ABOUT US | At HR&A, we are problem solvers for cities. We guide decision-makers, including mayors and agency heads, real estate owners and developers, and non-profit leaders, to create impact when the stakes are high and the path forward isn’t clear. We believe in creating vital places, building more equitable and resilient communities, and improving people’s lives, from Los Angeles to Brooklyn.
We come from diverse backgrounds, have a breadth of lived experience, and share a passion for cities. We are former public officials, executive directors, planners, social scientists, lawyers, architects, and economists.
HR&A has offices in Atlanta, Dallas, Los Angeles, the Bay Area, New York, Raleigh, and Washington D.C.
THE PRACTICE | HR&A’s Housing Practice works at all levels of the housing ecosystem, from ideating statewide plans to supporting individual housing projects. Our practice spans 3 main areas: plans, policies, and transactions.
Plans: We create housing plans and strategies based on local needs and priorities. Most recently, we’ve created a housing plan that tackles affordability and climate resilience for Houston and Harris County and a regional strategy that responds to displacement challenges in Atlanta.
Policies: We design and implement solutions, from inclusionary zoning policies to anti-displacement programs. We have studied the feasibility of office to residential conversions in Boston, social housing development in California, and rent control in New York.
Transactions: We helped craft Amazon's Housing Fund, a $3.6 billion commitment to preserve existing housing and create inclusive developments through below-market loans and grants, and continue to serve as one of its underwriting partners. We also launched the $150 million Central New York Housing Fund, supporting over 2,500 new homes in the Syracuse region.

HR&A Advisors, Inc. (HR&A) is an employee-owned company advising public, private, non-profit, and philanthropic clients on how to increase opportunity and advance quality of life in cities.
We believe in creating vital places, building equitable and resilient communities, and improving people's lives.
HR&A's Technology & Society Studio helps communities build and use technology to solve problems made worse by technology. A core part of that work is ensuring that the billions of dollars in federal broadband funding now flowing to states, territories, and localities reaches the communities it's meant to serve – deployed correctly, documented rigorously, and protected from audit risk through closeout. HR&A currently serves as the compliance and program management partner to some of the most complex programs in the country.

THE ROLE
HR&A is seeking to hire a Senior Compliance Analyst in our Washington DC office. As a Senior Compliance Analyst, you will be a core member of project teams managing federal grant compliance for state and local programs. That means working directly with clients to build and operate the monitoring systems, subgrantee tracking frameworks, documentation practices, and audit-ready administrative records that protect hundreds of millions of dollars in federal investment. You will sit at the intersection of federal and state regulatory requirements and on-the-ground program delivery, translating federal guidance into operational systems that state staff and clients can use effectively.
We're looking for someone who:
Understands how federal grant programs work, including familiarity with 2 CFR Part 200 (Uniform Guidance), subrecipient monitoring requirements, and what it means to build an audit-ready administrative record
Has worked in or closely alongside government agencies administering federal funding, and knows the difference between paper compliance and operational compliance
Can read a policy notice, assess its implications for an active program, and turn that analysis into concrete action steps for a client
Brings rigorous attention to detail and documentation, understanding that in federal grant administration, if it isn't written down, it didn't happen
Is comfortable managing multiple workstreams simultaneously and communicating clearly with both technical staff and senior government officials
Senior Analysts are mid-level professionals with at least 4–6 years of experience who own the analytical core of the work, help direct junior staff, and bring rigor and creativity in equal measure.
DAY-TO-DAY RESPONSIBILITIES MAY INCLUDE:
Managing subgrantee monitoring processes for state programs, including tracking performance against federal requirements (e.g., BEAD speed and latency standards, Build America Buy America obligations, Environmental and Historic Preservation compliance) and conducting risk assessments
Supporting the design and maintenance of compliance tracking systems, desk audit protocols, and reporting review workflows that state client staff will use to manage their subgrantee portfolios
Reviewing subgrantee submissions (progress reports, attestations, cost documentation, construction records) and drafting findings memos that give clients a clear, defensible basis for certification decisions
Monitoring NTIA policy notices, Treasury guidance updates, and amendments, and translating their implications into actionable updates to client contracts, procedures, and monitoring systems
Supporting the development and administration of Master Subgrant Agreement templates, including flow-down clause drafting, enforcement mechanism design, and ongoing version control
Maintaining audit-ready administrative records for each project , including organizing change management documentation that can withstand review audit
Contributing to project management and client communication, including weekly update preparation, meeting facilitation, and master schedule maintenance
Supporting or leading portions of business development, including proposal writing for compliance-related engagements
EXPERIENCE REQUIRED
We are looking for candidates with a strong grasp of federal grant compliance requirements, demonstrated experience in program administration or government advisory work, and the precision and judgment to build documentation systems that hold up under scrutiny. Competitive candidates will bring:
At least 4–6 years of professional experience in federal grant administration, program compliance, public policy, or a related field
Working knowledge of 2 CFR Part 200 (Uniform Guidance), including subrecipient monitoring requirements, allowable cost frameworks, audit requirements, and internal control standards
Familiarity with federal grant programs either from inside a federal agency, a state broadband office, or an advisory role
Demonstrated ability to manage detailed documentation processes with precision and build administrative records that are structured for long-term audit defensibility
Strong written communication skills, comfortable drafting findings memos, policy summaries, compliance assessments, and client-facing deliverables for government audiences
Proven ability to manage multiple projects and workstreams simultaneously without letting documentation slip
Bachelor's degree in public policy, public administration, law, planning, or a related field; Master's degree preferred
IDEAL CANDIDATES WILL ALSO HAVE:
Direct experience at NTIA, U.S. Department of the Treasury, or a state broadband office, with exposure to BEAD or CPF program implementation
Experience drafting or reviewing federal grant agreements, including flow-down clause compliance, financial assurance requirements, and enforcement mechanisms
Familiarity with broadband infrastructure technologies and the technical compliance requirements that attach to fiber, fixed wireless, and satellite deployments under federal programs
Experience building or managing compliance tracking systems — including Airtable-based program management tools, desk audit checklists, or subgrantee risk assessment frameworks
Knowledge of single audit processes under 2 CFR 200 Subpart F, including how to review audit findings for program-level material weakness
Experience supporting program closeout, including documentation verification, asset management, and federal reporting

THE ROLE | HR&A is building a new operational infrastructure to support its transition to a four-studio business line model. At the center of that infrastructure is a growing team of embedded studio operations professionals — people who sit inside each studio and provide dedicated financial, operational, and staffing support to studio leads. The Senior Director of Operations is the person who ensures that model works. This role will sit on our New York City or Washington D.C office.
Reporting directly to the Chief Finance and Operations Officer (CFOO), the Senior Director of Operations serves as the operational right hand to the CFOO — directly managing the embedded studio operations team, leading firm-wide operational initiatives, and ensuring that HR&A’s systems, standards, and processes are running at full effectiveness across all studios and offices. This is a high-impact, high-visibility role that sits at the intersection of finance, operations, studio leadership, and firm-wide strategy.
The Senior Director of Operations will join HR&A at a pivotal moment. In the near term, this person will carry direct studio operations responsibility across multiple studios while the embedded studio ops team is built out beneath them in phases. As that team grows, the Senior Director will transition from doing to leading — managing a team of studio ops Directors and focusing increasingly on firm-wide strategic initiatives. The ideal candidate is energized by both the hands-on work of building a model from scratch and the longer-term opportunity to lead a high-performing team. The ideal candidate brings operational excellence, financial fluency, and the interpersonal skills to work credibly alongside senior consulting leaders.
RESPONSIBILITIES | Responsibilities include but are not limited to:
Team Leadership and Management
Directly manage, develop, and hold accountable a growing team of embedded studio operations Directors, each responsible for the financial, operational, and staffing health of one or more studios
Recruit, onboard, and integrate new studio ops team members as the model is built out, shaping the team’s composition, culture, and standards from the ground up
Serve as a day-to-day resource, thought partner, and escalation point for studio ops team members, helping them navigate complex situations and build their skills over time
Conduct regular check-ins to track progress against business goals while modeling HR&A’s commitment to inclusiveness, equity, and a high-performance, continuously improving culture
Studio Operations
In the near term, carry direct studio operations responsibility across multiple studios while the embedded ops team is built out — executing high value activities including business planning and execution support at the studio level.
Ensure every studio has the operational support it needs to deliver excellent work and grow its business and identify gaps, risks and inconsistencies across studio operations.
Serve as the primary operational interface between the CFOO and studio leads, ensuring studio leads have the financial data, staffing visibility, and operational support they need to execute their business plans
Firmwide Systems and Standards
Build, manage, and continuously improve firmwide operational execution by owning standardized systems and processes that ensure consistent performance across all studios
Lead the rollout of new firmwide systems, tools, and processes as directed by the CFOO, managing change effectively across a multi-studio, multi-office organization
Partner with HR&A Labs and IT to identify and implement technology and AI tools that improve how studios manage projects, track finances, and coordinate staffing
Ensure all studio ops team members are inputting accurate, timely data into firmwide reporting and dashboards, maintaining the integrity of the firm’s financial and operational reporting
Firmwide Strategic Initiatives
Lead firm-wide operational initiatives on behalf of the CFOO — including system rollouts, 2030 strategic plan implementation milestones, process redesign efforts, and other high-priority projects that span multiple studios or functions
Co-own the firm-wide operational meeting rhythm — designing, facilitating, and following up on cross-studio operational meetings, leadership check-ins, and quarterly ops leadership gatherings
Develop and roll out firmwide operational policies, compliance standards, and playbooks, ensuring consistent adoption across all studios and offices
Manage special projects and strategic initiatives as directed by the CFOO, including organizational changes, new office openings, and cross-functional process improvements
Financial Operations
Monitor firmwide utilization, realization, and revenue trends across all studios, flagging issues and recommending corrective actions to the CFOO
Support the CFOO in the annual budgeting process, coordinating inputs from studio ops team members and ensuring studio-level data is complete and accurate
Identify opportunities to improve financial discipline across studios — including scoping practices, pricing, and invoice management — and drive improvement through the studio ops team
Proposals and Business Development Support
Maintain the firmwide pipeline tracker, aggregating data from all studios to give the CFOO and executive leadership team a live view of business development activity across the firm
Identify cross-studio proposal opportunities and coordinate the involvement of multiple studio ops team members in joint pursuit efforts
Track firmwide win/loss data, identify patterns, and surface insights to the CFOO and studio leads to strengthen the firm’s BD performance over time
Knowledge Management
Contribute to the development and maintenance of HR&A’s firmwide knowledge management ensuring that institutional knowledge is captured, organized, and accessible across all studios
Ensure the firmwide knowledge library is kept current and that new staff can access existing knowledge rather than rebuild from scratch
CFOO Support
Serve as an extension of the CFOO’s operational capacity — taking on responsibilities and decisions that would otherwise require the CFOO’s direct attention, freeing the CFOO to focus on executive leadership, financial strategy, and people and culture
Prepare analyses, briefings, and materials for the CFOO and represent them in operational meetings across studios, ensuring alignment and continuity in leadership discussions
CANDIDATE REQUIREMENTS | The ideal candidate will possess the following qualifications:
Ten or more years of professional experience, with at least five years in a senior operations, practice management, or chief of staff role in a professional services or consulting environment
Demonstrated success leading and building high performing operations teams from the ground up, with the ability to manage through phased growth by balancing hands-on execution with designing scalable structures and transitioning responsibilities to a growing team
Strong financial fluency — able to read and act on P&L data, budget reports, utilization analyses, and AR reports without requiring significant support
Experience designing and implementing firmwide operational processes, tools, and standards across a complex, multi-office organization
Demonstrated ability to lead firm-wide strategic initiatives, managing cross-functional stakeholders and driving implementation across a multi-studio or multi-practice environment
Exceptional organizational, communication, and relationship building skills, with the ability to manage competing priorities, maintain complex systems, and serve as a trusted partner to senior leaders and staff at all levels
Demonstrated ability to work effectively in a fast-paced, entrepreneurial environment where systems are still being built and priorities can shift quickly
Experience with financial and project management platforms such as Sage Intacct, Salesforce, or Concur preferred
Commitment to HR&A’s mission and values, including a demonstrated commitment to inclusion and diversity
COMPENSATION AND BENEFITS | The base salary range for this position is $150,000–$195,000 plus annual performance bonus. Where an offer falls inside the pay range is dependent on experience. HR&A offers competitive compensation packages based on qualifications and experience.
HR&A is an employee-owned company, meaning you will have the opportunity to benefit from the firm’s growth over time through participation in an Employee Stock Ownership Plan. HR&A also provides a comprehensive benefits package that goes well beyond coverage of 90–95% of healthcare premiums, dental and vision coverage.

THE ROLE | HR&A is seeking to hire a Senior Analyst, Tech & Society in our New York, Washington DC, Los Angeles or San Francisco Bay Area office. As a Senior Analyst in the Technology & Society Studio, you will be a core member of project teams across a portfolio of projects, for which examples include: making the internet work for New York with New York State’s ConnectALL Office, transforming the social service infrastructure of Clark County, Nevada, building capacity in Texas’s digital inclusion ecosystem, supporting technology infrastructure providers in disrupting monopolies, advancing the Public AI movement, and designing and managing multi-million-dollar programs at the intersection of these issues.
We're looking for someone who:
Understands how, why, and where technology gets built – and for whom it doesn’t - and why its benefits are inequitably distributed across communities
Has worked at the intersections where hard problems live and new solutions are needed – of policy and product, industry and community, global infrastructure and community interests
Can hold a room with public servants, community stakeholders, technical teams, and business executives, and translate fluently between them
Is rigorous enough to produce unimpeachable analysis, entrepreneurial enough to help shape a business, and savvy enough to know when a technology solution is the wrong answer entirely
Brings independent judgment to complex, ambiguous problems and isn't waiting to be told what the question is
Senior Analysts are mid-level professionals with at least 4–6 years of experience who own the analytical core of the work, help direct junior staff, and bring rigor and creativity in equal measure. We're specifically looking for people who combine policy and planning depth with practical technology literacy and program management capabilities – candidates who can evaluate a proposed regulation or a technology vendor, lead a procurement analysis or evaluate public-private partnership transactions, manage a complex digital equity program or generate a sophisticated economic and fiscal impact analysis, and write a cogent policy brief for an executive, often on the same project.
DAY-TO-DAY RESPONSIBILITIES MAY INCLUDE:
Quantitative and qualitative analysis, including policy analysis and market research, economic and fiscal impact modeling, and program evaluation
Project or program management, including supporting teams implementing public policies
Developing written reports, client presentations, and financial models that translate complex analysis for public, private, and civic sector audiences
Supporting or leading community engagement processes, including large and small group facilitation, stakeholder interviews, and participatory design
Managing workstreams and directing Research Analysts and Analysts on task assignments—including providing training and feedback
Contributing to business development through proposal writing and firm marketing materials and events
Applying AI tools and emerging analytical methods to accelerate research, modeling, and deliverable production, with sound judgment about when and how to use them, as well as how to address inherent biases
EXPERIENCE REQUIRED | We are looking for candidates with strong quantitative and qualitative skills, a genuine curiosity about technology’s role in society, and the drive to produce work that matters. Competitive candidates will bring:
At least 4–6 years of professional experience in a relevant field
Experience working at the intersection of technology delivery and policy in civic tech, govtech, internet infrastructure, digital services, or a comparable environment
Demonstrated ability to assess technical feasibility and communicate tradeoffs to non-technical stakeholders
Strong written and verbal communication skills - comfortable writing for and presenting to policymakers, community organizations, and executive audiences
Proven ability to manage multiple projects simultaneously with precision and attention to detail
Demonstrated ability to conduct complex data analysis, including financial analysis
Proficiency in common AI tools (e.g., LLMs like Claude, ChatGPT, and others) and demonstrated understanding of responsible use, limitations, and independent verification
Bachelor’s degree in a related field; Master’s degree preferred
IDEAL CANDIDATES WILL ALSO HAVE:
Experience working directly with government agencies, technology companies, or tech-oriented nonprofits
Experience with software development tools including React, Vercel, Node, Github, and Mapbox
GIS or spatial analysis skills
Interest in broadband infrastructure, digital inclusion programs, AI governance frameworks, or workforce development policy and programs
Experience with program design and management at scale, with a recognition that operationalizing public policy through on-the-ground delivery is often more important than new regulations or budget allocations
ATTRIBUTES FOR SUCCESS
We seek candidates who:
Listen Intently: You proactively seek out and value diverse perspectives from colleagues, clients, and impacted communities. You approach complex problems with humility, knowing that lived experience is data too.
Make it Matter: You are motivated by work that drives meaningful progress on challenges you care about. You develop clear plans, aren’t afraid to course-correct, and take pride in delivering actionable, high-quality work.
Advance Equity: You continuously examine systems and historical context to identify barriers that affect some more than others. You push to center the most vulnerable and most impacted people in your analysis and recommendations.
Choose Kindness: You respect differences in viewpoints, backgrounds, and lived experience. You deliver on commitments, share feedback constructively, and create space for others to bring their whole selves to work.
Take a Risk: You are excited by complex projects that require entrepreneurial thinking. You share your opinions and analysis without fear, regardless of tenure, and embrace opportunities to stretch your skills.
HYBRID WORK POLICY | HR&A fosters a collaborative and flexible work environment. Employees work from the office at least three days a week, balancing professional and personal needs while staying connected to their teams.
COMPENSATION | The base salary range for this position is $105,100–$122,673, plus the opportunity for a discretionary year-end bonus. Where an offer falls within this range depends on experience.
We offer competitive compensation packages based on qualifications and experience. As an employee-owned company, you will benefit from the firm’s growth over time through our Employee Stock Ownership Plan. We also provide a comprehensive benefits package that includes coverage of 90–95% of healthcare premiums, dental and vision coverage, and more.
HOW TO APPLY | HR&A is committed to attracting and retaining a talented, diverse, competitive team of professionals dedicated to solving the challenges of urban life. Women, people of color, members of the LGBTQ community, individuals with disabilities, and veterans are strongly encouraged to apply.

As part of our ongoing work to build a hiring system that mitigates bias and is based on candidate merit and performance, we ask that you submit a version of your resume and resume that has your school information removed. Please list your degree, e.g., B.A. Economics; however, remove all references to undergraduate and graduate schools you have attended.
All qualified candidates will receive consideration for employment without regard to their race, religion, ancestry, national origin, sex, sexual orientation, gender identity or expression, age, disability, marital status, medical condition, veteran status or any other basis as protected by federal, state, or local law.
