    Parker Design Group of Richmond, Inc. is seeking an experienced Survey Party Chief to lead field crews on a wide range of land surveying projects. This is a primarily field-based role with the opportunity for meaningful involvement in office drafting and production, making it an ideal fit for a motivated professional who thrives in the field but also brings technical drafting capability to the table.

    Position Overview:

    The Party Chief will direct field survey crews, operate and maintain survey instrumentation, and ensure quality data collection across boundary, topographic, ALTA/NSPS, and construction staking assignments. This position is approximately 75% field operations and 25% office drafting support. Candidates with CAD/survey software experience will be given strong preference.

    Preferred Qualifications:

    5+ years of land surveying experience with at least 2 years in a crew lead or party chief roleProficiency operating total stations, GPS/GNSS equipment, and data collectorsExperience with survey drafting and processing software (Carlson, Civil 3D, Trimble Business Center, or similar)Strong working knowledge of boundary principles, legal descriptions, and plat reviewAbility to read and interpret construction plans and site documentsEffective communication and crew management skillsValid driver’s license with a clean driving recordSurvey licensure (RLS or LSIT) a plus but not required

    Primary Responsibilities (Field – ~75%):

    Lead and direct field survey crews on boundary, topographic, ALTA/NSPS, and construction staking projectsOperate and maintain total stations, GPS/GNSS equipment, and related instrumentationSet up and run control networks; verify and troubleshoot field data qualityCoordinate daily with project managers on schedule, scope, and field conditionsEnsure safe work practices and compliance with site-specific requirements

    Secondary Responsibilities (Office – ~25%):

    Draft survey plats, topographic maps, and related deliverables using CAD/survey softwareProcess and adjust field data; prepare calculations and project documentationAssist with deed research and boundary analysis under direction of the licensed surveyorSupport coordination with clients and subconsultants as needed Read Less

    Job DescriptionJob Description

    The Stormwater Inspector is responsible for conducting field inspections and ensuring compliance with the Virginia Erosion and Stormwater Management Act (VESMA), the Virginia Erosion and Stormwater Management Program (VESMP), and the Virginia Pollutant Discharge Elimination System (VPDES) Construction General Permit. The role ensures proper implementation of erosion and sediment control (ESC) practices, evaluates construction site compliance, supports enforcement actions, and provides technical guidance to local governments, contractors, and the public.

    Key Responsibilities

    · Conduct stormwater (SWM) and erosion & sediment control (ESC) inspections for active land‐disturbing activities, verifying compliance with the VPDES Construction General Permit requirements.

    · Review stormwater management plans, ESC plans, and construction record drawings.

    · Document inspection findings and prepare technical reports.

    · Maintain accurate records and use digital tools for data input, reporting, and communication.

    Qualifications:

    · Strong oral and written communication skills

    · Ability to work well individually with minimal supervision and be a supportive team member when needed

    · Competence in project management and computer applications (word processing, spreadsheets, databases).

    · Ability to maintain own schedule and meet deadlines

    · Valid driver’s license with a clean driving record

    · Pass Pre-Employment & Random Drug Prescreening

    Required Qualifications/Certifications

    ·· Solid understanding of federal and state stormwater, erosion & sediment control, and water quality laws and regulations, construction practices, Best Management Practices (BMP’s)

    · Ability to interpret engineering and construction plans and apply regulatory requirements.

    · Education or experience in engineering, environmental science, soils, hydrology, land development, or surveying.

    · Experience working with local governments, design engineers, consultants, or construction industry professionals.

    · Additional training in wetlands delineation, shoreline structures, riparian areas, or related environmental fields.

    Work Environment

    · Fieldwork in varying weather conditions and walking long distances in sometimes challenging terrain.

    · Office-based reporting and plan review, with possible hybrid/telework arrangements

    · Daily travel for inspections, training, and meetings.
