The position will complete direct purchase parcel files by preparing remittance invoices and closing statements; review and analyze assigned parcel files for completeness and accuracy; present direct purchase offers to property owners and/or their representatives for property acquisitions by complying with legal requirements and by applying valuation knowledge and engineering data; analyze, determine and submit all relocation claims required by ensuring compliance with the Uniform Relocation Act and laws; negotiate, author, and implement lease agreements between MnDOT and private businesses, individual, and/or various political subdivisions of the State to ensure properties will return a fair rental value to the State or reflect mutual benefits in compliance with the laws of Minnesota, Minnesota Statutes, and established rules and regulations. Note: A bachelors degree in the field of real estate, business, economics or related may substitute for one year of experience. If advanced to the finalist pool, in addition to the preceding minimum qualifications, you will be assessed on the following criteria during a job interview: Ability to prepare complete and concise reports sufficient to document and fulfill all parts of the acquisition procedure. Ability to work independently and exercise independent judgment and decision making sufficient to negotiate acquisition, lease, and supplemental housing agreements of property to be utilized in the acquisition, leasing and relocation process. Oral and written communication skills sufficient to communicate acquisition and relocation information clearly and concisely to clients, stakeholders and the public. Human relations skills sufficient to build and maintain constructive relationships with public officials, property owners and department personnel; to successfully negotiate the acquisition and disposal of property; to motivate others for a specific outcome; and to resolve conflict.
