    MassDevelopments Transformative Development Initiative (TDI) is the Commonwealths flagship place-based economic development program dedicated to strengthening Gateway City commercial districts. Since its launch in 2015, TDI has evolved into a statewide accelerator model that concentrates local leadership, aligns partners, and deploys targeted investment to unlock lasting economic momentum. Built on the belief that revitalization requires both catalytic investment and durable local infrastructure, TDI uses an intensive, phased approach to help communities activate districts, build strong partnerships, and advance equitable economic growth.


    The Transformative Development Fellow is a full-time MassDevelopment employee embedded within a designated district for a three-year term, serving as the on-the-ground lead for district-scale revitalization. Acting as strategist, facilitator, connector, and project manager, Fellows guide cross-sector partnerships to implement a shared vision and translate strategy into visible progress, connecting people to projects, projects to capital, and capital to long-term impact. This role is ideal for a mid-career professional who thrives in complex urban environments, exercises sound judgment, and builds trust across diverse stakeholders.


    Start Date: July 1, 2026 | Term: Three-Year Appointment


    Location & Travel Requirements: This position is based in the designated Gateway City associated with the role (Lowell) and requires regular on-site presence within that community. The role also includes occasional travel to Boston and other Gateway Cities.


    What You'll Do

    Lead development and execution of a district workplan aligned with TDIs accelerator model.Deliver early wins while advancing long-term revitalization goals.Identify and advance catalytic projects in small business growth, real estate activation, creative economy, and placemaking.Serve as lead facilitator and organizer for the districts public-private partnership.Strengthen governance, collaboration, and shared decision-making structures.Build trusted relationships with residents, businesses, property owners, institutions, and community organizations.Expand leadership participation so it reflects the diversity and strengths of the community.Leverage TDI tools including grants, technical assistance, creative economy supports, and capital resources.Identify external funding and co-investment opportunities to expand impact.Manage consultants and technical assistance providers aligned with district priorities.Promote district opportunities related to business development, redevelopment, and cultural vitality.Advance projects that activate underutilized assets and build local wealth.Navigate systems and partnerships to clear barriers and maintain project momentum.Collaborate closely with MassDevelopment regional teams and project managers.Participate in cohort-based learning and cross-district knowledge sharing.Support reporting, storytelling, and data collection to measure and communicate impact.


    What We're Looking For

    Bachelors degree (masters preferred) in planning, public policy, real estate, economics, sustainability, or a related field, or equivalent professional experience.37 years of experience in urban planning, community development, economic development, or real estate, with exposure to both public and private sector development environments.Strong understanding of real estate development finance, placemaking, main streets initiatives, retail recruitment, or community engagement.Demonstrated ability to build trust across cultural and institutional boundaries, with a passion for Gateway Cities and place-based revitalization; multilingual skills relevant to Gateway Cities are a plus.Entrepreneurial, adaptable, and comfortable working in dynamic, fast-paced environments, including launching or scaling new initiatives.Strong written, verbal, and presentation skills, with experience managing multiple projects and budgets simultaneously.Willingness to work occasional evenings and weekends for community meetings and events.
