TASKS AND RESPONSIBILITIES

General Description
The Construction Engineer is a specialist that supports the Construction Supervisor(s) and construction contractors during the planning (FEL2+) and execution of discrete construction campaigns for one or more projects. The role is based in the Anchorage office with trips to the field as needed for surveys, ad hoc troubleshooting, etc. During the planning phase, the Construction Engineer supports constructability assessments, schedule preparation, and input to installation work packs. Once the construction contractor mobilizes to the field for execution, the Construction Engineer maintains support to the field by resolving construction queries, expediting material shortfalls and facilitating the provision of engineering support as required.
Primary Responsibilities
General
Demonstrate active and visible support for Incident-Free Culture (IFC) principles. Conduct IFC workshops, as needed.
Support the Human Performance principles and becoming a better Learning Organization by understanding/learning from the employees who conduct the work.
Ensure all files, information, e-mail, etc. comply with COPA document and records management (DRM) policy.
Fully utilize CPMS AK standards and practices on all projects appropriate with project size and risk.
Construction Support
Implement the COP Constructability Standard for all assigned projects.
Prepare fabrication/construction scopes of work for contract call-offs and lead development of the construction execution plan with contracting partners.
Support the Construction Supervisor in planning and ensuring readiness for a discrete campaign, i.e. installation work packs, materials & logistics, small fabrication, camps & aviation, temporary equipment, provision of laydown space, etc.
Participate in project risk sessions and lead development of construction-related risk mitigations.
Review construction contractor schedules and estimates, integrating with materials management, engineering and other functions to ensure robustness.
Coordinate with the Delivery function to implement the Construction Completions and Handover process (CPMSAK-CON-PR-AK704).
Support the field during the execution phase (post mobilization) in ensuring timely response to construction queries, expediting materials & fabrication, and facilitating engineering support as needed.
Monitor execution cost and schedule progress in the field relative to the baseline set during the planning phase, identifying problems early and influencing the contractor to put in place mitigation/recovery plans.
Required Skills and Experience
Bachelor degree
Experienced planner (>5 years) with oil and gas facilities
Knowledge of construction industry standards and methodologies
Knowledge of detailed engineering/construction management
Knowledge of cost reporting and analysis, budgeting, and forecasting
