    Primary Responsibilities
    The Senior Technical Program Manager of IT and Security will oversee a contract supporting outreach and engagement and information technology services for the Military Community and Family Policy (MC & FP) Outreach and Digital Enterprise program. The MC&FP program serves as the driver of policy development, coordination, and delivery of a broad range of quality-of-life programs within the Department of Defense, aiming to help service members, their families, and survivors navigate military life and thrive. The user base consisted of approximately 5 million participants, including active-duty members, members of the reserve services, retirees, and eligible family members. The Senior Technical Program Manager will provide day-to-day oversight of all IT and cybersecurity contract support personnel, and performance of IT, cybersecurity, and data operations enterprise services.

    Qualification Requirements

    A minimum of a bachelor’s degree in computer science, IT, information systems or a related field.Minimum of eight years of experience in planning, directing, and managing complex IT projects and operations of a program serving over 5 million individuals and families.Possess one of the following certifications: Global Security Leadership Certification (GSLC), Certified Chief Information Security Officer (CCISO), Certified Information Systems Security Professional (CISSP), Certified Information Systems Manager (CISM), or Certified Information Systems Auditor (CISA).Possess a minimum of a favorably adjudicated Tier 5 investigation.

    Desirable Qualifications

     Possess a current PMI PMP certification or DAWIA Level III Program Management. A minimum of eight years of experience in leading projects involving compliance with the DoD CC SRG and the DoD RMF.A minimum of eight years of experience in Change Management and quality assurance concepts and guidelines.

Links Global seeks a highly skilled and motivated Project Manager with extensive experience in project management of government contracts. The PM will manage a team of public affairs and creative staff providing marketing and communication services to federal agencies. The manager will be responsible for work planning, personnel supervision, quality control, and communication and reporting with the government and company senior management.

    Key Duties

    Manage all aspects of the contract scope of work.Hold the team accountable for meeting project deadlines and goals.Provide feedback and corrections to deliverables.Conduct independent research, review, and analysis of complex records according to policies, regulations, and case law.Communicate and report to the government and company senior management.Plan and oversee communication activities associated with policy launches, public events, and announcements.

    Qualifications:

    At least 10 years of combined project management experience involving public affairs, regulations, and policies. Demonstrated expertise in managing communication activities for a mid-to-large public affairs office whether government or private sector.Adequate understanding of the Freedom of Information Act, marketing principles, and planning.

    Education Requirements:

    Bachelor's degree in Communications, Public Relations, law, or a related field.  Master's degree in a relevant field. Additional experience can be substituted for the Master's degree.

    Skills:

    Excellent project management skills, with a proven ability to manage multiple projects simultaneously.Strong leadership and team management capabilities to lead cross-functional teams effectively.Exceptional communication and interpersonal skills to effectively communicate with diverse audiences and stakeholders.Proficiency in social sciences research, marketing communication principles, data analysis, digital marketing strategies, media placement, knowledge dissemination, and stakeholder engagement.Detail-oriented and organized approach to project planning and execution.


    Salary is based on $125,000 per year. 

    Job Reporting Location: Varies from the government office in the DC metro area.

    Position requires authorization based on a favorable background check.
