    General Purpose

    Provides senior leadership and strategic oversight for the multi-state vegetation management program spanning Oregon, Washington, California, Utah, Wyoming, and Idaho. This role is accountable for shaping and delivering program compliance with applicable vegetation policies, procedures, rules, and regulations. This position is responsible for internal and external financial reporting of the program as well as the coordination of vegetation activity in support of construction projects, maintenance activity and wildfire and storm response. This role serves as the subject matter expert overseeing all internal vegetation programs and is the external facing point of contact for commission staff, third parties and other interveners influencing policy and advocating for company positions.
    The managing director regularly participates on corporate senior management teams and committees establishing and implementing strategic business objectives, strategies, and plans that directly impact corporate risk management, wildfire mitigation, and system reliability objectives. This role is responsible for selecting, coaching, and developing employees and the management of employee salaries as well as implementing and supporting company programs and policies. Reports to the VP, Asset Management and Business Operations and typically supervises director-level employees.

    ResponsibilitiesProvide expert leadership and maintain comprehensive knowledge of federal, state and local rules and regulation applying to vegetation management.Develop and execute enterprise-wide strategies to meet all compliance, program and industry best practices for vegetation management.Establish and manage contract vegetation resources across all six states.Ensure environmental compliance and implement industry best practices for application of herbicides.
    Support regulation on rate recovery for vegetation management.Support regulation on compliance filings for vegetation management.Establish objectives, develop, and execute policy, direct and monitor resources, and recommend and oversee development or implementation of systems, programs, or processes; including expanding programs that reduce wildfire risk.Drive financial discipline by delivering vegetation management initiatives within $100+M budget through robust tracking and efficient delivery.Serve as the subject matter expert and a primary external facing representative for commission staff, third parties and other interveners; including providing testimony as required for general rate cases or other matters.Define critical priorities, establish timelines, and oversee teams, and outcomes necessary to produce project plans on schedule and within scope.Develop and implement long-term vegetation management strategies for transmission and distribution rights of way, ensuring alignment with corporate reliability and risk mitigation goals.Provide strategic direction and leadership to area foresters and work crews.Manage vegetation and/or forestry and electrical line clearance in service areas to prevent power outages.Manage compliance with regulatory requirements from an array of various government agencies. Ensure that all Federal and State permits are in place and complied with.Conduct effective public relations programs. Assist in development of external communication plan.Manage multiple work crews, schedules, equipment, and timelines.Manage human and capital resources. Audit and coach crews to ensure safety, productivity, and quality. Select, coach, and develop employees.
    Review and evaluate employee performance and prepare annual reviews.RequirementsBachelor's degree in horticulture, arboriculture, forestry, or a related field; or the equivalent combination of education and related experience. A minimum of ten years' combined experience with vegetation management, strategic development, and financial oversight.A minimum of five years of direct people management experience with a proven ability to manage and motivate employees.Knowledge of transmission and distribution line clearance practices and procedures.Knowledge of federal, state and local laws and regulations applying to utility vegetation management. Knowledge of current vegetation management techniques.Knowledge of applicable herbicide/pesticide regulations.Leadership and teamwork skills to negotiate with and influence peers and senior officers on policy and operational issues.Knowledge of the utility industry, applicable company policies, procedures, practices, and understanding of applicable federal, state and local laws.Excellent analytical and evaluation skills to define critical tasks and establish optimum sequence of events and identify required resources. Leadership and teamwork skills to provide input into policy decisions and to mobilize internal and contract resources to produce desired business results.Communication and interpersonal skills to manage and motivate employees and use oral and written communication to communicate objectives and plans.     Responsibilities

    As a Journeyman Linema, you will install, maintain and repair all transmission and distribution electrical systems and associated equipment, both overhead and underground, while utilizing line trucks, aerial boom, lifts and wire pulling equipment. These duties include: Maintenance of lines and services will require pole climbing, hot sticking, and working out of truck mounted bucket lifts to construct, repair or maintain line equipment or string, splice and sag wire on live or dead circuits. Operate switches, cutouts and uses grounding devices to work on de-energized lines and equipment. Transformer wiring knowledge. You may train and direct the work of a trainee in the trade.

    Requirements A high school diploma, GED or proof of equivalent Journeyman Lineman . which includes completion of a formal training program for a Journeyman Lineman. Must meet examining board review of skills and experience and will be required to pass testing through through Rocky Mountain Power. Candidate must have hot stick training and experience. Must have a Class A Commercial Driver's License.

    This position requires a post-offer, pre-placement physical capacity screening, conducted by a licensed physical therapist, to assure the candidate meets the physical demands of the job. The screening will assess only the identified physical demands of the job being applied for.

    Physical Demands

    Lifting in excess of 75 lbs from floor to waist and waist to overhead. Carrying in excess of 75 lbs with both hands, and pushing and pulling in excess of 100 lbs of exertional force. Sustained, awkward positions/postures including bending and twisting at the waist and neck; reaching forward, to the side, across the body and overhead. Forceful grip and pinch; manipulation of small objects; balancing on one or both legs during dynamic activities.
