    Summary

    The primary purpose of this position is to provide administrative support to the Occupancy department by interviewing applicants for housing, preparing required application information, obtaining references, and performing income and rent calculations and providing concierge service for Relocating residents.

    All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.

     

    Essential Duties and Responsibilities

    The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

    Interviews applicants referred for housing and/or investigation.Assists applicants with preparing required information and inquiries regarding applications.Prepares applicant files according to the LIPH/Housing Choice Voucher File Check List.Enters applications into system; updates computer and hard copy records.Orders criminal background checks and tenant checks; verifies income and employment information.Obtains references from applicants and from other community resources to determine applicant’s eligibility.Computes rent based on applicant’s income.Determines applicant eligibility for housing; generates letters based on determination for housing.Organizes the work according to existing procedure, with emphasis on specific detail and pertinence of information.Represent Occupancy at HVC and LIPH Grievance hearings as needed.Provides concierge services for relocation projects, to include assisting families with finding other housing options, connecting them to resources, contacting landlords for rental assistance, obtaining funds for security deposits and first months rent, assistance with getting utilities on, assist with providing or transporting residents to view other housing properties, providing transportation to leasing appointments, assist with transferring of schools, childcare and afterschool options etc.Coordination of briefings for Relocation and HVC and Project based vouchers.Prepares reports and databases.Relieve Front Desk Assistant for breaks and during lunch hours and assist with applicants, as needed.Operates various office equipment including printer, copier, and fax machine.Performs other duties as assigned.

     

    Education and/or Experience

    High School Diploma or GED equivalent required and a minimum of 3 years professional experience in a social service setting. An equivalent combination of education and experience may be considered.

     

    Technical Skills

    To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.

    Serve as primary contact for all client communication with the HCVP department.Accurately enters relevant information to complete all required documents for Housing Choice Voucher (Section 8) participants.Verifies that all paperwork and processes comply with HACP and HUD regulations.Report any unfavorable conditions that affect customer satisfaction. Recommends solutions and troubleshoots problems to ensure quality customer service.Complete all tasks relating to the processing of Housing Choice Voucher (Section 8) participant files including, but not limited to: Voucher Issuance, Lease-Up, Initial Certification, Annual Certification, Interim Certification, Move-in, Move-Out, and End of Participation.File and maintain appropriate records and documents of Housing Choice Voucher (Section 8) participants.Enter and update information in the database per HUD and HACP requirements.Submit, monitor, and correct all submitted HUD-50058 errors per HUD regulations and HACP policies.Issue RFTA forms with the voucher.     Summary

    The primary purpose of this position is to manage procurement activities covering supply, services, and construction for the Authority. The incumbent will draft and negotiate contracts, develop procurement policies, and implement and maintain department procedures.

    Essential Duties and Responsibilities

    Manages the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training, acting on employee problems, and recommending and implementing discipline.Establishes, modifies, and maintains written procurement policies for the Authority; ensures policy compliance with HUD regulations and federal and state statutes. Monitors and reports on the administration of all HACP contracting/procurement activities;  establishes quantitative and qualitative benchmarks, timelines, and cost projections against which to measure contract activities; submits quarterly reports on findings, including analysis of appropriate documentation maintained in departmental offices and any contractor/vendor response to HACP inquiries. Assists departments with establishing and monitoring proactive contract compliance practices, procedures and documentation.Provides training to appropriate HACP staff on procurement policies and procedures; provides technical assistance to departments/staff on specific procurement issues/solicitations as needed.Reviews, monitors, evaluates, and directs the RFP, RFQ, IFB, and any other procurement processes; implements standardized procedures, noting solicitation sources and submission schedules.  Identifies and implements advertisement standards and monitors for compliance, including MBE/WBE participation. Receives, tracks, and evaluates submissions, reviewing contracts for form and content.  Develops, negotiates, and issues contracts as appropriate for contracts in excess of $50,000; monitors process and performs and/or directs the performance of quality control audits for contracts under $50,000.  Drafts and/or oversees the preparation of all HACP contracts, ensuring the Authority’s interests are protected.Performs other duties as assigned.

    Position generally works on Authority properties, which may cause the employee to experience a range in temperatures and other weather conditions.     More than half of our residents live in privately managed rental properties located across the City of Pittsburgh through their participation in the Housing Choice Voucher Program (Section 8).
