    Pacific Tech Communications Inc. (PTC) is a full-service telecommunications infrastructure contractor specializing in Outside Plant (OSP) and Inside Plant (ISP) construction, fiber optic installation, and network deployment.     Position Overview

    The Construction Manager – Fiber / OSP Construction is responsible for overseeing field construction operations related to fiber optic network deployment. This role manages construction crews, subcontractors, schedules, budgets, and quality control to ensure projects are delivered safely, on time, and within scope.

    The Construction Manager works closely with Program Managers, Engineering teams, Project Managers, and field supervisors to coordinate fiber network builds including underground, aerial, and restoration activities.

    Key Responsibilities

    Manage daily operations of fiber construction projects including underground and aerial buildsOversee field crews, subcontractors, and construction supervisorsCoordinate project schedules, manpower planning, and equipment allocationEnsure projects meet client specifications, engineering designs, and construction standardsMonitor project progress, timelines, and budgetsConduct field inspections to ensure quality assurance and compliance with construction standardsEnforce all safety policies, OSHA requirements, and company safety programsCoordinate with engineering teams on design changes or field adjustmentsWork closely with permitting, utility locates, and restoration teamsMaintain communication with clients, project managers, and leadership teamsPrepare and review daily reports, project updates, and production metricsIdentify and resolve construction issues that may impact schedules or qualitySupport workforce planning and crew development

    Required Qualifications

    5+ years of experience in telecommunications construction or fiber network deployment3+ years of experience managing construction crews or subcontractorsExperience managing OSP fiber construction projects including underground and aerial buildsStrong understanding of telecom construction methods including:Micro-trenching experience preferredDirectional drillingTrenching and plowingAerial fiber installationFiber placement and restorationAbility to read and interpret construction prints and fiber network designsStrong leadership, organizational, and communication skillsExperience managing multiple projects simultaneously

    Preferred Qualifications

    Experience working with major telecom providers or large infrastructure programsKnowledge of fiber network architecture (OSP / ISP)Experience with project management software or construction tracking toolsCDL (Commercial Driver’s License) preferredOSHA certifications or telecom safety training preferred

    Physical Requirements

    Ability to travel to project locations as requiredAbility to work in field environments and construction sitesAbility to conduct field inspections and walk project areas

    Key Responsibilities

    • Lead and supervise field crews to meet production goals

    • Ensure compliance with OSHA, DOT, and company safety standards

    • Coordinate daily work plans and job assignments

    • Monitor quality control and adherence to engineered specifications

    • Maintain production reporting and documentation

    • Serve as primary field contact for project management


    Required Qualifications

    • 3+ years of experience in telecommunications or construction leadership

    • Strong understanding of OSP construction practices

    • Ability to manage crews and production schedules

    • Valid driver’s license


    Preferred Qualifications

    • CDL preferred

    • OSHA 10 or OSHA 30 certification

    • Experience leading multi-crew operations


    Physical Requirements

    • Ability to work outdoors in varying weather conditions

    • Ability to lift 50–75 lbs as needed

    • Extended standing and site mobility
