    Position Overview

Serves as the single operational owner of assigned accounts from initial intake through closeout — maintaining full continuity of project history, context, and institutional knowledge across the project lifecycle. Ensures that account-specific knowledge is never solely dependent on individual PM team members and does not transfer to Sales by default on complex or escalating work.

The Sr. Project Executive holds ultimate accountability for the successful delivery of a portfolio of projects. This is a manager and a doer role — the Sr. Project Executive is not a purely oversight position. This senior leader directly manages a team of APMs, PMs, and Sr. Project Managers while remaining actively and substantially involved in project work, carrying meaningful client-facing responsibilities, and stepping in as a primary point of engagement on the firm’s more complex projects. The Sr. Project Executive is expected to balance team leadership with direct execution — managing up, managing their team, and rolling up their sleeves when the work demands it.

    What You’ll Do

    Strategic Leadership

Contributes to the development and implementation of project and organizational strategic plans.Proactively identifies, forecasts, and mitigates project risks before they escalate.Establishes and maintains standards for project delivery quality and consistency across the portfolio.Contributes to building and maturing organizational practices, templates, tools, and SOPs.

    Portfolio & Performance Management

Holds full accountability for the performance, outcomes, and profitability of an assigned portfolio of projects.Monitors project progress across all active engagements, ensuring adherence to schedule, budget, and scope.Reviews and evaluates the performance of direct-report APMs, PMs, and Sr. Project Managers, providing guidance, coaching, and development support.

Directly oversees APMs, PMs, and Sr. Project Managers, serving as an escalation point and a resource for removing internal roadblocks.Fosters cross-functional communication and cohesion across internal teams to ensure seamless project execution.Partners with leadership and supporting departments to align resources, priorities, and capacity.Serves as an internal advisor to other project teams, offering strategic guidance on best practices and complex situations.

Client Relationship Management & Direct Project Involvement

Serves as the primary permitting team relationship owner for assigned clients, maintaining trust and continuity throughout the project lifecycle — and continuously looking for opportunities to deepen the relationship, strengthen confidence in the firm, and expand engagement across the client's portfolio.Maintains significant, ongoing client-facing time across the portfolio — this is not a behind-the-scenes role.Acts as the senior point of engagement on complex, high-stakes, or high-visibility projects, providing direct involvement beyond oversight.Balances client requirements with organizational capabilities, managing expectations with clarity and professionalism.Proactively communicates project status, risks, and resolutions to clients and key stakeholders.Ensures all client-facing communication is account-informed — referencing pre-sale history that was made known at the point of account assignment, stated client priorities, and established relationship context. Establishes onboarding standards at account assignment so that no client receives generic outbound communication. On sensitive, impact-related, or risk-related topics, ensures cross-functional internal alignment is reached before outbound communication is issued. Owns the standard and holds the team to it.Collaborates with Sales leadership to identify growth opportunities within key accounts and contribute to upsell and change order strategy.

    Problem Solving & Execution

Identifies and resolves internal and external roadblocks that impede project progress.Owns escalation management across the portfolio — recognizing when project, client, or agency issues require elevation, driving timely resolution, and ensuring the appropriate internal stakeholders are engaged before situations become crises.Steps in to provide direct support on high-complexity or high-risk situations requiring senior judgment. Drives accountability across the project team to ensure commitments are met.Proactively drives project progress by anticipating delays, initiating action before milestones are at risk, and maintaining forward momentum across the portfolio — without waiting for issues to surface.Attends planning board meetings and presents permitting related data and project information as required.Holds accountability for the accuracy, consistency, and completeness of project data and notes across the portfolio. Ensures that project records reflect current status, decisions, and history at all times — and that data standards are maintained by direct-report APMs, PMs, and SPMs as a non-negotiable element of project execution.

    What Success Looks Like

Projects are delivered on time, within budget, and to client expectations — with the Sr. Project Executive visibly present and engaged throughout.Direct-report APMs, PMs, and Sr. Project Managers are supported, developed, and performing at a high level.Client relationships are strong, stable, and growing.Risks are surfaced and addressed early — rarely becoming crises. The portfolio operates with financial discipline and clear visibility in performance.

    What You’ll Bring

    Required:

10+ years of progressive experience in project management, with demonstrated leadership responsibilities.Proven track record managing a portfolio of concurrent projects and leading teams across APM, PM, and Sr. Project Manager levels.Experience with industry-specific regulatory processes, municipal agencies, and permitting jurisdictions.Exceptional communication, organizational, and leadership skills.Proficiency in Microsoft Office suite; familiarity with project management tools and reporting systems.

    Preferred:

Senior Director, Certificate of Occupancy & Violations
    New York, NY | Hybrid | Full-Time

    About Us
At Milrose Consultants, LLC, we build more than buildings—we build trust, expertise, and lasting partnerships. As leaders in code consulting and municipal compliance, we’re proud to help shape the skylines of tomorrow through excellence in navigating regulations, accelerating approvals, and supporting our clients every step of the way.

We’re looking for a Sr. Director, C of O & Violations to join our Permitting team. In this role, you’ll oversee service fulfillment across Certificate of Occupancy acquisitions, ECB/OATH and DOB violation resolution, and DOT-related permitting and violations — while maintaining direct client relationships across an active project portfolio. The Sr. Director leads a team of direct reports, sets execution standards, and serves as the firm’s senior point of contact for clients navigating complex regulatory compliance challenges. Success in this role requires deep agency knowledge, strong client communication, and the ability to drive timely resolution across multiple regulatory fronts simultaneously.

    What You’ll Do

    Certificate of Occupancy

Lead service fulfillment for temporary and final Certificate of Occupancy acquisitions across the assigned portfolio, managing strategy, sequencing, and agency coordination from initial scope through closeout.Navigate DOB sign-off processes, required inspections, and inter-agency coordination to resolve outstanding items and advance C of O status on active projects.Advise clients and internal teams on C of O strategy, risk, and timeline implications — translating regulatory complexity into clear, actionable guidance.

    Violations — ECB/OATH & DOB

Oversee ECB/OATH violation research, cure strategy, and dismissal — managing hearing preparation, disposition tracking, and resolution across the portfolio.Direct DOB violation removal efforts, including coordination with plan examiners, inspectors, and agency contacts to achieve timely sign-off and cure.Guide teams and clients through violation resolution strategies, identifying risk exposure, sequencing cure activities, and managing the agency relationship through resolution.

    DOT

Manage DOT-related permit coordination, violation resolution, and compliance requirements as part of the firm’s integrated service delivery.
Coordinate with project teams and agency contacts to resolve DOT matters that affect project timelines and C of O sequencing.

    After Hours Variance (AHV)

Oversee the After Hours Variance process — managing applications, agency coordination, and compliance with approved AHV conditions across active projects.Advise project teams and clients on AHV strategy, scope limitations, and scheduling implications to ensure work proceeds within approved parameters and without jeopardizing C of O sequencing.

    Team Leadership

Lead, manage, and develop a team of direct reports — setting clear expectations, managing workload allocation, and providing ongoing coaching and performance feedback.Foster a culture of accountability, urgency, and proactive communication within the team — ensuring issues are surfaced and resolved before they escalate to clients or leadership.Contribute to learning and development initiatives, sharing regulatory expertise and best practices across the team and broader practice.

    Client Relationship Management

Serve as the senior escalation contact for client issues that exceed the resolution capacity of the team — engaging directly when situations require elevated authority, strategic counsel, or executive-level client communication.Support team leaders in managing difficult client conversations, providing guidance on framing, risk communication, and resolution approach before and during client-facing interactions.Collaborate with Sales and operational leadership on client retention, scope growth, and new business efforts where C of O or violations expertise is relevant.

    AHJ Relationships

Maintain effective working relationships with DOB, DOT, and OATH contacts — leveraging those relationships to navigate agency dynamics, resolve complications, and advance project outcomes.Represent Milrose Consultants in agency-facing interactions with professionalism, regulatory fluency, and a clear understanding of how those relationships shape long-term results.

    What You Bring

12+ years of experience in Certificate of Occupancy, violation resolution, or related NYC regulatory disciplines, with demonstrated depth in DOB, ECB/OATH, and DOT processes.Proven track record managing complex C of O acquisitions, violation cure strategies, and multi-agency compliance efforts in a fast-moving consulting or development environment.Experience leading and developing direct reports; ability to set standards, manage performance, and build a high-functioning team.Strong client relationship management skills; comfortable serving as the senior point of contact for owner, developer, and institutional clients.Working relationships with DOB, DOT, and OATH contacts; track record of navigating agency dynamics effectively at the project level.Strong written and verbal communication skills; able to translate regulatory complexity into clear guidance for clients and internal teams under time pressure.
