    POSITION OVERVIEW:

    We are seeking a Contracts Manager with 10-20 years’ experience to perform a full range of contractual responsibilities from proposal development to contract closeout to work with our corporate team in support of our federal logistics services contracts. Perform contract administration and business proposal activities. Manage internal and external customer relationships, analysis, and the communication of contractual risks. Performs ad-hoc research to answer contract specific questions as well as contracts pricing for both estimates-to-complete in accordance with established policies and procedures. Provides day-to-day contracts support to customers, business development and finance departments. The individual will be flexible, reliable, proactive, detail-oriented, and have excellent time, communication, and organizational skills.

    JB Management, Inc (JBM) is a Service-Disabled Veteran Owned Small Business with around 50 employees providing professional support and highly skilled technical services to Department of Defense (DOD) clients worldwide. JBM provides CONUS & OCONUS logistics services to US Forces deployed to include locations: Iraq, Kuwait, Romania, Japan and South Korea.

    Position Responsibilities:

    Perform cradle to grave federal contracts administration with all contract types (T&M, Labor Rate, Cost Reimbursable, IDIQ)Participate in proposal activities to include solicitation review, data calls, completing business proposals to include rates, pricing, basis of estimates, representations and certifications (reps & certs), standard forms, narratives and submission of proposal.Review and negotiate contracts, purchase orders and modificationsRecord and disseminate information regarding awards, contract modifications, deviations, negotiations and completion or termination.Prepare contract briefs, update Deltek GCS/ Costpoint accounting system, contract status, update databases, and maintain electronic contract filesPrepare and submit monthly and financial reports to customers Submit travel authorization requests to customer for approval to travelFinancial planning and project control (i.e. labor bill rate development)Develop and maintain baselines, and estimates to complete (ETC) on programsMonitor company’s financial performance on contracts on an on-going basis to ensure conformance to original proposal and contractual terms and conditions. Analyze significant, and/or unique contract requirements, special provisions, terms and conditions to ensure complianceDraft, review, and negotiate teaming and nondisclosure agreements Update SAM.GOV to include reps and certs as needed Respond and participate in DCCA or customer audits as neededRegularly interacts with program management, finance, business development and with customers as requiredActively manage and facilitate excellent relationships with our customers in support of our DOD customers to include the Army, the Air Force (AF), the Air Force Air National Guard (AF ANG)

    Required Experience and Qualifications

    10-20 years’ experience with DOD Federal contracts Experience preparing and submitting Government Cost proposals Experience preparing price proposals to include labor bill rates, pricing, travel, basis of estimates, standard forms and narrativesFamiliarity with negotiating and submission of proposals to the Federal GovernmentProficient with Microsoft Office applications with emphasis on MS Excel and spreadsheets at an intermediate to expert level of proficiencyGood to excellent knowledge of market research practices and cost-plus price development (including indirect rates) as they pertain to pricing for and compliance Ability to draft moderate to complex, contractual correspondence and documentationExperience with support and compliance during Defense Contract Auditing Agency (DCAA) and Defense Contract Management (DCMA) audits, fact-finding, and prime contract negotiationExperience with researching, interpreting, and resolving OCONUS or contractual issuesKnowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including Federal Acquisition Regulation (FAR), the Department of Defense supplement to the FAR (DFARS) Strong organizational skills, problem-solving skills and ability to handle a fluctuating workload and multiple prioritiesDemonstrated ability to exercise independent judgment, make informed decisions, follow up, and meet deadlinesMust be a proven team player with excellent organization, communication, interpersonal skills, and positive can-do work attitudeMust be flexible in differing approaches to resolving issuesAble to use independent judgment and creativity applied to resolution of contract issuesAble to interact with all departments and levels of managementHighly organized with attention to detail and time managementAbility to work independently with minimal supervision.

    Military Radar Field Support Representative

    Various Locations

    Position Summary: Formerly trained for operator and/or maintainer proficiencies in support of US Army Fire Finder RADAR or other Service ground-based Radar systems. Previous Government test support is desired but is not required. Selected individuals will be trained at the OEM facility with potential additional training provided at military sites. After training period, FSRs will be expected to provide over-the-shoulder-training and coaching to military units in receipt of Radars. FSRs will be required to provide hands on support for the radar systems and integration at locations throughout the United States and locations globally. FSRs may deploy with assigned/supported military unit.

    Job Description:

    FSRs will be operating from Forward Operating Bases (FOB) and in some cases, Forward Repair Areas (FRA) or US military bases, and must be able to provide:

    • Over-the-shoulder training of Army gaining Units in the operation of the radar and limited Operator maintenance

    • Maintenance of the Radar system to insure the required operational availability

    • All supply chain operations in support of radar maintenance

    • Collection and supply of all required data to support Army reporting requirements

    • Reporting of any issues or concerns

    Skills:

    FSRs will be responsible for:

    • Troubleshooting and repair of failed Octapacks, SDP and Exciter/Receiver units

    • Inventory control

    • Interaction with MAXIMO or for system configuration management and tracking.

    • Spares management, stockage and storage

    • Coordinator and acquisition of all required data to satisfy relevant military Service reporting requirements

    • Supervision of all field FSRs

    • Response to emergency requirements

    • Assisting other FSRs in the field as required

    • Training of military Service gaining Units

    • Briefing to senior military personnel on program status and issues

    Qualifications/Certifications:

    • Experience in AN/TPQ-50, AN/TPQ-53, AN/TPQ36 or AN/TPQ37 or other US ground-based radar system operations, fielding, supportability and maintenance

    • Knowledge and understanding of radar theory, radar design, field testing, and electro-mechanical maintenance analysis, including troubleshooting, fault isolation, repair/replace techniques, and documentation. A working knowledge of Army logistics and supply procedures is desirable.

    • Must be able to lift and/or move 50 pounds or more unassisted

    • FSRs will also possess the ability to assist and provide input for development and publication of training, maintenance, and logistics publications and possess field engineering and equipment fielding experience in support of defense programs. FSRs will be asked to validate and make recommended changes to future operator manuals in support of the assigned radar system.
