed activities at or near PHA owned facilitiesMonitors compliance of construction with local building codes and zoning ordinancesInspects construction projects and attends meetings at construction sitesProvides input for the Monthly Management ReportSecondary Tasks of the Position:

Education Level
Four-year college degree from an accredited college or university with a major in Engineering, Building Science or Construction Technology. Related experience may substitute for up to two years of education at a ratio of 3 years’ experience for 1 year of education.

They engage in community building efforts to improve the safety of the neighborhoods that they serve, and to help residents come together to advocate for their housing rights.

The Community Health Worker supports the PHA residents by addressing the social and health care needs of the PHA residents; connecting residents to primary care, behavioral health, and other resources either within the PHA organization or within the community.

Purpose:
Responsible for maintaining a safe and secure environment for residents and employees by patrolling and monitoring buildings and parking areas to detect any suspicious activity and respond accordingly to ensure the safety and security of property, residents and personnel.

Lobby Security
The security guard assigned to monitor the entrance of a high-rise building will be responsible for the following:
Monitor and control access at building entrances permitting only residents or their guests in the building.Require all guests to sign in and out of the building when visiting friends or relatives.Prevent loitering in the lobby area.Maintain order.Guard against theft.Inspect entrance doors to ensure locks are in place and working.Respond to alarms and calls of distress.Report disturbances to the Providence Police through the PHA’s dispatcher via mobile radio.Secondary Tasks of the Position:
Patrol and Inspection
Security guards are required to periodically leave their stationary posts in the lobby to perform other inspections such as:
Patrol the development’s parking areas and tagging unauthorized vehicles.Inspect the development’s community room for disturbances.Check emergency exits to ensure they are secured.Spot check hallways and stairwells for any unusual activity.Inspect laundry room for any unusual activity.Report any inoperable lights.Reporting Requirements

Security Report
This report is to be completed for each shift by the security guard. It highlights/summarizes any problems encountered during the shift and is the form which should be used to inform the PHA of any unusual activity. The security guard is required to call security work orders in to dispatch.Security LogThe security log is a report divided into 15 minute increments which is to be used by the security guard to document his / her patrolling, door checks, disturbances, etc., for the eveningSign In Log
