    Summary:
    Assists, under supervision of senior staff, in the development and management of water and sewer projects from planning through construction award, performs engineering analyses and prepares engineering documents and project reports.

    Key Responsibilities

    Participates in the management of all phases of consultant selection and supervision of professional engineering contracts, including the development of scope of services, plans and specifications, cost estimates, work schedules, technical review of consultant work, negotiations, and preparation of contract award recommendations.Assists in the oversight of consultant contracts, including monitoring project progress, review and approval process for invoices, contracts, and amendments and providing such information for department monthly reports and CIP and CEB reports.Performs engineering in the development of work plans, feasibility studies, conceptual design reports, construction contract documents, and other engineering documents for water and wastewater systems and facilities.Assists in the review of consultant submittals for quality work, conformance with engineering practices and Authority policies, conformance with applicable regulatory and bidding law requirements and conformance with Quality Assurance/Quality Control (QA/QC) procedures.Assists in project coordination with other MWRA departments, communities, public interest groups and government agencies. May attend public meetings with regulatory agencies.Assists with the preparation of project-related permits and approvals and participates in the process to obtain their approval.Performs special tasks, project and other related duties as required.

    Required Qualifications

    A four (4) year college degree in civil, sanitary or environmental engineering is required. An additional four (4) years experience in water or wastewater facilities planning, design or construction may be considered as a substitute for the four (4) year degree if the candidate otherwise meets all position requirements; andA minimum of four (4) years experience in water and/or wastewater facilities planning, design or construction is required; orAny equivalent combination of education and experience.

    Knowledge and Abilities

    Familiarity with federal, state and regional environmental regulations related to the planning, design and construction of wastewater or related systems and facilities preferred.Familiarity with computer software packages such as MSWord and Excel.Demonstrated abilities to work as part of a project team and to develop and maintain productive working relationships with external parties.Excellent interpersonal, written and oral communication skills.Registration as an Engineer-in-Training is preferred.

    Key Responsibilities

    Required Qualifications

    A Bachelor's degree with a major preferably in Geography, Geographic Information Systems, spatial analytics or related degree. Master's Degree is preferred; and.     Summary:

    Supports and maintains all aspects of the Deer Island Treatment Plant (DITP) process instrumentation and control system (PICS) Operational Technology (OT) networks with software and system backups along with hardware maintenance. Will be a primary resource for the technology that underlies the DITP PICS which is used to control and monitor wastewater treatment processes at the DITP. The PICS system is a distributed control system (DCS) normally found in the fluid process industries.

    Supervises preventive and corrective maintenance programs for all PICS control and support hardware. Contracts out services where cost-effective. Establishes and maintains an equipment problem tracking program to identify future potential reliability improvements.Supervises and executes all aspects of application software sources, including backup and retention of both control configuration and graphic software source files to support PICS engineering functions and to facilitate restoration of system functions in the event of equipment failure.Monitors PICS network and system security with hardware, software and tools that detect intrusion and anomalous behavior. Evaluates, recommends, procures and deploys hardware and software tools for use in detecting, preventing, and analyzing network security threats.Manages the development and implementation of information security plans and policies for the PICS network.Develops and maintains an incident response plan to prevent and/or counteract security breaches.Proactively manages OT network devices such as routers, switches, and firewalls. Reviews security policies and procedures, analyzes system logs for threats and makes recommendations to mitigate emerging security risks.Plans, designs, specifies and promotes system (hardware and software) expansions, upgrades and replacements where necessary in support of both wastewater and thermal power plant operations.Reviews contracts for major changes or upgrades to the PICS system.Participates in all aspects of PICS hardware turnover to ensure system hardware integrity, including preventive maintenance, corrective action, upgrade and/or replacement, spare parts inventory and replacement.Ensures the proper collection of all historical plant data for the automatic transfer of such data to the Authority's management information systems.Maintains and enhances personal knowledge of computer technology, particularly in the areas of operating systems, digital communications, and cyber security.Ensures that assigned staff is trained to execute ongoing hardware maintenance, software maintenance, and backup procedures.Works with assigned staff to execute ongoing maintenance actions as required for ensuring maximum system availability.Recommends hardware and software upgrades in order to maintain the long-term viability of the PICS system.Updates existing and generates new system and network drawings as necessary.Develops and maintains an inventory of PICS system components and relevant documentation.Develops and implements a disaster recovery strategy for restoring and avoiding downtime in the event of a failure in the PICS system.

    Required Qualifications

    Provides legal analysis, counsel and support concerning all aspects of workers' compensation matters, including claims management. Represents the Authority in, and handles all aspects and stages of, workers' compensation matters before the Department of Industrial Accidents and in court. Collaborates with Human Resources, Risk Management, safety personnel, training staff, outside counsel and third-party administrator, among others, to address issues related to the workers' compensation program.     Required Qualifications

    Summary:
    Manages professional engineering and design projects related to the rehabilitation and capital improvement of waterworks and wastewater facilities and infrastructure.

    Salary: $98,087.43 - $137,144.76 Annually $1,886.30 - $2,637.40 Weekly
    Work Schedule: Monday - Friday 7:00am - 3:00pm


    Key Responsibilities

    Manages the planning and design phases of assigned rehabilitation and capital engineering projects including detailed plans, work schedules, technical assistance, progress and evaluation.Supervises and performs professional engineering work of substantial difficulty and importance, including the preparation of reports and contract plans and specifications, requiring the exercising of independent engineering judgment.Manages all phases of consultant selection and supervision of professional engineering consultant contracts including the development of scope of services, plans and specifications, cost estimates, work schedules, negotiations and preparation of contracts award recommendations. Ensures compliance with contract budgets, schedules, and terms.Supervises and manages junior professional staff, including assignment of tasks and evaluation of performance. Provides technical assistance to staff in the development and performance of projects including designs for waterworks and wastewater projects.Initiates new projects and prepares capital or current expense budget requests as required.Coordinates projects with communities, external public interest groups, government agencies, and other MWRA departments. Provides technical information and assistance. May address professional and community groups and initiate outreach projects.Drafts documents to secure grants and permits from various federal, state and local agencies.Provides construction administration services during construction, including review of shop drawings, review of proposed change orders, provide interpretations and clarifications on contract documents, attend monthly progress meetings, receive and review draft redlined drawings, record drawings, and detail records and all other services necessary to support the Construction Department.

    Required Qualifications

    Completion of a four (4) year college program in civil engineering or related field; andAt least five (5) years of experience in facilities planning, design, construction, maintenance and operations of waterworks and wastewater systems and facilitiesof which two (2) years must be in a supervisory capacity; orAny equivalent combination of education or experience.A valid Class D Drivers License or equivalent.Registered Professional Engineer in Massachusetts is preferred.May be eligible for telework up to 50% of the work week; a waiting period may apply.

    Knowledge and Abilities

    Demonstrated ability to work effectively as part of an engineering team and also to function independently, with minimal supervision.Knowledge of local, state and federal regulations as applicable to the planning, design and construction of pump stations, interceptors, and water lines.Knowledge of Massachusetts bidding laws including M.G.L. Chapter 30 and Chapter 149 construction bidding regulations.Familiarity with computer software packages such as Word and ExcelExcellent interpersonal, managerial, oral and written communication skills are required.

    Office equipment normally associated with the use of telephone, personal computer including word processing and other software, copy and fax machine.
