    This position is responsible for the management of various GSO Property operations, and directly supervises the Property, Inventory, and Receiving operations, including oversight of the leased warehouse, and direction of the contracted Labor Team, for a total of approximately seventeen locally hired employees. (3 Property, 2 Receiving, 1 Expendables, 6 Labor; 5 warehousemen) Major Duties and Responsibilities MANAGEMENT - Acts as GSO Property representative for Make Ready meetings with Facilities direct hire representatives, Housing Team members and other contracted staff. Directly oversees the Property Team, including arrival and departure inventories of Government property in residences, offices, warehouse and storerooms, and ensures the corresponding records are accurate. Coordinates with GSO Housing concerning residential make-readies to include the provisioning and assignment of furniture, appliances, carpets and other residential core furniture and appliance items. Evaluates condition of furniture and appliance items to determine if they should be reissued, renovated, or sold at an excess property sale. Manages and reviews orders of expendable supply and works extensively with the Store Keeper/Expendables Supply Clerk and conducts Spot Checks on inventory. Oversees and ensures the integrity of data entry into the Department's ILMS database, tracks location changes of commodities/property and monitors inventory records for any anomalies. OVERSIGHT AND MENTORING OF STAFF - Supports, mentors and directs Staff in the General Service Property, Receiving, Expendables and Labor sections. Promotes staff development through training, counseling, and origination of performance evaluations. Provides mentoring, guidance, and on-the-job training to locally employed staff in various areas of property management. Approves and schedules leave and time and attendance for locally employed staff. Acts as expert point of contact in ILMS. FINANCIAL/ASSESSMENT/REQUISITION/DISPOSAL - Approver for all non-expendable supply requisitions and serves as first-level approver in ARIBA for all procurement requests originating from the GSO Property section. Supervises all excess property disposal sales, including all organizational and implementation aspects. Identifies procurement support needs and conducts procurement planning, assists in the procurement of goods and services for post, prepares budget requests, and monitors vendor performance and costs. WAREHOUSE MANAGEMENT - reviews the daily operations of the leased warehouse, arranges disposals and conducts spot checks of inventory. Determines warehousing needs and is responsible for warehouse and inventory management. Manages warehouse space, disposition of inventory, and disposals. Reviews Warehouse contract and makes recommendations for extension, renewal, or termination. DELEGATIONS AND OTHER SPECIAL TASKS - Acts as main contact with OBO/OPS/RDF regarding Official Residences (CMR - Spaso House and DCMR - TH-01). Routinely involved in organizing motorcades, transportation of equipment, setting up, working in, and breaking down meeting sites. Tasked to work on high-level delegation visits, including organization, supply, staffing and set up/breakdown of Control Rooms, as well as providing arrival and departure flight support. Responds to other work assignments as they arrive in the workplace. CORRESPONDENCE AND REPORTS - Extensive use of ILMS to ensure compliance with Departmental regulations as they relate to inventory, supply chain management, wiser warehousing, and property receipt/distribution/disposal. MAJOR DUTIES AND RESPONSIBILITIES (INCLUDE BUT ARE NOT LIMITED TO): Cleans all rooms in the private living quarters of the Ambassador, the second-floor public areas, and the guest rooms using various types of equipment, dusts and polishes furniture, cleans ashtrays and wastebaskets. Change bed and bath linens and does daily laundry and ironing. This includes Ambassador, Ambassador's family, and guest laundry as well as tablecloths, napkins, etc. for official events. Maintains room folders. Assists in preparing food and drinks for the household, guests, and official receptions, dinners, and other functions. Assists in serving house functions and the personal meals of the Ambassador. Assists in preparation of rooms for functions. Assist other staff as necessary. Work in evenings and on weekends if it is required. Performs all other appropriate duties as requested by the CMR House Manager.     BASIC DUTIES: The incumbent cleans and maintains the living, representational, and office areas, does laundering and ironing and serves formal/informal meals at the residence of the Deputy Chief of Mission (DCM). MAJOR DUTIES AND RESPONSIBILITIES (INCLUDE BUT ARE NOT LIMITED TO): Must be prepared to work frequently in the evenings and on weekends. Answers the telephone as requested, as appropriate, and offers to take a message. Cleans all private rooms in the house to include both kitchens, all bedrooms, the second-floor hallway and all bathrooms, the study and master closet, the VIP guest suite and bathroom. Operates cleaning equipment as appropriate and according to instructions. Dusts and polishes furniture, cleans ashtrays, and empties wastebaskets. Changes bed and bath linens on a regular schedule. Does household and personal laundry and ironing, to include guest laundry and ironing as requested. Washes all special linens for representational events. Maintains residential linens. Assists in the cleaning of representational areas after guests depart residence. Assists in the preparation of dining and serving areas for representational as well as personal events. Serves food and drink at official functions as well as at personal meals. Waits on overnight guests and may be required to work early mornings or evenings when there are guests and the sponsor is not at home. Set tables as directed for breakfast, lunch, & dinner. cleans up after meal service. Shops in local markets for food, flowers, and other items as directed. Conducts errands for representational and personal events. Unloads trucks delivering items to the sponsor's residence that may involve lifting and carrying heavy objects. May be asked to assist at representational events hosted by the Ambassador or the sponsor at other embassy residences. Serves as back-up Butler in the Butler's absence. May be asked to remain at the Sponsor's residence overnight to care for the Sponsor's pets in the event that the Sponsor is away from Moscow.
