SUMMARY: Value tangible personal property for ad valorem appraisal purposes. The work involves the discovery and appraisal of tangible personal property for ad valorem tax purposes.
DUTIES AND RESPONSIBILITIES: The essential duties of the Field Appraiser III, TPP Valuations, include but are not limited to the following:
Conduct a physical inspection of tangible personal property pertaining to businesses. Gather data related to property type, age, condition, and quantity. Review various records and resources to verify that values are uniform and reflect fair market value.Calculate the value of tangible personal property using information provided on tangible personal property tax returns. Investigate incomplete or questionable tax returns. Investigate inquiries and complaints concerning value; confer with property owners or their representatives to explain the methods, procedures, and policies regarding the value placed on tangible personal property in Orange County. Use available information sources to identify new businesses that should be added to the tax roll. Investigate business locations that may have been sold, closed, or experienced other changes during the preceding year. Investigate businesses that fail to file annual tangible personal property tax returns. Responsible for assisting with special assignments.Specialize in certain categories of tangible personal property, such as income properties, billboards, vending, utilities, and lease accounts, as required.Perform minor safety and operational checks on assigned agency vehicle (i.e., gas level, safety devices, tire pressure checks, etc.) Assist the Property Appraiser and his or her outside legal counsel in the preparation of data in conjunction with litigation arising out of assessment challenges, as needed.Must be capable of performing field inspections on tangible personal property with little assistance or oversight from the TPP Manager.Must possess and maintain a valid Florida Driver's License. Meet all attendance and punctuality requirements by reporting for work consistently and on time in accordance with the office policy. Appear before the Value Adjustment Board to explain and defend assessments as needed. Conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of declared disasters, such as hurricanes or tornadoes. Will be required to become an Emergency Responder for emergency damage assessment purposes. Will be called upon to assist the Emergency Operations Center (EOC) or Field Operations Center (FOC) during emergency situations. Contingencies such as these may require after-hours or weekend duties. Perform other duties as assigned. SKILLS AND QUALIFICATIONS:
Years of experience: Must have at least a minimum of six (6) years of experience as a TPP Appraiser or its equivalent. Education: bachelor’s degree from an accredited college or university with a major in business administration, finance, or a related field. Substitution: High School Diploma or possession of GED Certificate and six (6) years of experience as an appraiser in a government assessment office; or two years of experience as a private real estate appraiser; or an equivalent combination of education, training, and experience that would reasonably be expected to provide the job-specific competencies. Certificates, licenses, and registrations: The professional designation of Certified Florida Evaluator (CFE) is preferred. The IAAO Personal Property Specialist (PPS) or other related Personal Property designation is recommended for this position. Geographical competency of the real estate market in the Orlando Metropolitan Statistical Area (MSA) is preferred. SUMMARY: Manage, direct, and oversee the personnel, policies, and procedures within the residential valuations department. The position is responsible for ensuring that the organization takes the necessary action on legislative issues, Florida Laws, and Department of Revenue rules that are pertinent to the operation of the Residential Valuations department. Work is reviewed primarily for the timely and accurate completion of assignments while adhering to established office policies and procedures.
DUTIES AND RESPONSIBILITIES: The duties of the Director, Residential Valuations include, but are not limited to the following:
Oversee, plan, and direct the activities of the Residential Valuations department.Formulate, coordinate, and implement goals, objectives, and policies of the Residential Valuations department based on direction from the Property Appraiser and departmental needs. Prepare an annual budget under the direction of the Property Appraiser.Assist the Chief Deputy Property Appraiser and the Property Appraiser with representation at the Value Adjustment Board meetings and hearings.Establish and clearly communicate priorities to ensure completion of required projects and other departmental activities promptly. Review the work of department personnel to ensure accuracy, completeness, functionality, and adherence to current office procedures.Oversee valuation techniques, statistical analysis, and calibration of computer models to accurately reflect the current market value of all residential real property within Orange County. Keep current on education and take the necessary action on legislative issues, Florida Laws, and Department of Revenue rules that are pertinent to the operation of the Residential Valuations department.Coordinate the legal efforts for all value-related litigation within the Residential Valuations department, to include narrative appraisal reports for courtroom presentation and testimony before the Value Adjustment Board or at trial. Assist the Chief Deputy Appraiser and the Property Appraiser and their legal counsel in the preparation of supporting data and precedents in conjunction with assessment challenges. Appear as an expert witness in conjunction with hearings and lawsuits as needed.Assist in the coordination of matters of mutual interest with the Information Technology Department and the Constituent Service & Exemption Division.Provide input and assistance concerning the design, implementation, and maintenance of logistical support plans necessary to all new mass appraisal systems, including staff and training, design and control of input/output forms, and reporting formats. Serve as liaison with vendors and Information Technology staff relative to system concerns. This responsibility extends to input and assistance regarding office space design and layout for new personnel and equipment involved in any new systems.Advise and direct supervisory staff within the department on personnel policies and procedures.Correspond with the public concerning appraisal matters.Work closely with other governmental agencies as necessary.Perform performance evaluations on immediate subordinate managers, supervisors, and staff.Meet all attendance and punctuality requirements by reporting for work consistently and on time in accordance with office policy.SUPERVISORY RESPONSIBILITIES: This position is responsible for a functional area.
