The Construction Manager will provide on-site oversight for electrical transmission line and underground conduit installation across active Baltimore city streets. This role is responsible for ensuring construction activities are completed safely, in compliance with contract requirements, and aligned with project quality, schedule, and regulatory standards.Responsibilities:
Oversee daily field construction activities for electrical transmission line and underground conduit installation in urban environments. Monitor contractor performance to ensure compliance with project specifications, schedules, and safety requirements. Conduct field inspections to verify quality of work, materials, and adherence to plans and standards. Coordinate with contractors, inspectors, utility companies, and city agencies to ensure smooth execution of work. Ensure compliance with Maryland State Highway Administration (MDSHA) traffic control requirements and permit conditions. Review and track construction progress, identifying risks, delays, or conflicts and implementing mitigation strategies. Maintain detailed daily reports, inspection logs, and project documentation. Support resolution of field issues through RFIs, design clarifications, and coordination with project teams. Monitor and enforce jobsite safety practices, particularly in high-traffic, night work conditions. Participate in progress meetings and provide status updates to project leadership.Requirements:
Minimum 5 years of experience in Construction Inspection. Required experience must include at least 2 years working on electrical transmission line and underground conduit installation projects. Strong knowledge of construction practices, inspection procedures, and urban utility work. Experience working in active roadway environments with traffic control requirements. Ability to read and interpret construction drawings, specifications, and contract documents. Strong communication and coordination skills with field teams and stakeholders. MD SHA Traffic Certification MDSHA Yellow Card Certification ACI certification (preferred) Experience working on utility or infrastructure projects within Baltimore or similar municipalities. Prior experience working night shifts on urban infrastructure projects. Familiarity with MOT (Maintenance of Traffic) plans. Experience with Pepco, BGE, or similar utility providers a plus.Compensation:
Salary range: $104,000 - $125,000/yearly (dependent on years of experience, competency, travel requirements)

Responsibilities:
· Perform quality assurance and quality control oversight for construction activities across multiple active project sites
· Review construction documents, drawings, and specifications to verify compliance with project requirements
· Conduct field inspections and audits to ensure adherence to quality standards, safety regulations, and contract documents
· Monitor construction activities to ensure work is performed in accordance with approved plans and applicable regulatory standards
· Identify deficiencies and non-conformance issues, document findings, and track corrective actions through resolution
· Collaborate with project managers, engineers, contractors, and inspectors to resolve quality-related issues
· Prepare and maintain QA/QC documentation, reports, and logs for project records and client reporting
· Support the development and implementation of quality control procedures and inspection plans
· Analyze quality trends and recommend continuous improvement measures to enhance project delivery
· Participate in project meetings and provide quality-related updates and risk identification
Requirements:
· Minimum 5+ years of experience in construction engineering, QA/QC, or quality management
· Proven experience working on utilities, water, or wastewater infrastructure projects (required)
· Professional Engineer (PE) license in Maryland and/or Virginia (preferred)
· Completion or ability to obtain Construction Quality Management for Contractors (CQM-C) certification
· Experience working with DC Water, municipal utilities, or similar public agencies
· Familiarity with USACE/NAVFAC quality programs or similar frameworks
· Strong understanding of:
Construction processes and sequencingQuality assurance methodologies and standardsRegulatory compliance within public infrastructure projects· Experience performing field inspections and construction quality oversight
· Ability to interpret technical drawings, specifications, and contract documents
· Excellent attention to detail and strong documentation skills

• Provide overall program management leadership for multiple DISD capital projects from planning through closeout.
• Serve as the primary point of contact between DISD, design teams, contractors, regulatory agencies, and community stakeholders.
• Oversee project managers and construction managers responsible for individual projects within the program.
• Manage program-level schedules, budgets, cash flow projections, and risk registers; ensure consistency and transparency in reporting.
• Review and monitor project scopes, contracts, change orders, pay applications, and cost forecasts across the program.

• Lead planning, phasing, and coordination efforts to support construction within occupied school campuses.

• Coordinate safety oversight in collaboration with McKissack safety leadership and project teams.
• Support achievement and reporting of MWBE/SBE/DBE participation goals in accordance with DISD requirements.

• Ensure timely and accurate project and program closeout, including documentation, warranties, and final acceptance.
Qualifications
• 10+ years of progressive experience in program management, project management, or owner’s representative roles.
• Demonstrated experience managing K–12 or public-sector capital improvement programs, preferably for large urban school districts.
• Bachelor’s degree in Construction Management, Engineering, Architecture, or a related discipline required.
• Professional certifications such as PMP, CCM, or equivalent strongly preferred.
• Strong knowledge of construction delivery methods (CMAR, Design-Build, Design-Bid-Build) and Texas public procurement processes.
• Proven ability to manage multiple projects simultaneously while maintaining program-level oversight.
• Excellent leadership, communication, and stakeholder management skills.
• Proficiency in Microsoft Office and project management platforms such as e-Builder, Procore, Primavera P6, or similar systems.
• Ability to work within active school environments and coordinate around academic calendars.
• Ability to travel to DISD project sites throughout the DFW metroplex as required.
• Valid driver’s license and reliable transportation required.
Compensation:
Salary range: $145,000 - $175,000/yearly (dependent on years of experience, competency, travel requirements)
