POSITION SUMMARY:
The main principles of the IPS counselor’s role include identification of, and referral to, needed services, and active goal-directed support for the youth and family. The IPS Counselor will identify and connect youth and their families to the needed services and monitor the family and youth’s engagement in the IPS program. The role of the IPS counselor is to develop the service plan in collaboration with the case manager, youth and parent. The counselor will provide direct case work to youth and family. The IPS counselor will oversee referrals to other service providers.
EDUCATION/CREDENTIALS/SKILLS:
A Master’s degree in human services, preferably social work (MSW) or counseling, plus two years’ experience in family-based social work. A bachelor’s degree and five years of direct care experience. An annual physical form verifying that the employee is “free from contagion". FBI, child abuse and PA criminal Clearances within 1 year of hire. A proven and demonstrated ability and experience in working with within a team based setting and group settings. Ability to use a computer to send and receive written correspondence. Ability to work collaboratively with other professionals. Ability to lead and co-facilitate focus group sessions. Understanding of educational, child welfare, and judicial systems and the knowledge, skills, and ability to navigate these systems successfully.POSITION RESPONSIBILITIES: IPS is a program designed to provide a safe and holistic environment for at-risk youth to develop themselves and their confidence, through an engaging, supportive and strength based environment. IPS staff will develop programs and activities that include the 7 core concepts of resilience, which are the program’s core values. The major responsibility, therefore, is to resolve issues, ensure stability and to develop positive youth development and academic support and assist the family and youth with appropriate counseling and behavioral health services. The IPS Counselor will conduct some basic behavior health screening for youth and family members in order to provide service linkages for all members of the family as appropriate. The IPS Counselor will facilitate the initial assessment with the family in collaboration with the case manager to build the relationship with the youth and family, identifying all family needs and developing an appropriate plan of action. The IPS Counselor works with the youth and family, both individually and as a group, to understand the youth and family members’ feelings and needs, and build skills in appropriately conveying and also meeting those needs. The IPS Counselors work with youth and family members to build healthy relationships, identify and meet clinical needs, and develop healthy individual and family activities. The IPS Counselor will work closely with the case manager through teaming and joint sessions as appropriate to integrate case management and counseling activities and assure close alignment with family and youth service plan goals. The IPS counselor will make referrals primarily to the JJC Behavior Health Clinic in order to have the services provided on site. The IPS Counselor monitors progress in clinical services, and works to connect program activities to treatment goals as appropriate in collaboration with the therapist and other behavioral health treatment members and members of the IPS team. The IPS Counselor will meet with parents and youth in the parent’s home to conduct and assess the support services and to identify and update the treatment plan when needed. The IPS counselor must conduct the weekly home assessment at the convenience of the family. The IPS Counselor will conduct in collaboration with the case manager group, individual and family counseling sessions. The IPS counselor will assist prior to and during the discharge planning the enrollment in behavioral health services, after school or other remedial or enrichment activities as needed, especially beyond the youth’s involvement in the IPS program. The IPS Counselor will co-facilitate the site based programs in which each youth will participate three times a week. The Counselor will work collaboratively with the assigned case manager and develop activities and coordinate community service/engagement programs. At crisis times, there may be a need to “double team”. The maximum caseload is 17 clients. Case longevity is determined by court and or DHS personnel. The IPS Counselor must meet with the Program Coordinator weekly for supervision. The IPS Counselor will be assigned to an “after hours on call” roster, with alternating back up of the program director. In this way, families can access our staff round-the-clock. The IPS Counselor will ensure that services and counseling are commensurate with identified issues, and may need to be increased beyond minimum standards. Following assessment of family’s identified needs, the IPS Counselor will identify community resources, and work collaboratively with the Case manager to assist families with linking them to the appropriate community resources. The IPS Counselor will ensure that he/she keeps accurate documentation specifically all unsuccessful efforts to maintain the expected level of intensity and monitoring. All documentation and communication will be directed to the assigned DHS worker or court personnel via e-mail correspondence, telephone calls, and with hard copies to be kept in client’s file. The IPS Counselor will assist with arranging and providing transportation needs for children, youth and parents. The IPS Counselor must attend monthly team sessions to determine and monitor service appropriateness for each youth and to inform the team of the client’s adherence to orders of the Court and to the program. The IPS Counselor must attend all mandatory IPS trainings and activities hosted by the Department of Human Services or designee. A full case record is maintained in accord with performance standards, with monthly supervisor case review. POSITION SUMMARY:
The Truancy Intervention and Prevention Services (TIPS) Supervisor is an integral member of the TIPS program. The Program Supervisor reports to the TIPS Director and deputizes on their behalf during absences. The TIPS Supervisor must communicate all concerns and issues upwards to the TIPS Director and in their absence to the Executive Director.
The TIPS Supervisor will work with TIPS Director and a team of Truancy Case Managers that are assigned to specific schools in the Northwest section of the City of Philadelphia. The program works in collaboration with the Philadelphia School District and the Philadelphia’s Department of Human Services (DHS), Community Umbrella Agencies (CUA), and other stakeholders with the mission to help children and youth improve their school attendance and address the issues that are impacting their ability to attain satisfactory school attendance and school achievement.
EDUCATION/CREDENTIALS/ EXPERIENCE:
A Master Degree in Social Work or related field with at least two years of supervisory and specific social service work experience. (I.e. related fields are social services, sociology, psychology, theology, education, and public administration) is required.
SKILLS:
The TIPS Supervisor must have the knowledge, skills and abilities to motivate and supervise a team of professionals and clients from diverse backgrounds.Must possess the skills necessary to be a dynamic and engaging public speaker. Must be able to network and have the capacity to build partnerships and foster community linkages that will help families eliminate barriers to truancy and prevent children from being placed out of their home. Strong organizational skills with the ability to multi-task without compromising quality. POSITION RESPONSIBILITIES:The TIPS Supervisor must provide bi-weekly supervision to Case Managers. Supervision must be documented in a supervisory log book to ensure that home visits are made, all case management services, court mandates, and database entries are in compliance. Troubleshoot any barriers and provide guidance and follow-up. Staff supervision is subject to review by DHS.The TIPS Supervisor will lead the Truancy Case Managers in resolving issues and barriers that families face and help eliminate the barriers by providing intervention and advocacy services. The TIPS Supervisor is responsible in ensuring that the comprehensive plan is developed in collaboration with the youth, parent, and others involved with the case, and that community linkages are in place prior to the case being discharged.The TIPS Supervisor must attend all truancy meetings and trainings.The TIPS Supervisor will monitor updates and complete a detailed CBPS database report every two weeks to ensure DHS & Agency Compliance.The TIPS Supervisor is responsible in completing a detailed file review report of each case manager’s case load, every month to ensure DHS & Agency Compliance. The TIPS Supervisor is responsible to ensure that all TIPS responsibilities regarding court are maintained –court reports reviewed and signed, and the timely submission of court reports to DHS Liaison. The TIPS Supervisor is responsible to ensure that all CM’s to appear in Regional Court by no later than 8:30am with their detailed court sheet completed with the TCM Supervisor’s signature (as requested in court services section) to submit for the Hearing Officer to review. The Supervisor will attend court hearings and provide additional support to case managers while at court. The TIPS Supervisor will co-chair mandated bi-weekly supervisory unit meetings as well as all other program meetings and case conferences, including multi-disciplinary conferences. Sessions must be documented in a supervisory log with the agenda, goals, and outcomes recorded. The TIPS Supervisor must model positive, professional, and ethical work habits and have high standards of staff. The TIPS Supervisor will assist the Program Director for expeditiously assigning cases to all staff within the department and to assure that cases open immediately. No delay is acceptable.The TIPS Supervisor is responsible for the program’s case management service coordination and monitoring the data base to ensure that all documentation is up to date on a weekly basis. The TIPS Supervisor will evaluate their employees’ performance by completing the necessary evaluation tools. The TIPS Supervisor is responsible for ensuring that each truancy case manager is providing the families with the expected number of home visits and school visits.When issues arise with a resistant family, the TIPS Supervisor will intervene and go on home visits with the assigned case manager to help resolve the problem. The TIPS Supervisor will provide direct service to families when needed, inclusive when case managers are out on PTO (vacation, personal or sick time) The TIPS Supervisor is responsible for conducting bi-weekly supervision sessions directly and through a record of supervision to be kept for audits. POSITION SUMMARY:
The Community Evening Reporting Center (CERC) Site Manager is an integral member of the CERC team. The CERC will provide support to CERC staff and youth. This position reports to the CERC Director and maintains close communication with JJC’s Executive team and other admin staff. The site manager must communicate all concerns and issues upwards to the program director and executive director.
The Site Manager is responsible for the daily supervision, coordination, and oversight of the Community Evening Resource Center (CERC) operations during assigned shifts. The Site Manager ensures a safe, structured, and engaging environment for youth, staff, families, and community partners. The position provides direct supervision to staff, ensures compliance with agency policies and procedures, monitors program quality, supports youth engagement, and serves as the on-site leader responsible for maintaining smooth program operations.
The Site Manager is expected to model professionalism, accountability, and leadership while supporting staff development, program implementation, family engagement, and community partnerships.
WORK SCHEDULE:
The Site Manager must be available while programming is operating so that the supervision of youth, staff, and facilitators can be monitored and observed. This is a full-time salary position.
The CERC Site Manager position primarily operates during evening hours (6:00PM – 2:00AM) to support the Community Evening Resource Center program. Business needs may require the Site Manager to flex their schedule to accommodate daytime meetings that may occur before programming begins. The Site Manager is considered a leadership position and is expected to maintain flexible schedule to ensure the safety, quality, and effectiveness of program operations while supporting staff, youth, families, and community partners.
EDUCATION/CREDENTIALS/EXPERIENCE:
· A Bachelor’s or associate degree in one (1) of the following disciplines: Psychology, Social Work, Sociology, Education, Criminal Justice, or other Human Service field is strongly preferred or a High School diploma and a minimum of 5-7 years’ experience working in a similar role.

POSITION SUMMARY:
The Community Evening Resource Center (CERC) Youth Mentor is an integral member of the CERC team. He/she will provide monitoring and supervision to youth in the community intervention center (CERC) program. The Mentor will facilitate and/or co-facilitate daily recreational and educational activities such as sports, games, musical activities, or art events. The Mentor will also oversee youth in community service projects and encourage and ensure youth participation. He/she will interact with youth, maintaining close contact and develop a positive rapport during programming.
WORK SCHEDULE:
This is a part-time hourly position.The CERC Youth Mentor position primarily operates during evening hours (5:30PM – 10:00PM) to support the Community Evening Resource Center program.Program needs may require the Youth Mentor to work on weekends.EDUCATION/CREDENTIALS/EXPERIENCE:

POSITION SUMMARY:
The Truancy Intervention and Prevention Services (TIPS) Case Manager will assist truant youth and families in overcoming obstacles to regular school attendance and academic achievement through intensive comprehensive strengths-based programming; and prevent at-risk youths’ entry into the Child Welfare system. The TIPS program will provide a comprehensive, intensive early intervention services for youth exhibiting truancy behaviors. The programming builds upon youths’ and families’ resiliency and sense of self-worth for positive outcomes and redirection, strongly networking with community resources. Assignments are based on a 40-hour week. Weekly schedules are developed based upon the caseload needs. There are no traditional office hours. Case managers will work primarily in the afternoon and evenings, specifically during the school year and at weekends to provide maximum involvement with the family and the identified clients. There may need to be a need to start early to help a participant get to school. The case manager will be placed on an on-call roster and will be responsible for providing emergency assistance to clients assigned in the program 24 hours a day while on duty.

Case longevity is determined by court and or DHS personnel.The case manager’s role is to be able to report to the court that identified issues have been resolved through a collaborative effort with school personnel and community resources.Case manager must meet with the supervisor bi-weekly for supervision.Case manager must meet with the family and see all children at least twice each month, and coordinate work with others involved with the family. DHS contact stipulations must be adhered to. Case manager will form an “after hours on call” roster, with alternating back up of the program director. In this way, families can access our staff round-the-clock. Case manager will ensure that services and counseling are commensurate with identified issues, and may need to be increased beyond minimum standards. Following assessment of family’s identified needs, case manager will identify community resources, and work collaboratively with others to assist families with linking them to the appropriate community resources. Case manager is responsible for ensuring that school age children receive the appropriate services that meet their educational needs. Case manager will ensure that he/she keeps accurate documentation specifically all unsuccessful efforts to maintain the expected level of intensity and monitoring. The AERC program is designed for youth between the ages of 16 and 20 returning from juvenile facilities/institutions and or youth who have had multiple and or habitual contact with the juvenile justice system. The Youth Engagement Specialist will facilitate and/or co-facilitate daily recreational and educational activities such as life skills, sports, games, musical activities, or art events and accompany the youth on outings and special events. They will also oversee youth in community service projects and encourage and ensure youth participation. The Youth Engagement Specialist will assist the Van Driver with transportation by dropping off youth on the agency van once programming is finished. The Juvenile Justice Center of Philadelphia (JJC) is a non-profit, multi-service organization that serves the needs of disadvantaged children, youth and families. Our mission is to maintain families through supportive services, to prevent children and youth from being placed in care, and also to ready families for reunion with their children.
POSITION SUMMARY
The Outpatient Therapist is an integral team member of the Behavior Health department. An Outpatient Therapist for PCIT delivers child centered, family-focused PCIT sessions utilizing the evidence-based approach and protocols. Services are delivered in an office setting with full PCIT specifications and an authorization is not required for this service. Treatment is focused on strengthening the interactive relationship between the young child and the parental figure through play based interactions. The therapist utilizes strategies derived from the principles of attachment and behavior modification to help the child and family reach their goals. Our programs serves children with diagnoses that include but are not limited to: Autistic Spectrum Disorder, ADHD, Mood and Anxiety Disorders, PTSD, and severe emotional disturbance. Therapeutic services assist in integration or reintegration into least restrictive school, home, and community based settings.
EDUCATION/CREDENTIALS/EXPERIENCE
Master’s Degree from an accredited university in a clinical mental health discipline, such as: Psychology, Counseling, Clinical Social Work, Psychiatric Nursing, and Marriage and Family therapy, for example. The Master’s Degree must include 12 credit hours of clinical coursework in the foundations of behavioral health and the provision of mental health services (i.e., individual, group and family therapy, abnormal psychology, psychopathology, cognitive behavioral and psychodynamic therapy, crisis counseling, assessment, child development, personality theory, psychotherapy lab, clinical practicum). Other courses may count as determined by a review of the transcript/syllabi. At least two (2) years verified experience in the mental health field. One year post Master’s degree experience providing therapy/counseling to children and youth.
POSITION RESPONSIBILITIES
The therapist is assigned the responsibility to ensure that the needs of allocated children and families are being properly cared for. Any concerns about a family or child must be immediately communicated to the Clinical Supervisor or then the next higher administrative position whether in or out of office hoursA therapist must accept any case assigned to him/her. Discussion around allocations will take place and there is room for negotiation, but the Clinical Supervisor makes the final decision. Once a case is assigned, the therapist has to maintain the responsibility for the case up until a point of transfer of responsibility, this point of transfer being the decision of the Clinical Supervisor. This is to ensure continuity of care.The therapist must carry out all instructions of the Psychiatrist, Clinical Supervisor, and Program Director, precisely and in accord with time-lines. The IHD Caseworker provides casework and supervision to clients and families in the In-Home Detention component of the Home-Based Delinquent Services Program. Cases from other HBDS components (In-Home Detention) may be allocated on an as needed basis. The In-Home Detention Case Worker reports directly to the Supervising Social Worker or Director of the IHD program. The position is Fee for Service and cases are allocated on an as needed basis. Cases are not guaranteed, and the position is a contracted position, therefore, hours, assignments and cases fluctuate week to week. The actual daily hours and workdays are determined between the individual IHD case worker and the supervising social worker, in order to ensure daily coverage (7 days a week).
POSITION RESPONSIBILITIESIHD casework and monitoring. The IHD Caseworker provides monitoring and supervision of 5 contacts per youth per week in the IHD program up to 6 cases. All contacts must be documented and submitted for review on a weekly basis. Contacts consist of visits made by the IHD Caseworker to meet with the youth face to face for a brief contact or transporting a youth on an activity with other youth where IHD Caseworkers conduct educational, life-skills counseling, recreational, cultural and social activities that may benefit the client. The IHD Caseworker meets the objectives of providing sufficient supervision to ensure the youth's appearance in court, the client’s remaining arrest-free, the observation of curfews, and school and/ or work attendance. When a client referral is received from the JJC, the first face-to-face contact must be made within 24 hours. At the initial meeting with the youth and the family in their home, the IHD Caseworker describes the program requirements (curfews, school attendance, and making court dates). He/she/they are also responsible for making contact with the client’s attorney, usually a Public Defender, explaining that the client is committed to the IHD program. The IHD Caseworker is required to turn in proper court reports, progress reports and any other reports to the court and attorneys concerning the client’s adjustment and or progress.The IHD Caseworker accompanies the youth and family into the court room and must be prepared to make an oral report and to answer any questions the Judge may have.If the case is continued, the IHD Caseworker must specifically ask the Judge or clerk if the youth is still committed to the In-Home Detention program.
