The company continues to achieve tremendous growth and is adding a Construction Project Manager to its expanding team. The ideal candidate will have 5+ years of relevant project management experience with a general contractor and has successfully managed Federal projects ranging in size from $10M - $30M.
RESPONSIBILITIES
The Project Manager will be responsible for pre-construction through closeout project activities including buyout, scheduling, managing sub-contractors and construction project management responsibilities on various Federal government construction projects ranging in size from $10M - $30M. Basic duties of the Project Manager include, but are not limited to:
Plan, direct, and coordinate all activities for the assigned projectsMeet or exceed project objectives as determined in the pre-job planning process.Manage the project buyout, negotiate scope and price with subcontractorsMonitor and control project budget and scheduleConduct a thorough analysis of job costs vs. budget and provide accurate percent complete status on projects to accounting each month.Weekly reporting on all facets of the projectReview and approve payment subcontractor applications, prepare and submit payment applications to ownerReview submittals, RFIs, and change order requests from subcontractors prior to submitting to ownerServe as company representative at all required project meetingsSubmit and manage the following: RFI Log, Submittal Log, Potential Change Order and Change Order Log, Shop Drawing Log, Operations and Maintenance Manuals, As-built Drawings, Punch Lists.Ensure timely and accurate completion financial processes, controls, and reports, i.e., internal budgets, costs to complete, billings, subcontractor payments, change order preparation and resolution, contracts, etc.Ensure that jobs are completed according to schedule and meet profit goals.QUALIFICATIONS

About the Project
This contract involves installing a multi-layer stone revetment and wave attenuation system along multiple bulkhead faces of a USCG basin. Work includes geotextile fabric placement, bedding and filter layer installation, graded riprap placement, intermediate stone layering, and 2-ton armor stone installation — all executed to strict US Army Corps of Engineers material and placement specifications. The project requires close coordination with the Contracting Officer's Representative, quarry operations oversight, and management of heavy marine/civil equipment operations.
What You'll Do
Serve as the on-site field leader responsible for safety, quality, schedule, and productionDirect daily operations including stone placement sequencing (bedding, filter, riprap, intermediate, and armor stone layers), geotextile installation, and slope grading to tight tolerancesManage and coordinate subcontractors, material deliveries, and heavy equipment (excavators with grapple attachments, cranes, haul trucks)Oversee quarry coordination including stone gradation testing, curing timelines, and material acceptance/rejection in accordance with ASTM standardsLead the required demonstration section process and coordinate with the COR for approval prior to full productionMaintain project documentation, daily reports, quality control records, and three-phase inspection logs per USACE/USCG standardsEnforce site safety and environmental compliance throughout all phases of work
What We're Looking For

Position Summary:
The ONeill Field Manager will serve as the on-site leader for federal construction projects across the United States. This role requires full-time travel to project sites and demands comprehensive knowledge and experience in managing daily field operations. The successful candidate must be certified and qualified to act simultaneously as the Site Superintendent, Quality Control Manager (QCM), and Site Safety & Health Officer (SSHO) on FEDERAL government job sites.
Key Responsibilities:
Oversee all on-site construction activities to ensure project completion on time, within budget, and to federal quality and safety standards.
Implement and enforce quality control procedures and ensure compliance with contract specifications.
Maintain and enforce site safety programs in strict alignment with EM 385-1-1 and OSHA standards.
Serve as the primary point of contact for on-site coordination with federal clients, subcontractors, and vendors.
Prepare daily reports, maintain project documentation, and ensure accurate records of progress and inspections.
Conduct and document preparatory, initial, and follow-up inspections as required under the USACE Three-Phase Quality Control system.
Requirements:
Minimum 5 years of experience in federal construction as a Superintendent, QCM, or SSHO.
Must possess current and valid certifications in:
USACE Construction Quality Management (CQM) for Contractors
OSHA 30-Hour Construction Safety and Health
First Aid/CPR
EM 385-1-1
Strong understanding of federal contracting procedures and regulations (e.g., FAR, DFARS).
Ability to travel nationwide on a full-time basis and work in remote or secure federal facilities.
Excellent communication, leadership, and organizational skills.

The Sr. Estimator will be responsible for managing all aspects and functions of the estimating department. They will generate estimates and secure subcontractor pricing required for bidding efforts across all scopes, systems, and assemblies. Typical project sizes range from $3-15 million, have 1 to 2-year periods of performance, and involve 5 to 10 first-tier subcontractors.
The Sr. Estimator will mentor and aid in the development of our current estimator(s), review and approve their work, and train new and/or new estimators who may be added to the team as the need dictates.
The ideal candidate has extensive experience bidding on projects solicited by U.S. Federal Government agencies such as the U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Command (NAVFAC), Department of Defense (DOD), Department of Homeland Security (DHS), Department of Veterans Affairs (VA), and the General Services Administration (GSA).
RESPONSIBILITIES
Lead the bidding process for all design-build, design-bid-build, and firm fixed-price work.Build estimates based on a practical understanding of design, constructibility, logistics, sequencing, and means and methods of a project.Solicit subcontractors for proposals to ensure competitive pricing is established.Perform quantity take-offs to review with subcontractors to confirm accurate scope.Be a key collaborator for new and existing subcontractor relationships.Review and analyze drawings, specifications, proposals, scope of work, and other documents to accurately create a budget proposal to the client.Prioritize and organize deadlines for bidding requirements.Level subcontractor proposals to establish accurate budgets.Coordinate with the project team to establish appropriate allowances in the budget for work not completely clear on the bid documents.Identify risk issues and their order of magnitude for projects.Represent the company on pre-bid walk-throughs to obtain pertinent information needed to produce an accurate proposal that is consistent with existing conditions and owner’s requirements.Participate in the transfer of projects after award to the project managing team.DESIRED SKILLS & EXPERIENCE
