About the Engagement
Promesa Consulting Group, Inc. (Promesa) is seeking a Senior / Emergent Instructional Analyst/Developer in a flexible, emergent capacity. While companion specialists on this engagement are aligned to specific operations and engineering training pipelines, this role is designed for an experienced nuclear training professional who can move fluidly across the full spectrum of SAT-based training work — responding to priorities as they are identified and directed by H2C Training Management across the 18-month performance period.
The focus of this assignment is the assessment of existing systems training gaps and the development of systems trainingfor engineering staff assigned to operational facilities — specifically the Tank Side Cesium Removal (TSCR) system, the Effluent Treatment Facility (ETF), and the Evaporator. These are complex, highly regulated nuclear processing facilities. Understanding how systems training is structured for engineering personnel in a DOE nuclear environment — and the technical documentation (system descriptions, P&IDs, design basis documents) from which it must be derived — is essential.
The right candidate is versatile, self-directed, and technically credible across multiple training development disciplines. You are as comfortable running a structured job/task analysis as you are developing a qualification standard, analyzing a procedure change for training implications, or building out an emergent course from scratch. What You Will Do
The mix of assignments will be determined and adjusted by Training Management throughout the period of performance. You may be called upon to support any or all of the following:
Job and task analysis: Perform or support positional analyses, DIF surveys, and task-level analysis for H2C workforce populations not assigned to the dedicated operations or engineering specialistsProcedural analysis: Analyze technical procedures, work instructions, and administrative controls to determine training requirements and develop associated training productsTraining gap analysis: Assess existing training programs against current job requirements, regulatory changes, or organizational shifts; document findings and develop recommendationsContent development: Develop or revise classroom, CBT, or OJT training content aligned to analysis outputs, including objectives, instructional materials, and learner assessmentsQualification standards: Support development or revision of position-specific qualification standards, job performance measures (JPMs), or structured OJT guidesEmergent response: Address time-sensitive training development needs identified by H2C Training Management that fall outside the primary task areas held by the Operations and Engineering specialistsMonthly status reporting: Maintain and update the provided assignment tracking spreadsheet on a monthly basisRequired Qualifications
Education: Bachelor's degree in Education, Instructional Design, or a technical discipline preferred. An equivalent combination of education and documented nuclear training development experience will be consideredExperience:Minimum 5 years of experience as an instructional analyst and/or developer within the nuclear industryDemonstrated breadth across multiple phases and types of SAT/ADDIE-based work — analysis, design, and development — spanning more than one workforce population or subject areaProven ability to work independently with minimal direction, manage a shifting assignment load, and deliver quality products on scheduleStrong written communication skills; ability to produce clear, technically accurate training products from complex source materialExperience coordinating directly with subject matter experts (SMEs) across diverse technical disciplines to validate training content accuracyDesired Qualifications
Minimum 5 years in a nuclear operations or high-hazard industrial setting with cross-functional exposure — operations, maintenance, engineering support, or similarFamiliarity with DOE training program standards, including 10 CFR 851, DOE-STD-1074, and applicable DOE Orders governing qualification programsExperience with procedure-based training development or supporting training implications reviews for procedure change packages in a nuclear environmentExperience supporting training program assessments or audits in a DOE or NRC-regulated environmentProficiency with CBT authoring tools used in the nuclear industry (e.g., Articulate Storyline, Lectora, or equivalent)Work Location, Schedule & Site Requirements

What You Will Do
Conduct a structured needs assessment of existing systems training for engineering staff, identifying gaps relative to current facility configurations, procedures, and regulatory requirementsDevelop classroom-based and/or computer-based systems training for engineering personnel assigned to TSCR, ETF, the Evaporator, and other H2C facilities as directedApply the ADDIE model through Analysis, Design, and Development phases for all systems training productsDevelop training content grounded in system descriptions, P&IDs, process flow diagrams, technical specifications, and applicable engineering proceduresWrite learning objectives and design knowledge assessments appropriate to the technical complexity of the subject matter and the engineering audienceCoordinate directly with engineering subject matter experts (SMEs) and Training Management to validate technical accuracyRevise existing systems training as required to reflect design changes, procedure revisions, or new regulatory requirementsMaintain a monthly status tracking spreadsheet and attend project review meetings as required
Required Qualifications
Education: Bachelor's degree in Engineering, a technical discipline, Education, or Instructional Design preferred. An equivalent combination of education and documented systems training development experience in a nuclear environment will be consideredExperience:Minimum 5 years of experience as an instructional analyst and/or developer within the nuclear industryDemonstrated application of the ADDIE model or comparable SAT methodology specifically to systems training developmentProven experience developing systems training for engineering staff or technical support personnel in a nuclear environmentAbility to interpret engineering design documents, system descriptions, P&IDs, and technical specifications to build accurate training productsExperience designing assessments aligned to technical learning objectives for an engineering-level audienceDesired Qualifications
Minimum 5 years of direct experience in a nuclear operations or high-hazard industrial environment with specific exposure to engineering systems and facility operations — radioactive waste treatment, chemical processing, liquid effluent treatment, or similarDirect experience developing systems training for facilities comparable to TSCR, ETF, or the Evaporator is a highly significant differentiatorHanford Site experience with H2C, WRPS, or a predecessor contractor is strongly preferredFamiliarity with DOE nuclear safety basis documents, Technical Safety Requirements (TSRs), and their relationship to training program designProficiency with CBT authoring tools used in the nuclear industry (e.g., Articulate Storyline, Lectora, or equivalent)

Conduct Difficulty-Importance-Frequency (DIF) surveys to determine whether individual job tasks require formal trainingFor tasks meeting the training threshold, identify and document the knowledge, skills, and abilities (KSAs) required for safe, proficient task performanceDesign clear, measurable knowledge and skill-based learning objectives tied directly to operational task requirements and performance standardsDevelop training content for the appropriate delivery medium — instructor-led classroom, computer-based training (CBT), or structured on-the-job training (OJT)Design written knowledge examinations and/or performance-based assessments (on-the-job evaluations/OJEs) to verify learning outcomesRevise existing training materials to reflect current procedures, regulatory updates, or operational changesMaintain a provided monthly status tracking spreadsheet documenting assignment progress and completionParticipate in project review meetings at the primary work location and occasionally at other facilities or Hanford 200E/200W areasRequired Qualifications
