JST is currently seeking a Contract Specialist. The Contract Specialist provides cradle-to-grave contracting support to SLD 45/PMD and SLD 45/CONS, ensuring compliance with all applicable acquisition regulations, policies, and procedures. This role supports pre-award and post-award actions, including market research, solicitation development, proposal evaluation, contract negotiation, and administration. The Contract Specialist ensures all contractual actions are legally sound, cost-effective, and aligned with mission objectives.

Contract Specialist Responsibilities
Provide acquisition support for SLD 45/PMD and SLD 45/CONS in pre- and post-award contract actions.Draft, review, and edit contract documentation including PWSs, CDRLs, and modifications.Support market research, proposal evaluations, and negotiation strategy development.Maintain compliance with all applicable contracting policies and procedures.Prepare and maintain acquisition documentation for assigned contracts.Contract Specialist Qualifications
Bachelor's degree in Business, Contract Management, or related field.Minimum 4 years of experience in federal contract management, with knowledge of FAR, DFARS, and agency supplements.DAWIA Contracting Level II or III (desired)Experience in both pre-award and post-award processes, including solicitation development, proposal evaluation, negotiations, and contract administration.Proven skills in price and cost analysis, source selection support, and contract file documentation.Required Clearances and Screenings

The Contract Program/Financial Manager serves as the primary interface between the contractor team and the Government, overseeing contract performance, resource allocation, and financial integrity. This position is responsible for integrating and coordinating all contract activities, ensuring timely and accurate deliverables, managing workforce stability, and providing expert financial analysis. The role includes advanced data analytics and dashboard management in Microsoft Power BI to support decision-making for senior leadership.

Contract Program/Financial Manager Responsibilities
Serve as Contract Program Manager (PM) overseeing contract execution, workforce stability, and quality control.Manage and allocate resources to minimize personnel turnover impacts and fill vacancies within required timelines.Analyze financial transactions, reconcile discrepancies, and recommend process improvements.Configure and manage Power BI dashboards in O365, integrate data sources, create and analyze visualizations, and manage user access/permissions.Prepare monthly financial and performance dashboards for senior leadership.Support risk identification, issue resolution, and corrective action plan development.Contract Program/Financial Manager Qualifications
Bachelor's degree in Business Administration, Finance, Accounting, or related field (Master's preferred).5–7 years of base-level program/contract management experience.Demonstrated experience integrating and coordinating contract activities to ensure timeliness, completeness, and quality of deliverables.Financial management expertise with accounting/financial systems such as WAWF, CFIS, and other Government-approved systems.Experience in program financial analysis, reconciliations, and maintaining accounting controls.Skilled in developing and managing Power BI dashboards, data modeling using DAX, troubleshooting issues, and preparing reports for monthly Program Management Reviews.Required Clearances and Screenings

The Financial Analyst provides expert program financial management support, including tracking, analyzing, and reconciling financial data for assigned programs. This role ensures accurate budget execution, validates funding allocations, and prepares detailed financial reports to support decision-making. The Financial Analyst works with multiple Government financial systems and leverages data visualization tools to present actionable insights.
