    About the Role

    We're partnered with California's largest regulated water utility to recruit a Program Manager to lead a newly centralized, statewide program for the delivery of potable water wells — new construction and replacement. This is a build-and-run mandate: the utility is converting well delivery from a regional to a centralized, programmatic model, and this role will stand up that program, support projects already underway, and scale it toward the higher-volume replacement pipeline ahead. At full scale, the program is expected to run roughly 50 concurrent well projects statewide.

     

    The Program Manager will oversee planning, permitting, design, construction, equipping, and startup for the well portfolio, working closely with engineering consultants, drilling contractors, hydrogeologists, and internal stakeholders across water resources, asset management, and capital delivery. The role directly supervises two engineers and coordinates the work of an additional engineer and technician assigned to the program, and reports to the Director of Capital Delivery.

     

    This role calls for a strong blend of technical engineering judgment, program management discipline, and California regulatory fluency — particularly around CEQA and well permitting at the county and state level.


    Key Responsibilities

    •     Develop and execute the overall strategy, vision, and long-range plan for the wells program, including scaling delivery capacity to meet current and future well construction and replacement needs

    •     Partner with Water Resources, Asset Management, and Capital Delivery leadership to support program justification and staffing plans for general rate case filings

    •     Lead, track, and report on well program delivery to ensure projects are completed safely, efficiently, and within approved scope, schedule, budget, and quality expectations

    •     Manage the well delivery team, including assigning priorities, monitoring performance, resolving issues, and mitigating risks

    •     Supervise direct-reporting engineers, including performance management, training, workload planning, and staffing recommendations; coordinate the work of additional assigned engineering and technician resources

    •     Develop, monitor, and report program KPIs for production, quality, schedule, cost, and delivery effectiveness

    •     Establish and continuously improve standard well delivery processes, procedures, tools, templates, and systems

    •     Coordinate programmatic permitting, environmental, water quality, and hydrogeology support to streamline CEQA, CUP, DDW, and related well project approvals

    •     Develop and manage scalable contracting approaches, including master contracts for permitting consultants, hydrogeologists, drilling contractors, and construction services

    •     Work with Asset Management to develop well condition assessment, rehabilitation criteria, and replacement timing methodologies

    •     Prepare and deliver executive-level reports and program summaries


    Required Qualifications

    •     Bachelor's degree in Engineering, Geology, or related field

    •     8+ years of progressive experience in engineering (or geology) and project management, including design and construction of water facilities, specifically potable water wells

    •     State registration as a Professional Engineer (PE), Professional Geologist (PG), or Certified Hydrogeologist (CHG)

    •     Direct familiarity with California well permitting and environmental processes — CEQA, county well permits, environmental health, or related regulatory requirements

    •     Experience coordinating with multiple agencies and permitting stakeholders

    •     Strong contractor, consultant, and cross-functional leadership skills

    •     Proficiency with MS Project and Power BI

    •     Valid California Driver License


    Preferred Qualifications

    •     Master's degree

    •     Experience working for a California water utility, groundwater consulting firm, or engineering consultancy

    •     Project Management Professional (PMP) certification

    •     Water Distribution and Water Treatment Operator certifications

    About the Role

    We are partnered with California's largest water utility to recruit a Project Manager to lead electrical capital projects, including 10–12 motor control center (MCC) replacements and 15 standby generator installations with a clear, well-supported path to a permanent role tied to the client's upcoming rate case cycle.

    This is a project management role at its core, and the client wants onboard quickly given current program workload. The ideal candidate will run each project individually while managing the group as a cohesive program, owning scope, cost, and schedule across the portfolio. Candidates with a background in electrical, civil, or structural engineering are encouraged to apply; what matters most is demonstrated project management experience delivering capital infrastructure projects within a utility, municipal, or industrial setting.

    The role works closely with engineering managers, contractors, and field teams across the client's service territory. While the position is based in San Jose with a hybrid work schedule, placement in one of the client's other California offices may be considered for candidates with an exceptional fit (Los Angeles, Bakersfield, or Chico).


    Key Responsibilities

    Program & Project Management

    •     Manage a portfolio of approximately 10–12 motor control center (MCC) replacement projects, bundled and delivered as a coordinated program

    •     Oversee delivery of 15 standby generator installation projects currently being executed via a Design-Build delivery model

    •     Own project-level scope, cost, and schedule management across all assigned projects

    •     Track and report project financials using company financial systems to monitor costs during and at project close

    •     Manage project schedules using scheduling software (currently MS Project Online; may transition to Smartsheet, Primavera P6, or similar)

    Stakeholder & Contract Management

    •     Manage and communicate with contractors, consultants, agencies, and internal staff on project-specific matters

    •     Prepare and manage construction contracts, bid packages, and contract awards

    •     Prepare requests for proposals (RFPs) and support evaluation and selection of consultants or vendors

    Technical Coordination

    •     Apply working knowledge of electrical systems, motor control centers, and power distribution to inform project planning and execution

    •     Interpret engineering construction reports and drawings and provide input or guidance to project teams

    •     Coordinate with civil and structural engineering resources as needed across the project portfolio

    •     Support field construction management and inspection at project sites as required


    Qualifications

    Required

    •     Bachelor's degree in Electrical, Civil, or Structural Engineering

    •     5+ years of professional experience in engineering, construction, or capital project delivery

    •     3–5 years of direct project management experience, including cost management and schedule management

    •     Working knowledge of electrical systems and equipment

    •     Prior experience managing projects within the water or wastewater utility industry

    •     Ability to manage multiple concurrent projects and prioritize effectively

    •     Valid California Driver's License

    •     Ability to work a hybrid schedule based in San Jose, CA, with periodic travel (10–20%) across the client's service territory

    Preferred

    •     Engineer in Training (EIT) certification or Professional Engineer (PE) license

    •     Project Management Professional (PMP) certification

    •     Design-Build project delivery experience

    •     Experience with MS Project Online, Smartsheet, or Primavera P6

    We are partnered with a Fortune 500-backed electrical construction firm to recruit a Senior Project Manager for its San Francisco Bay Area operations, based out of its East Bay office. The firm has built and maintained electrical and low-voltage systems across Northern California for over 75 years, with the financial backing and bonding capacity of a national parent company and the project pipeline of a regional market leader. 

    This role sits within the firm’s commercial division, anchored in healthcare construction (OSHPD/HCAi hospital and medical facility projects), with commercial tenant improvement rounding out the portfolio. The Senior Project Manager personally runs the division’s most complex and demanding electrical projects while providing day-to-day guidance to a small group of project managers handling their own jobs on an as-needed basis. 

    This is a senior, hands-on role for a project manager who still wants to lead the work directly. The Senior Project Manager takes on the division’s most significant projects — multi-million-dollar healthcare and commercial electrical builds across the public and private sector — with full ownership of budget, schedule, and delivery, while mentoring and supporting the project managers around them. The position reports to the Division Manager/Vice President and works alongside a small group of fellow senior project managers. 

     

    Key Responsibilities 

    Project Leadership & Delivery 

    Personally manage the division’s most complex commercial electrical projects, from preconstruction through closeout Carry full responsibility for schedule, quality, safety, and delivery on assigned work 

    Project Manager Oversight & Mentorship 

    Provide day-to-day guidance and technical direction to a group of project managers running their own jobs Develop project manager capability and step in on escalations and high-risk situations 

    Financial & Contract Management 

    Maintain full financial responsibility for assigned projects, including budgets, revenue and profit projections, and cash flow Own customer pay applications, subcontractor and consultant invoicing, and payment status in coordination with the project team Prepare, approve, and submit project budgets
