    JOB TITLE: PRECONSTRUCTION MANAGER - WATER/WASTEWATER DIVISION


    POSITION SUMMARY: This role is responsible for leading all aspects of the preconstruction phase for water and wastewater treatment projects, effectively serving as a project manager with a specialized focus on preconstruction. The preconstruction process begins with the strategic pursuit of alternative delivery projects-such as design-build, CMAR, or progressive design-build-and continues through design development, estimating, procurement planning, execution of construction contracts, and ultimately the seamless handoff to the construction team.

    The Preconstruction Manager will oversee and coordinate preconstruction efforts among all key stakeholders, including, but not limited to the project owner, engineering firm, Mosser's internal estimating and operations teams, and critical trade partners. Success in this role requires strong leadership, communication, and organizational skills, as well as a deep understanding of both the technical and commercial aspects of complex infrastructure projects.

    PRIMARY RESPONSIBILITES:

    Creating, managing and driving the preconstruction schedule, milestones, and deliverables. Facilitating collaboration between design and construction teams to optimize design solutions for constructability, cost-efficiency, and schedule impact. Leading risk identification and mitigation planning during early project phases. Overseeing the preparation of detailed estimates and procurement strategies in coordination with the estimating team. Acting as the main point of contact for the client and design team during the preconstruction phase. Supporting proposal development and project pursuit efforts, including interviews, pricing strategy, and value engineering.

    QUALIFICATIONS:

    Bachelor's degree in Engineering, Construction Management, Business or a related field. Strong understanding of water/wastewater processes and infrastructure. Excellent problem-solving, analytical, and communication skills. Ability to work effectively in a team environment. Project management and organizational skills. Proficient in reading and interpreting engineering drawings, specifications, and technical documents. Strong negotiation and presentation skills, particularly in pursuit and interview phases. Professional Engineer License preferred, but not required. Design Build Institute of America (DBIA) certification preferred, but not required.

    EXPERIENCE:

    Mid-level position with 7+ years of experience in water/wastewater treatment plants. Design-Build and/or Construction Manager At-Risk experience is a plus. Prior design experience is a plus.

    The General Building/Vertical Construction Superintendent provides day to day oversight and direction to the foremen and field personnel assigned to on-site construction projects. He or she is responsible for protecting and promoting the interests and values of the company in all matters and

    KEY RESPONSIBILITIES:

    Acumen to manage general building/vertical construction projects between 5-20 million dollars.Be a strong and effective leader to the field crew along with various subcontractors. It is important that this candidate take initiative in developing less experienced personnel to further advance the company’s goals.Be the primary person on site responsible for safety, including implementing site specific health and safety plans, and company safety rules and policies.Review and understand project scope/plans, specifications, schedule, budget, and deliverables.Plan daily crew work schedule including equipment and material needsComplete daily diaries & logs of the work performed in the day.Maintain on site presence to understand site conditions and restrictionsIdentify risk items and develop plans to mitigate these associated risksBe able to travel within Northwest Ohio

     

    EDUCATION, SKILLS & EXPERIENCE

    Experienced Superintendent (7+ years) of building construction experience with at least two of those years overseeing the project in the role of General Building/Vertical Construction SuperintendentExperience with K-12 building experience preferred but not requiredA valid driver’s license with a good driving record is requiredProven track record of successful projects as a superintendent or foremanOSHA 30-hour certification, OSHA Confined Space Entry Team certification, OSHA Excavation Safety Competent Person certification preferred (will train as necessary)Effective organizational as well as written and verbal communication skillsUnderground utility knowledgePrevious experience or use of GPS equipmentAbility to use a laptop and company designated software daily on the job siteProficiency in reading engineering documents and project plansPrevious use of HCSS software preferredHigh School diploma/GED

    Mosser Construction Inc. is seeking a Bridge / Structures Lead Estimator to lead estimating and preconstruction efforts within our Heavy Civil Division. This role focuses primarily on bridge and structural projects in the Ohio Department of Transportation, Ohio Turnpike Commission, and municipal markets.


    The ideal candidate is a strategic, construction-minded estimator who understands means and methods, can assess and communicate risk, and is capable of leading complex pursuits while mentoring estimating staff and supporting long-term organizational growth.


    Key Responsibilities

    Lead all estimating and preconstruction activities for bridge and structures projectsDevelop bid strategies including pricing, risk assessment, contingency development, and resource planningProvide go/no-go recommendations and strategic input to senior leadershipPrepare accurate, competitive, and timely cost estimates and schedulesCollaborate with operations, engineering, and safety teams to ensure constructability-driven estimatesLead value engineering efforts focused on cost, schedule, safety, and qualityMaintain and utilize historical cost data, productivity benchmarks, and lessons learnedSupport post-award transitions and participate in post-bid and post-project reviewsMentor and develop estimating personnel while supporting recruiting and succession planning
