    Director of Recruitment and Training

    The Office of Monique H. Worrell, State Attorney 9th Judicial Circuit of Florida is seeking a skilled Director of Recruitment and Training with five or more years of experience in recruiting to join our team. The ideal candidate will lead both the recruitment of new prosecutors and staff, as well as the training and development of newly hired Assistant State Attorneys.

    We are seeking an individual who has experience training new attorneys. Our largest incoming classes occur in August, November, and March, and the Director will be responsible for planning, coordinating, and delivering structured onboarding and training programs during these periods.

    This is a full‐time position; however, we will consider part‐time or contract arrangements for exceptionally qualified applicants. We prefer candidates who are or have been Professors at an accredited law school, particularly those with experience in a prosecution clinic or similar practical training environment.

    Responsibilities:

    • Screen, recruit, and interview potential Assistant State Attorneys
    • Attend job fairs at law schools locally and nationwide
    • Lead training and onboarding programs for new attorneys and staff
    • Implement office culture, values, and policies
    • Provide management with requested reports and documentation
    • Accurately maintain employee files
    • Develop and maintain strong professional relationships to support both recruitment and retention efforts

    Qualifications:

    • Previous experience in human resources, recruiting, or related fields
    • Dynamic speaking and presentation skills
    • Ability to seek out, build, and maintain professional relationships
    • Ability to build rapport with employees at all levels
    • Strong organizational skills
    • Excellent written and verbal communication skills

    Educational Requirements:

    • Master’s degree, PHR, or SPHR a plus
    • Experience as a law‐school professor or instructor—preferably in a prosecution clinic—is highly preferred

    The Office of Monique H. Worrell, State Attorney for the Ninth Judicial Circuit of Florida is looking for entry level and senior level Legal Assistants to join our team!

    This is complex and confidential legal secretarial work. An employee in a position allocated to this class is responsible for performing a variety of secretarial and administrative duties in relieving an Assistant State Attorney of routine and detailed duties. Duties involve the performance of administrative and clerical tasks related to criminal court proceedings, setting up and maintaining attorney’s calendar. Duties also involve screening calls, providing information to the general public, data input and preparing the appropriate motions and orders. An employee assigned to this class has ultimate clerical responsibility for all assigned to the division. Work is performed under the close supervision of a higher- level supervisor or an attorney and is reviewed through conferences for the achievement of desired results.

    MINIMUM TRAINING AND EXPERIENCE

    A standard high school diploma or equivalency and two (2) years of secretarial experience or an equivalent combination of both can be substituted for required experience.

    Position Summary

    The Chief of Post-Conviction Justice leads the office’s efforts to ensure the fairness, accuracy, and integrity of criminal convictions. This position oversees the review of post-conviction claims, including allegations of wrongful conviction, newly discovered evidence, and constitutional violations. The Chief is responsible for developing policies, supervising staff, collaborating with external stakeholders, and promoting a culture of ethical prosecution and continuous improvement.

    Essential Functions:

    The ideal candidate must possess the following:

    General

    · Strong litigation skills.

    · Trial and evidentiary hearing experience.

    · Experience with expert witness subject matter.

    · Must be able to work under pressure, and in high stress and/or high anxiety causing situations, both in and outside the courtroom.

    Leadership & Strategy

    · Lead the Conviction Integrity Unit (CIU).

    · Develop policies and procedures for post-conviction case review.

    · Advise executive leadership on integrity-related matters and systemic reforms.

    Case Review & Litigation

    · Oversee the review of claims involving actual innocence, newly discovered evidence, Brady/Giglio issues, ineffective assistance of counsel, and forensic concerns.

    · Litigate post-conviction motions, including evidentiary hearings and appellate matters.

    · Recommend appropriate remedies, including consent to relief where warranted.

    Investigations

    · Direct independent investigations into claims of wrongful conviction.

    · Coordinate re-investigations, witness interviews, and forensic testing (including DNA).

    Collaboration & Partnerships

    · Work with defense attorneys, innocence organizations, law enforcement agencies, and forensic experts.

    · Engage with community stakeholders to build trust and transparency.

    Policy Development & Training

    · Identify systemic issues and recommend reforms to prevent wrongful convictions.

    · Develop and deliver training on ethical obligations, disclosure requirements, and best practices.

     

    Data & Reporting

    · Track and report CIU activity, outcomes, and trends.

    · Maintain transparency through public reporting, consistent with legal and ethical obligations.

    Qualifications

    Education & LicensureJuris Doctor (J.D.) from an accredited law school.Active membership in good standing with The Florida BarExperienceMinimum of 8–10 years of criminal law experience, including significant trial and/or appellate experience.Experience with post-conviction litigation strongly preferred.Prior supervisory or leadership experience preferred.Knowledge & SkillsDeep understanding of constitutional law, criminal procedure, and ethical obligations (including Brady/Giglio).Familiarity with forensic science and issues related to wrongful convictions.Strong analytical, investigative, and legal writing skills.Excellent judgment, integrity, and commitment to justice.Ability to work collaboratively with diverse stakeholders, including those critical of the system.

Applicants must have the time management and organizational skills required to manage a large volume caseload. Applicants must be able to work independently and as a team member.     The Assistant State Attorney will be responsible for prosecuting violent crime cases from intake through trial and violation of probation. This position involves working closely with victim advocates and paralegals who assist with case intake.

    Essential Functions:

    The following duties are normal but are not limited to this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

    The attorney will handle cases where the accused is charged with serious violent felonies that do not involve death.The attorney must have sufficient experience to prosecute serious cases from the arrest and charging phases through to sentencing.Conduct jury trials, non-jury trials, preliminary and pretrial hearings, and other related courtroom proceedings.Investigate, evaluate, and prepare cases for trial.Legal research and writing.Communicate with and serve as a liaison to victims, their family members, witnesses, and law enforcement personnel.Must be able to work under pressure, and in high stress and/or high anxiety causing situations, both in and outside the courtroom.All other case related tasks as needed.

    Minimum Qualifications:

    Juris Doctor Degree required.Member of The Florida Bar.The ideal applicant should have knowledge of criminal law and procedure, exceptional interviewing skills, and a proficient decision-making ability.Any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this job.Must be able to legally work in the US without additional immigration authorization, employer sponsorship request or other assistance from the employer.

    Requirements:

    Must possess a minimum of 5 years of experience in criminal law, either as a prosecutor or defense attorney.Prior jury trial experience is required.

    Specific License or Certification Required: Must be a member in good standing of The Florida Bar.
