    Portland Community Reinvestment Initiatives, Inc. is a non-profit community development corporation with a mission “to preserve, expand and manage affordable housing in the City of Portland and provide access to and advocacy for services to our residents”. With over 800 units of affordable housing, PCRI’s unique mix of single-family homes, small multi-plexes and community apartments represents one of the last stable opportunities for low-income households to remain in their vibrant Portland neighborhoods. These homes and apartments are woven into the fabric of their neighborhoods and are a model for eliminating concentrations of poverty.

    To accomplish PCRI’s goal of addressing involuntary displacement, PCRI established a displacement mitigation initiative, Pathway 1000, with the sole purpose and intent of slowing and reversing the involuntary displacement of long-term residents previously forced to move from N/NE Portland, and current residents at risk of displacement. Through the Pathway 1000 initiative, PCRI aims to build and create at least 1,000 homes in the next 10 years, many of which will be available to purchase. The homes will be located throughout the city of Portland, with the primary focus on the N/NE Portland neighborhoods where displaced families previously resided.

    Position Summary

    Portland Community Reinvestment Initiatives (PCRI) is seeking a mission-driven, highly organized Temporary Administrative Assistant to support daily operations across the organization. This entry-level role is ideal for someone detail-oriented, responsive, and eager to learn. The associate will provide administrative and HR support, assist with vendor coordination, manage records, and serve as a professional first point of contact for callers and visitors. This position plays an important role in ensuring smooth internal operations so our team can effectively serve our community and advance our mission.

    ESSENTIAL FUNCTIONS:

    Front Desk & Customer Support

    Answer and direct incoming phone calls and emails in a professional and courteous manner.Respond to general inquiries from clients, vendors, and community members.Provide basic information or direct incoming communications appropriately, document and relay messages accurately and promptly and accurately enter and update data in internal databases and spreadsheets.Administrative & Leadership Support

    Screen and prioritize incoming emailsDraft and respond to emails on behalf of the executive from verbal instructionsPrepare internal and external communications for review Handle confidential correspondenceAbility to maintain confidentiality and handle sensitive information professionallyHuman Resources Support

    Support onboarding of new employees and volunteers, including preparing and tracking paperwork.Maintain employee and volunteer records in compliance with organizational policies.Maintain accurate personnel data and support basic HR reporting. 
    EDUCATION AND/OR EXPERIENCE:

    ·         High School Diploma/ or associate’s degree in business administration, Human Resources, Nonprofit Management, or related field.

    ·         1–2 years of administrative, HR, office support, or customer service experience.

    QUALIFICATIONS:

    ·         Strong computer skills (Microsoft Office and/or Google Workspace).

    ·         Comfortable handling phone communication and interacting with external stakeholders.

    ·         Excellent attention to detail and organizational skills.

    ·         Strong written and verbal communication abilities.

    ·         Ability to maintain confidentiality and handle sensitive information professionally.

    ·         Demonstrated interest in nonprofit or mission-driven work.

    Position Summary:


    This position is ideal for someone who takes pride in detailed outdoor work and enjoys contributing to vibrant, welcoming community spaces. The Landscaping/Maintenance Technician maintains outdoor spaces by mowing, trimming, planting, weeding, and mulching using hand and power tools to care for lawns, shrubs and flowerbeds. This role will provide landscaping and ground maintenance for the single-family homes, multifamily homes, and residential buildings as designated by the manager. Maintain and ensure that grounds are free from safety hazards, and neat in appearance at all times.

    Essential Functions:


    Lawn Care: Mowing, edging, watering, fertilizing, aerating and raking. Mow and edge grass at the correct height, trim around all obstacles, aerate and thatch, check and treat with chemicals for insects, disease and moss.Plant Care: Planting, pruning, trimming hedges/shrubs, mulching beds and removing dead plants. Assess and maintain health, including identifying and treating insects and diseases.Pest & Weed Control: Mix/apply fertilizers and weed/pest control agents in a safe and timely fashion as directed and/or approved. Installation: Planting new vegetation, installing irrigation, lights, patios, walkways or fencing.Seasonal Work: Snow or ice removal, leaf removal, preparation of units for winter conditions. Advise manager and/or Leadsperson of necessary maintenance and/or repairs to sidewalks, drain covers, parking areas, light posts, signs, etc.Site Maintenance: Cleaning and removing debris, trash and snow, maintaining equipment and structures.Operations: Driving to sites loading/unloading tools and adhering to safety protocols. Order supplies/materials needed to perform work.     COMPENSATION / BENEFITS: 


    Salary is commensurate with qualifications and experience. PCRI provides a generous benefits package that includes 10 days of paid Vacation after the completion of one year of employment that increases over time to 20 paid days. In addition to paid vacation, PCRI’s annual benefits package includes 9 days of paid Sick Leave and 3 days of paid Personal Time Off, 11 paid holidays, employer paid health coverage (medical, dental, vision) that requires a contribution for employee if dependents added to plan, Long Term Disability Insurance, 403(B) employer match contribution of up to 3% of employee’s annual salary. Voluntary benefits include: Life Insurance, Short Term Disability insurance, critical and accidental insurance. 

    Compensation Range:  $20-$24/hr

     The Leasing - Waiting List Coordinator is responsible for the administration, maintenance, and integrity of housing waiting lists for affordable housing communities and housing assistance programs. This position ensures compliance with HUD, Fair Housing, LIHTC, and agency regulations while providing exceptional customer service to applicants seeking housing opportunities. The Leasing - Waiting List Coordinator manages applicant intake, eligibility screening, waiting list updates, data entry, correspondence, and reporting activities to support occupancy goals and regulatory compliance.

    As part of the Property Management Team, this role supports other job duties for the team, as: Certification and recertifications, Leasing and waiting list support and general resident support. 

    Essential Functions:
     Waiting List AdministrationManage and maintain housing waiting lists for multiple affordable housing properties and programs.     Portland Community Reinvestment Initiatives, Inc. is a non-profit community development corporation with a mission “to preserve, expand and manage affordable housing in the City of Portland and provide access to and advocacy for services to our residents”. With over 800 units of affordable housing, PCRI’s unique mix of single-family homes, small multi-plexes and community apartments represents one of the last stable opportunities for low-income households to remain in their vibrant Portland neighborhoods. These homes and apartments are woven into the fabric of their neighborhoods and are a model for eliminating concentrations of poverty. 

    To accomplish PCRI’s goal of addressing involuntary displacement, PCRI established a displacement mitigation initiative, Pathway 1000, with the sole purpose and intent of slowing and reversing the involuntary displacement of long term residents previously forced to move from N/NE Portland, and current residents at risk of displacement. Through the Pathway 1000 initiative, PCRI aims to build and create at least 1,000 homes in the next 10 years, many of which will be available to purchase. The homes will be located throughout the city of Portland, with the primary focus on the N/NE Portland neighborhoods where displaced families previously resided.
     
     POSITION Summary:
     The Recertification/Resident Coordinator is responsible for managing resident eligibility recertifications and coordinating unit inspections to ensure compliance with affordable housing regulations, company policies, and property standards. This position serves as a key liaison between residents, property management staff, compliance teams, and housing agencies. The Coordinator oversees annual and interim recertifications, conducts resident interviews, verifies income and household information, schedules and tracks unit inspections, and maintains accurate, audit-ready resident files. 

    As part of the Property Management Team, this role supports other job duties for the team, as: Certification and recertifications, Leasing and waiting list support and general resident support.

    Essential Functions: 


    Recertification & Compliance
    Manage annual, interim, and move-in certification processes for affordable housing residents. Notify residents of upcoming recertifications and required documentation deadlines. Conduct resident interviews to verify household composition, income, assets, and eligibility. Collect, review, and process third-party verifications and supporting documentation. Calculate household income, assets, rent, and utility allowances in accordance with HUD, LIHTC, HOME, and other program requirements. Ensure all recertifications are completed accurately and within required deadlines. Identify and resolve discrepancies in resident files and documentation.Comply with annual recertification communication – First, Second and Final Notices MonthlySchedule resident appointments to complete annual recertificationsUpdate all client management systems – Yardi, WCMS & Procorem where applicable. Review code and update rent payments in Yardi. Resident Relations & Agency Communication
    Serve as the primary point of contact regarding inspection-related questions and concerns. Inspect property on a regular basis in coordination with the Operations Team’s Property Inspector and report any repair or replacement needs. Drive and walk the properties to ensure positive curb appeal. Check to make sure the grounds and common areas are free from trash and debris.Educate residents on housing standards, lease compliance requirements, and inspection expectations. Communicate inspection results and corrective action requirements to residents. Provide referrals and support resources when inspection findings indicate residents may need assistance. Maintain positive and professional relationships with residents while promoting housing stability.Collaborate with PRCI Leadership, Compliance Managers, and Leasing staff to ensure occupancy and compliance goals are met. Coordinate access to units for inspections and repair work. Monitor completion of maintenance work orders resulting from inspection findings. Write Service Requests for maintenance repairs received from residents and/or others. Participate in property walk-throughs and quality assurance reviews.Assist with special projects, audits, and occupancy reporting as assigned. Education and/or Experience:
    High school diploma or GED required; college degree preferred in business administration, or related field.Minimum 2 years of administrative, housing, property management, customer service, or eligibility determination experience. Experience with affordable housing programs preferred. Experience working with HUD, Section 8, Public Housing, LIHTC, or subsidized housing programs preferred.Experience with various forms of housing to include single family, multi-family and apartment complexes.Prior experience using Yardi Property Management software.Experience working in a non-profit organization.Qualifications:

    Compensation / Benefits: 
    Salary is commensurate with qualifications and experience. PCRI provides a generous benefits package that includes 10 days of paid Vacation after the completion of one year of employment that increase over time to 20 paid days. In addition to paid vacation, PCRI’s annual benefits package includes 9 days of paid Sick Leave and 3 days of paid Personal Time Off, 10 paid holidays, employer-paid health coverage (medical, dental, vision) that requires a contribution for employee if dependents added to plan, Long Term Disability Insurance, 403(B) employer match contribution of up to 3% of employee's annual salary. Voluntary benefits include: Life Insurance, Short Term Disability insurance, critical and accidental insurance.

    Position Summary:
    The Portfolio Manager is responsible for ensuring that our property management operations comply with legal regulatory standards, procedures, and policies. Reviews tenant files for compliance and maintains PCRI’s policies and procedures in regard to Fair Housing, tenant selection, and regulatory procedures. Support Property Management and Assistant Property Management staff by providing direction and oversight of the recertification process, initial household eligibility determination and move-in file review, in accordance with funder compliance and PCRI policy. This position may also support compliance related tasks associated with the organization’s resident services programs.
     
    Essential Functions: 
    Under the general directions of the Director of Property Management Department, the Compliance Manager will ensure the organization operates in accordance with state and federal laws.Supports the Director of Property Management in coordinating/managing the legal process with Andor Law and tracking those timelines for those resident violations.Ensure timely Annual Recertification of tenant incomes in accordance with regulatory agreements.Manage and maintain assigned affordable housing portfolio including: tenant file reviews, audits, onsite file reviews, track and complete certifications, transmit property rental assistance into software programs, and input tenant certifications into Property Management Software.Work directly with our HUD intermediary HomeFree - USA to ensure program compliance and ability to meet program outputs and outcomes. Supports the Department Director and Property Management staff on compliance related tasks.
