DISTINGUISHING FEATURES OF THE CLASS: This position involves the planning, application, coordination and administration of health benefit programs for both employees and retirees of the school districts. The incumbent functions as a liaison between the school districts and insurance carriers. Work is performed under the supervision of a higher-level administrator. Supervision is not a regular function of this position.
TYPICAL WORK ACTIVITIES:

1. Enrolls new employees for insurance benefits including, but not limited to, health, dental, and life;
2. Coordinates all benefit activities pertaining to employee records, plan maintenance and fiscal records;
3. Coordinates all benefit activities pertaining to employee records, plan maintenance and fiscal records;
4. Utilizes program and contractual eligibility guidelines to establish and maintain proper enrollment and termination dates of insurances for employees and retirees;
5. Advises enrollees of COBRA benefits and costs, and maintains records of COBRA enrollments and payments;
6. Calculates reimbursement of Medicare payments;
7. Provides insurance deduction information for payroll and tracks Flexible Spending Account enrollment and payments;
8. Receives and records all accident and injury reports; processes all claims with Worker’s Compensation Board;
9. Reconciles unemployment claims, contests claims, and provides NYS Department of Labor with prior employment information;
10. Manages the annual open enrollment process for all employees;
11. Meets with employees and retirees who have questions about benefits, and with third-party vendors for benefits administration;
12. Maintains employee discount program through relationships with the business and higher education community;
13. Maintains complex spreadsheets, issues communications about benefits, and prepares annual benefits budget.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: ● Good knowledge of all federal, state and local laws, regulations and contractual agreements pertaining to benefits administration; ● Knowledge of laws, rules and regulations pertaining to insurance, such as General Municipal Insurance Law, Worker's Compensation Law and business law; ● Knowledge of accounting principles and practices; ● Skill to determine advantages and disadvantages of all types of insurance coverage including self-insurance; ● Ability to analyze insurance needs based upon past claims and projected future claims; ● Ability to read and interpret insurance policies; ● Ability to work effectively with a wide variety of people; ● Ability to communicate effectively, both orally and in writing; ● Ability to follow oral and written directions; ● Personal characteristics necessary to perform the duties of the position; ● Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS:
EITHER: (A) Bachelors degree in Business Administration, Public Administration, Human Resources, Accounting, Finance or a related field AND one (1) year work experience in employee benefit administration; OR:
(B) Associates degree in Business Administration, Public Administration, Human Resources, Accounting, Finance or a related field AND three (3) years work experience in employee benefit administration; OR:
(C) An equivalent combination of the training and experience within the limits of (A) through (B) above.

This is a professional level work involving management of the student information systems in a school district. The incumbent of this position is responsible for the ongoing configuration, training and support services for end-users, management of data entry, ensuring data accuracy, coordination and support of integration with other district school information software, as well as management of all aspects of reporting and scheduling functions. Additionally, the incumbent serves as Chief Information Officer (CIO), with responsibility for analysis of data and development and improvement initiatives, related reports and statistics, and requirements. Work is performed under minimal supervision of school administrators, requiring the exercise of independent judgment in carrying out details of the work. Supervision may be provided to subordinate clerical and technical employees.

1. Manages all aspects of the implementation, utilization, and support of school/student information data system, and provides first level support;
2. Manages data collection from various school and community sources;
3. Organizes, systematizes, and integrates data, including necessary data preparation for analysis, district studies, state reports, etc.;
4. Oversees all school administration and student information software and database daily operations, implementation and use;
5. Manages user security, access and password generation, and troubleshoots related issues;
6. Identifies and provides training and first-line support for instructional and administrative staff with respect to school/student information databases, reporting requirements, and all other applicable functions; pans curriculum and staff development initiatives;
7. Ensures accurate production processes for report cards, progress reports and other system-generated communication to parents and community;
8. Monitors accuracy of data, statistics and reports, in compliance with all applicable data and records maintenance standards and requirements; responds to inquiries regarding statistical procedures, providing correspondence or reports as needed;
9. Collaborates with instructional and administrative staff to develop, customize and implement ongoing changes and improvement to school. Student information systems to meet school district needs and NYSED reporting requirements;
10. Directs or assists in data analysis and data system-related instructional improvement initiatives;
11. Support all school administration and student information software and database systems, and coordinates with IT department for maintenance, and upgrades;
12. Coordinates integration between all school/student data and information software and programs, and facilitates school/student information data team meetings and activities;
13. Assists with grants, applications, administration, special projects including testing and evaluating new system software;
14. Serves as a liaison to the NYS Regional Information Center (RIC), and attends all related RIC meetings; 15. Ensures districts compliance with any State Education Department data administration and reporting regulations, procedures, deadlines, including but not limited to VADIR and BEDS reporting;
16. Evaluates and recommends necessary upgrades and technological acquisitions related to school district data, information and communication systems on an ongoing basis.

MINIMUM QUALIFICATIONS: (A) Graduation from high school or possession of a high school equivalency diploma and: EITHER: Associate’s degree in Business, Finance, Accounting, or Bookkeeping; OR: OR: OR: (B) (C) (D) Associate’s degree and one (1) year of full time paid work experience maintaining financial accounts and records, which involved the maintenance of payroll records; Three (3) years of full time paid work experience maintaining financial accounts and records, one (1) year of which involved the maintenance of payroll records; An equivalent combination of education, training and experience as defined by the limits of (A) through (C) above.
NOTE: Qualifying work experience in the maintenance of payroll records includes activities related to processing payroll, deductions, garnishments, retirement calculations and related activities. Experience in tallying hours and data entry will NOT be considered as qualifying experience.
NOTE: Only education gained at a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees is acceptable for purposes of qualification.

DISTINGUISHING FEATURES OF THE CLASS: This position is responsible for processing a periodic payroll for a large organization. It is located specifically in a financial department or unit charged with this responsibility. The incumbent enters and verifies payroll related information according to strict time frames, runs a number of reports to check the overall payroll, then produces and distributes pay checks. The incumbent is also responsible for completing reports and distributing payments to other agencies, including banks, retirement systems, and the state and federal government. This position differs from other positions located in various departments and units that process payroll information in that the Payroll Clerk is responsible for the entire payroll process through the distribution of funds to employees, banks and tax revenue agencies. The work is performed under specific legal requirements and operational guidelines, but requires detailed attention to information and the investigation and correction of payroll related errors or omissions. The position generally does not supervise other employees, but may direct the work of aides, interns, temporary employees and other lower level employees.

3. Prepares periodic payments for outside agencies including payments to annuities, retirement systems, banks for direct deposit, disability insurance companies, Workers Compensation, Social Security, Medicare and federal and state tax agencies;
4. Completes forms and answers inquiries from financial institutions concerning employment, income and deductions;
5. Enrolls employees into proper retirement system;
6. Reviews and confirms salary changes resulting from increments, longevities and changes in title or salary grade;
7. Interacts with personnel from other departments and units to clarify payroll issues and resolve payroll problems;
8. Performs a variety of clerical support work based on unit needs including photocopying, faxing and similar activities.

This is a very responsible position in a school district involving the delivery of preventive services to students and their families upon referral or by judicial determination of the necessity for such services. This class provides case management services on a voluntary basis to families where problems in the home are seen as causing problems with a child’s school performance. The major thrust centers around preventive services for youngsters in need of intervention due to conditions such as neglect and/or abuse, emotional and/or behavioral problems, and for youngsters in danger of becoming involved with the juvenile justice system. Services offered include, but are not limited to, advising on and recommending the use of available community resources to address specific problems, arranging for or transporting parents or caretakers to the initial contact with the community resource or assisting agency; financial management services, day care, family counseling, and twenty-four hour access to emergency services. General supervision is received from higher-level administrative staff. Travel in the course of a workday may be required. Evening work and other than normal work hours can be expected in this position. 8. Works collaboratively with school district administrators, guidance counselors, social workers, psychologists, and teachers as well as Social Services staff in carrying out the service plan;

11. May prepare affidavits and petitions and appears in court on behalf of agency and/or school district; 12. May be required to respond to telephone requests after working hours;
